Abstract:
This article presents a comparative analysis of the learning outcomes of higher education students using two different forms of learning: traditional offline learning and e-learning. The features of e-learning are considered. The study considers the widespread introduction of digital technologies in both electronic and traditional learning. The subject of the study is the influence of various forms of organizing the educational process based on the results of academic activities. The purpose of the study is to identify the most suitable forms that are most effective in modern conditions. The author used a comparative analysis of the learning results of distance and traditional forms of education obtained during and after the COVID-19 pandemic. The following objective criteria were chosen: student grades, average score during certification, and the number of students who successfully passed their exams. The work considers the difficulties of objectively comparing learning results of e-learning and traditional education formats. Despite this, it was possible to identify differences between different types of education, which are especially visible when conducting certification in a standardized format. In general, it was shown that students taught using the traditional format gained more professional skills and competencies than those who studied remotely. As a result of the study, preferred forms of training were identified, as well as the most effective ones. These formats currently include traditional learning, which uses the entire arsenal of modern digital content, and blended learning, which uses both conventional and online learning forms.

Abstract:
The subject of this research is process of organization and realization of the distance graphic training of students of the Ural Institute of State Fire Service of the Ministry of Emergency Situations of Russia during the course of studying the academic discipline “Descriptive Geometry. Engineering Graphics”, aimed at formation of the skills of spatial perception and imagination, as well as constructive geometrical thinking. The object of this research is the video technology of preparation of the students of this educational facility. The authors examine such aspects of the topic, as the variant of organization of the educational space within the framework of distance learning of students through the use of pedagogical technologies of imitational modelling of professional activity of a specialist, as well as multimedia means and didactic tools – video materials that re-create the virtual educational space. The article thoroughly examines the stage-by-stage methodology of organization and realization of training of the students of Ural Institute of State Fire Service of the Ministry of Emergency Situations of Russia in the course of the academic discipline “Descriptive Geometry. Engineering Graphics”. The results are provided of pedagogical experiment on establishment of spatial perception and imagination alongside construction geometrical thinking of the students in the context of the organized distance learning. Special contribution of the authors consists in development of the didactic tools and methodology of its implementation for distance formation of the spatial perception and imagination, as well as constructive geometrical perception of students of the Ural Institute of State Fire Service of the Ministry of Emergency Situations of Russia.

Abstract:
Reasons for necessary and sufficient conditions of effective implementation of distance training are performed in the context of the strategic priorities of modernization of education connected with ensuring its availability and a continuity. Distance training is considered as purposeful process of the organization of activities of students for mastering the "pressed" human experience, to acquisition of experience of creative activities and development of capabilities for the purpose of application and acquisition of knowledge during all life on the basis of use of remote technologies of training.Information technologies and their use in the course of the mediated interaction of students and pedagogical workers only indirectly can promote forming of the corresponding values and accepted in the society of rules and standards of behavior that in the long term does demanded the researches devoted to "embedding" of distance training in educational process so that educational function of education was staticized. On the basis of the categorical and conceptual analysis the concept "distance training" is specified. On the basis of the analysis of the institutional bases of implementation of electronic training and remote educational technologies sufficient conditions of effective implementation of distance training are proved. Reasons for necessary conditions are performed on the basis of the analysis of the existing educational practice of the higher education.To the necessary conditions determining scientific novelty of a research, the need for a legislative regulation of limit of classroom load of the teacher and loading connected with accomplishment of research, educational and methodical, organizational and educational work belong (that assumes change of approach to financing); availability of the corresponding hardware and competences for development of remote technologies of training. The institutional bases of a regulation of educational activities (sufficient conditions of effective implementation of distance training) are the documents regulating activities of basic divisions of the educational organizations and options of network interaction (integration of educational programs or use of resources of other organizations).Conclusions: Use of remote technologies of training shall promote development of new approaches to assessment of productivity of work of the teacher of the higher school on the basis of creation of a single (All-Russian) method of calculation of rating of the teacher of higher education institution. The measure of efficiency of educational, research, educational and methodical, organizational and educational activities which is performed by the teacher shall find reflection in it. Reasonable need of a legislative regulation of load of the teacher of the higher school assumes change of approaches to financing of higher education institutions: it is necessary to include the works connected with development of remote technologies of training and creation of intellectual property items for use in educational process in the section of the state task. Indicators of monitoring of efficiency of activities of higher education institutions should be added with indicators on which it is possible to judge activities of higher education institution regarding increase in availability of the higher education and the created conditions for implementation of the concept of training at an extent of all life.Specific weight of the means received by the educational organization from use of results of intellectual activities, in total income of the educational organization" also "the amount of the created results of intellectual activities having legal protection in Russia and beyond its limits" shall become priority performance indicators of research activities ".

Abstract:
The subject of this research is the optimal model of systematization of the theory of mass communication. The authors analyze the existing models of systematization of theories of mass media, particularly presented in the following works from the position of their grounds and didactic optimality: “Mass Communication in Modern World: Methodology of Analysis and Practical Studies” by M. Nazarov, “Communication Theory by G. Pocheptsov, A First Look at Communication Theory” by E. Griffin, “Mass Communication and the Problem of Reality Construction: Overview of the General Theoretical Approaches” by E. Dyakova and A. Trakhtenberg, and “Mass Communication: Western Theories and Concepts” by G. Bakulev. The authors suggest their own model of systematization of the theories of mass communication, which is based on the most essential characteristics of mass communication as the social system (theory of social essence of mass communication, theory of structure, functions and dysfunctions of mass communications, theory and concept of the effects of mass communication, theory of the normative status of mass communication processes, “new media” as a factors of transformation of the communication system, as well as their characteristics), and grouping of the theories by the principle of examination and understanding of these characteristics from the perspective of most reputable and renowned authors in communication science.

Implementation of the Process of Distance Education in a Remote Settlement with Limited Access to High Speed Internet

Abstract:
The subject of the present research is the problems of education in remoted settlements located in hard-to-reach places such as northern and Arctic regions. In addition, the authors of the research article discuss the problems of educating nomadic groups that are involved in their traditional activity and therefore migrate from one place to another. Based on the practical experience of the researchers of the Krasnoyarsk State Pedagogical University named after V. Astafiev, the authors offer particular ways to organize distance education for those who live in remote regions and have limited or no access to the Internet. The methodology of the research involves field researches that have been carried out in the areas of compact settlement of indigenous groups in the Krasnoyarsk Krai since 2010 up to 2014. The results of the field researches have been summarized and presented as the conclusions of the present research article. The authors have also applied the method of the critical analysis of expert and information messages and scientific review of topical sources on the matter. The authors offer the model of distance education in hard-to-reach northern settlements of the Krasnoyarsk Krai where eight ethnocultural groups considered to be indigenous peoples of the Krasnoyarsk Krai live. The authors offer the project and recommendations on how to improve the quality of education in northern and Arctic regions of the Russian Federation.

Abstract:
Separate problem aspects of Russian education under the conditions of total informatization of society are designated. The characteristic of society of new type is given and possible problems at training of specialists with higher education are analyzed and on a concrete example ways of increasing knowledge in the sphere information technologies are offered. Problems of ambivalence of political Internet modernization are designated and threats of total informatization of society in Russia and the world are concretized.Ways of introduction of technologies of Internet communication to educational process and education of the citizens realizing advantages and shortcomings of innovative information society are offered. the author tried to meet lacks of training of university graduates for information realities and the concealed threats in the research. Author's approach to training of specialists with higher education is offered. Problems of total informatization are designated and ways of a reagiroaniye on time calls are offered. System selection of factors of influence of new information and communication technologies on modern educational process is carried out.Introduction mechanisms in educational process of innovative technologies and paying of attention to knowledge of society of new type (information-oriented society) are offered.
