Abstract:
We often hear regular statements from the mass media of specialists in the field of education that characterize the situation with the industry's staffing, such as, "There is no one to work." Indeed, there are still a number of problems in this area that need to be addressed. The Concept of the Development of Additional Education for Children until 2030 explicitly indicates the insufficient staffing of organizations of additional education and the low level of involvement of educational organizations of higher education in implementing additional general education programs. Updating the content of students' training, as well as the success of their professional socialization, is largely determined by the effectiveness of the functioning of the system of relations between an educational institution of higher education and employers. Within the framework of such cooperation, pedagogical universities offer programs for teachers at institutions aimed at improving their professional level. In turn, these educational institutions provide students with opportunities for practical training, which helps them to better understand professional realities. The article substantiates the relevance of the problem of building a system of interaction between institutions of higher pedagogical and children's additional education. Integrating pedagogical universities and children's educational institutions with additional training is a key factor in developing the modern education system. It contributes to the formation of a unified professional community that can effectively solve current problems in the field of pedagogy and education. The scientific novelty of the study consists in the fact that based on the concretization of scientific ideas and generalization of successful practices, the main categories of the interaction of a pedagogical university with a regional system of additional education for children are determined. The practical significance of the research lies in the possibility of using the proposed algorithm for building joint activities of a pedagogical university with educational organizations implementing additional educational programs in the design and implementation of basic professional educational programs, the development of educational, industrial and other types of practices that provide solutions to the tasks of training student teachers.

Abstract:
Strategic priorities for developing modern Russian society and ensuring law and order require establishing an effective continuous educational process in Russia’s Ministry of Internal Affairs’ universities. The author examines the issue of compliance with the secrecy regime in the online education of students in universities of Russia’s Ministry of Internal Affairs. The study's relevance is due to the scale of the spread of COVID-19 infection and the development of information and communication technologies. Russia’s Ministry of Internal Affairs’ universities have special disciplines that require secrecy during online learning. These disciplines include operational investigative activities, operational investigative psychology, record keeping and secrecy regime, and others. The study's object is the online educational process in Russia’s Ministry of Internal Affairs’ universities. The subject of the study is the methods of transmitting and exchanging information in educational organizations of Russia’s Ministry of Internal Affairs within the framework of online distance learning. In the course of the study, the goal was achieved to substantiate the necessary and sufficient measures for the optimal implementation of educational programs of higher education, vocational training, and advanced training of police officers in the conditions of expanding the information space, communication capabilities, and limitations generated by the COVID-19 pandemic. The author compared the relationship between "distance learning" and "online learning." The conclusion is made about the need to expand the ISOD of Russia’s Ministry of Internal Affairs capabilities and develop a single departmental digital educational portal for Russia’s Ministry of Internal Affairs universities within this information space. The author suggests improving the information potential of Russia’s Ministry of Internal Affairs system for the possibility of teaching particular disciplines in the online education process.

Formation of Emotional Culture among University Students

Abstract:
This paper considers an approach to emotional culture as a component of a specialist's professional culture. It is noted that recently the importance of emotional culture in professional activity has been increasing. However, the modern education system does not provide for the purposeful formation of an emotional culture among students as an important component of graduate training. Therefore, the search for effective ways of forming the emotional culture of students is an urgent task of professional training. The methodological basis of the study was the analysis of scientific publications and generalized practical experience in identifying the main trends and problems in the formation of professional emotional culture in the learning process. The article explores the features of diagnosing the level of human emotional culture, its role in professional activities and possible ways of forming emotional culture in group and individual communication with students. At the same time, an individual approach is proposed to be carried out taking into account the assessment of the initial level of students' emotional culture. Emotional stimulation, encouraging students to focus on emotional manifestations and drawing their attention to cases of correct and incorrect emotional behavior are considered as the main pedagogical means. The proposed approaches will make it possible to achieve the formation of a professionally valuable and personally significant set of rules for emotional behavior.

Abstract:
The author in his work examines the issues of the organization of supervision from the point of view of its theoretical and practical significance for various industries and professional communities. In the course of studying this topic, an analysis of available research, conclusions of specialists based on experience and scientific achievements is carried out. The key aspects of the effectiveness of interaction between the supervisor and the supervisor during the implementation of functions, forms, approaches and methods, the purpose of which is to obtain professional skills, knowledge and skills that, after being transferred from the supervisor, will be able to be effectively applied in everyday work by specialists working in the field of assistance and support to citizens and other categories. The main conclusions of the study are the author's proposals for improving and introducing the experience of supervisors into the practice of law enforcement agencies, from the point of view of improving the quality of education, acquiring significant professional competencies through supervisory practice, which in turn allow solving complex complex tasks in the system of the Ministry of Internal Affairs of Russia. The formats of improving the effectiveness of supervisory work in the internal affairs bodies of the Russian Federation are proposed, based on the analysis, practical pedagogical experience accumulated by the author over many years of work. The author highlights the key factors of the supervision process, which from a pedagogical point of view are priority and deserve the attention of specialists in this field.

Abstract:
The article presents the study of the problems of organizing project activities of primary school students. In the spring of 2022, 62 deputy headmasters of St. Petersburg schools responsible for project activities at the school were interviewed. In the course of the study, problems were classified and the need to create a model for managing the subjects of the educational process when organizing project activities at school was identified. As the results showed, the deputy directors consider social networks and the participation of parents/social partners as experts in joint open events as the most popular forms of interaction within the framework of project activities. Printed and reference materials, according to the respondents, are not popular. Perhaps, when planning the organization of project activities at school, it is worth considering the desired forms of interaction between the subjects-participants in project activities. The methods of empirical research were used: design (questionnaire for deputy school principals responsible for project activities), questionnaire (Google-form), generalization and systematization of the data obtained, quantitative and qualitative analysis. Thus, in the course of the study, the practices of organizing project activities in the schools of St. Petersburg were studied, and the main difficulties in its implementation and possible prospects for improving the quality of education were identified. The analysis of the data obtained showed the need to create a model for managing the subjects of the educational process when organizing project activities at school.

Ways to Reduce the Duration of Study at the University

Abstract:
At present, periods of technological change are becoming comparable to the duration of education in higher education. Therefore, along with the need to use the concept of lifelong education, there is a need to reduce the duration of obtaining basic higher education. Analysis and identification of possible ways to reduce the duration of study at a university while maintaining the required level of graduates' education is the subject of this article. The methodological basis of the work is the integration and generalization of previous studies to improve the effectiveness of training. The article discusses in detail the following complementary ways: changing the content of education and the use of new, more effective teaching methods. It is shown that the reduction of overall time of studying in university while maintaining the required level of education can only be achieved by the joint application of various approaches. The following complementary ways are proposed: changing (optimizing) the content of basic professional knowledge, using more effective teaching methods and individualized learning, reducing auxiliary (transactional) costs for students and increasing the level of motivation of students. More effective teaching methods, in particular, involve improving the lecture system, monitoring progress, and optimizing the speed of introducing new material in group classes. Taking into account the concept of continuous education, a certain fundamental educational background obtained at the university can subsequently be supplemented with short-term modules in the course of additional professional education.

Abstract:
The subject of the study is a set of managerial relations that arise in the process of organizing student participation in the creation of a startup based on educational institutions of higher education as a final qualifying work. The object of the research is the educational activity of a higher educational institution. The authors consider in detail the life cycle of developing a bachelor's thesis in the form of a startup in the light of development trends in the design and innovation activities of university students. Particular attention is paid to the most correct sequence of stages when writing a WRC-Startup. The article analyzes and summarizes the experience of implementing and commercializing a start-up project based on Sochi State University. The main result of the study is the identification of algorithms and technologies for managing the preparation of the WRC in the form of a startup. A special contribution of the authors to the study of the topic is the formation of an information model for managing the participation of a bachelor student in the program "Startup as a Diploma". The novelty of the study lies in the systematization of the priority issues of developing a student startup project for defense as a bachelor's thesis. Based on the results of the study, it is proposed to conduct creative business games for undergraduate students in order to develop start-up thinking with the prospect of future participation in the design and innovation activities of a higher educational institution.

Abstract:
The article discusses the features of the implementation of the state program "Zemsky Uchitel" in certain subjects of the Russian Federation – in Kursk, Voronezh, Lipetsk, Saratov, Kaliningrad regions, in Primorsky Krai. The subject of the study included: the procedure and conditions for the implementation of the Program provided for by the resolutions of the Government of the Russian Federation; data on the quotas of vacancies provided for by the Program and their financing; regulatory legal acts ensuring the implementation of the Program in the subjects of the Russian Federation. The prerequisites and historical aspects of the appearance of the program "Zemsky teacher", the etymology of the terms "Zemsky teacher" and "Zemsky school" are also considered. The main research methods are comparative, formal-legal, design and theoretical construction. The novelty of the research consists: firstly, in a comparative analysis of data on the completion of the first year of the Program; secondly, in identifying the weaknesses and strengths of the Program and the level of its demand in various regions of Russia; thirdly, in developing a set of measures aimed at eliminating the "weaknesses" of the Zemsky Uchitel program". Main conclusions: 1) the regulatory framework of the Program requires further improvement, including at the level of regional legislation within the framework of the opportunities provided to the subjects of the Russian Federation to expand the list of benefits for the winners of the competitive selection; 2) it is shown that the suspension of the project in the future will mean the return of the problem of understaffing rural schools with teaching staff to their original positions.

Abstract:
The problem of conservation and transmission of their culture is important for the religious communities, namely for Muslims. The educational path of children born to Muslim families in the multicultural society may either coincide or differ from the path of their peers. This article examines the existing trajectories of public education in the Muslim community of Ufa. Analysis is conducted on such forms of education as: public schools for religious children; stay-at-home family education; and private schools. In the first instance, the restraining factors for believers are the absence of halal food and the difficulty of manifestation of identity through clothing. In the second instance, believers there are no two aforementioned problem, but lack of socialization. In the third instance, the financial situation of the religious families matters. Meanwhile, the Ufa Muslim community is discussing the creation of educational projects that would meet the needs of religious parents, produce and reproduce the Muslim elite, since the state education system is not yet capable of solving these issues.

The problem of the integrity of the new Russian system of scientific attestation (by the example of the requirements for a dissertation)

Abstract:
The article is devoted to the issue of the integrity of the scientific certification system in modern Russia. After the elimination of the monopoly of the Higher Attestation Commission (HAC), the procedures for awarding academic degrees began to be regulated by a variety of different regulatory and legal acts. The growing variety of rules and regulations raises doubts about whether the system is still capable of ensuring equal rights and opportunities for all applicants for academic degrees. Using the example of the requirements for a dissertation for a degree, the article shows the similarities and differences that exist in different parts of this system. In the course of the study, three subsystems were identified within the system that have relatively similar requirements. The first subsystem is classical and special dissertation councils, directly controlled by the Higher Attestation Commission. The second system is formed by leading scientific and educational organizations that independently award academic degrees. The third subsystem includes spiritual educational organizations that are granted the right to award theological degrees recognized as equivalent to other academic degrees at the level of federal state educational standards. В В В В To consider each of these systems, the relevant requirements of federal legislation, local regulations of educational and scientific organizations that independently award academic degrees, as well as internal regulations of spiritual educational organizations were studied. A comparative analysis of normative and legal acts made it possible to trace how the integrity of the entire system of Russian scientific certification is ensured in the context of the diversity of its forms. In general, this system still remains comparable in terms of requirements for dissertations, but the rights and opportunities of applicants arising after their defense differ markedly depending on the place of defense.

Learning digital skills: analytics of leading practices

Abstract:
The relevance of this research is substantiated by an interesting phenomenon that has occurred in the last decade: the technologies of the Fourth Industrial Revolution are based on digitalization of not only products and processes, but also people's behavior at work and outside it. The author reviews digital skills as the “third basket”, which is equally as significant as the “baskets” of professional and “soft” skills. Therefore, analysis is conducted on the experience of facts and cases presented by dozens of Russian and international educational institutions for determining the leading practices of digital education. The author describes the key determinants of digital literacy. The following conclusions were made : 1) digital education is based on the principles that differ drastically from other tools, sets new goals, focusing on the approaches that blow up the traditional university methods; 2) IBM “Facing The Storm” research indicates that massive shortage of digital skills among personnel is a storm that is brewing on the horizon; 3) research of the BFR (Big Fast Results) institute reflects the mechanism of implementing educational and managerial processes within the paradigm of digital literacy; 4) the presented research covers a wide range of empirical data, which allows all parties to the educational process to form digital learning environment strongly contributing to development of the currently relevant “soft” skills.

Abstract:
The subject of this research is the competencies and indicators of competence achievement in the educational standards in the sphere of culture and art. The object of this research is the group of specialties 51.00.00 “Cultural Studies and Socio-Cultural Projects”, namely the federal state educational standard of higher education – Bachelor's Degree in the field 51.03.02 “Folk Art Culture”. The article reviews the competences and indicators of achieving competences in the specialty 51.03.02 “Folk Art culture”, the discipline “Management of Film, Photo, and Video Studio”. The main research method is the analysis of literature and normative legal documents, including state educational standards and basic educational curricula in the context of competency approach. The author applies the method of describing personal experience based on the practical work of the Faculty of Culture and Arts and the actual pedagogical practice of F. M. Dostoevsky Omsk State University. The scientific novelty consists in the development of indicators of general professional competencies for the indicated group of specialties. Currently, there is no uniform understanding of the indicators of competence achievement; it is on the stage of scientific discussion. The relevance for understanding competencies and their indicators is substantiated by the fact that the new federal state educational standards of higher education do not regulate this aspect, leaving the developers certain freedom on this matter. The competencies and indicators of competencies are considered on the example of the experience of the Faculty of Culture and Arts and actual pedagogical practice of F. M. Dostoevsky Omsk State University.

Training of math teachers on development of test materials for assessment of students’ academic performance

Abstract:
The subject of this research is the question of advanced training of math teachers on organization of tests for assessment of students’ academic performance. The author determines the problems associated with ineptitude of the teachers to develop materials for testing academic achievements, insufficiency of advanced training courses dedicated to diagnostic and assessment of academic performance of students, lack of theoretical knowledge for conducting diagnostic procedures. Special attention is given to the requirements to professional competences of teachers in the area of assessment of students’ academic performance, formulated in the occupational standards of pedagogues, Federal State Educational Standard of public education, and Concept of Mathematical Education of the Russian Federation. The definitions of pedagogical diagnostic testing formulated by K. Ingenkamp, I. P. Podlasy, V. M. Polonsky, A. B. Vorontsov are presented; the stages of diagnostic testing activity are outlined. As one of the solutions, the author describes the training experience of math teachers of Novosibirsk in the classes of consulting center and creative team, arranged by the Municipal Center of Education Development on the premises of Gymnasium No.10. The scientific novelty consists in elaboration of training course for the teachers (thematic content is presented in the article) and its implementation by the author. Activity of the center and creative team received the awards of city and regional contests “Secret of Success”, “Innovations in Education”, and “Educational Siberia”. In the beginning of training, the teacher were offered to fill in the questionnaire for defining their goals from taking these classes. Some of the survey results are provided in the article. Although the training of teachers is still in progress, their feedback and awards of pedagogical contests hold out a hope that its is the right path.

Abstract:
This article is dedicated to the results of implementation of educational innovations within the framework of state grant support of 2019. The subject of this research is the best school innovations of 2019 within the system of public education aimed at formation of technological, digital, and preprofessional competences of students based in creation of modern teaching models, environment in, development of functional thinking, and socialization of school students by means of engaging into personal and socially beneficial activity. The results of innovation activity of the grantees are presented by the latest educational and methodological, practice-oriented inventions, creation of the modern models of training, upbringing and development of the students, as well as interest in innovation activity among the pedagogues. As a result of the conducted research, the author highlighted the best and most socially beneficial projects with regards to the regions on implementation of digital technologies in the educational process; integration of public education and extended activities; development of the effective mechanisms for formation of functional literacy among students; elaboration of the models for preventing delinquent behavior among students; as well as model solutions on realization of most recent practice-oriented inventions aimed at improvement of the quality of education. The conclusion is made on the social significance of state support with regards to implementation of innovative projects of educational organizations, which would create prerequisites for the development of educational system of the country.

Abstract:
The subject of this article is the problems in the export of Russian education, particularly in online education. The author examines the prospects of demand for Russian online education in Russia and abroad. Such problematic questions of online education as its quality and control are raised in the course of this research. Attention is given to the export of education in the Russian Federation, namely online education in universities. The government conducts active import substitution policy since 2014, including in the sphere of education. The prospects of online education in Russia can be reflected in three vectors: 1) development of vocational education; 2) development of higher education; 3) development of business education. The scientific novelty consists in an attempt to answer the following question: is online education as an important element of import substitution policy and advancement of non-resource export is necessary for the government and educational organizations. The provided information testifies to the fact that online education is beneficial for flagman universities, as the grants are allocated to them. At the same time, it is an extremely rare case when nonprofit organizations gain advantage from it. Therefore, the question on the need for advancement of online education remains controversial.

Abstract:
The subject of this research is the public relations established in the process of integration of education, science and business activity for the purpose of increasing competitiveness of national economy. Particular attention is paid to the questions of correspondence of the federal state educational standards and professional standards, developed for the specialists in the sphere of financial markets. The low level of interaction between the systems of education, science and practical sphere is underlined. The author determines the key problems impeding integration of education and professional environment in the Russian Federation, as well as givers recommendations on the improvement of legal framework. The article is prepared on the materials of realization of state assignment to the Financial University under the Government of the Russian Federation for 2019 on the topic “Human Resourcing of Financial Market Digitalization Processes”. The following conclusions were made: the formation of professional and educational standards is based on the essentially different approaches; the approaches towards determination of general requirements to education in the professional standards are not normatively established; the analysis detects striking discrepancies between competences of the future financial market specialists formed in accordance with requirements of the federal state educational standards and a set of job functions and actions envisaged by the professional standards.

Abstract:
This article describes and analyzes the peculiarities of human resourcing, creation of digital information and educational environment, formation of the fund of assessment tools, as well as arrangement of conditions for teaching the persons with health limitations in preparation to accreditation of postgraduate and residency curricula in the scientific institutions. The article is based on the relevant legislative framework of the Russian Federation, as well as experience of obtaining accreditation for educational activity in the scientific institutions for those yet to undergo this procedure. The indicators and criteria system for assessing the compliance of the content and quality of training programs of academic staff is built in accordance with the requirements set in the state normative legal documents. It is worth noting that the requirements of the federal state educational standards are sufficiently substantiated with regards to information and material-technological support, human resourcing in training academic staff, as well as accessibility of educational resources for the persons with health limitations.

Abstract:
The subject of this research is the management activity in the modern Russian systems of evangelic theologian education. The existing in Russian legislation conflicts of law along with the set of historically formed confessional approaches to management, justify the gap between normative description of management practices and direct activity in this sphere. Therefore, examination of the implemented in practice approaches and methods of managing the systems of evangelical education in relation to their normative regulation seems relevant. The basic approach in this research became Peter Checkland’s soft systems methodology that allows reconstructing and comparing the normative expectations and actual practices. The scientific novelty consists in the analysis of management practice of evangelical theological education as an intricate system, rather than fragmentary. Leaning on the extensive source base, the author gradually reviews various aspects of educational management, ranging from the Russian legislation and statutes of religious organizations to immediate problems faced by the heads and staff members of educational organizations. The acquired results are valuable for improving management practice in this sphere, as well as optimization and development of legislation of the Russian Federation with regards to state-confessional relations.

Abstract:
This article contains the results of the conducted research focused on studying approaches towards formation of engineering competence among students of general educational institutions. As a result, the author formulated an exhaustive definition of the term “engineering competence”, examined the peculiarities of approaches towards its formation, and determined the principles of each of the described approaches corresponding with the specificities of formation of engineering competence. The object of research is the engineering competence; the subject is the set of scientific approaches and related principles contributing to its formation among the students of 7 – 9 grades. The scientific novelty consists in systematization and framing of the concept of “engineering competence of the students”, disclosure of the most optimal teaching approaches from the perspective of formation of engineering competence, as well as identification of teaching principles contributing to the development of research and project activity. The author substantiates the reasonableness of integrated application of the approaches (personality oriented, competent, activity and systemic) towards formation of engineering competence among the middle school students.

Abstract:
The object of this research is the process of teaching mathematics. The subject of this research is the strategy of teaching. The author suggest and examines the internal algebraic perception of teaching strategy viewed as the mechanism for creating the teaching plan. Earlier on, Y. B. Meknikov has proposed the interpretation of algebraic approach towards modelling as the system consisting of three components: 1) system of basic models; 2) system of typical transformations and standard combinations of models; 3) approximation mechanism intended for a similar understanding of the model in form of a result of typical transformations and standard combinations of basic models. The internal algebraic understanding of the strategy is distinguished by the fact that basic elements represent the components of the strategy, rather than the external perception, where the basic elements are a part of other strategies. The research carries a theoretical character, though some of its results have already been implemented into educational practice in the Ural State University of Economics. The theoretical framework relies on the modelling theory of Y. B. Melnikov, which is based on the formal-constructive interpretation of the model. The scientific novelty primarily consists in structuring of model of the strategy as a mechanism for creating plan of action, as well as distinction of the postulates of strategy that help to define the typical transformations and standard combinations of the plans of action. The author proposes an internal algebraic approach towards the concept of strategy, where the algebraic concept means a system consisting of three components: a) system of basic elements; b) system pf typical transformations and standard combinations of the elements; c) approximation mechanism intended for understanding of strategy in form of a result of application of typical transformations and standard combinations of the basic elements.

Abstract:
The subject of this research is the practice of implementation of the norms and requirements of the federal legislation on education, regulations of the Russian and international religious organizations, state and confessional educational standards in the work of the systems of Evangelical theological education in Russia. Such systems, represented by the theological educational organizations and education department of other religious organizations, in their direct practice selectively implements the provision of various normative and legal acts, orienting towards their pragmatic tasks. Examination of the practice of implementation of the indicated set of norms and requirements is relevant particularly in the context of legislative reforms in Russia, as well as renewal of state policy in the field of education and science. The scientific novelty consists in the fact that this article is first to explore the normative and legal acts regulating theological education in Russia from the pragmatic perspective of their implementation by the Evangelical theological systems. Such analysis, which takes into account the system of interaction between man, society and the government, allows identifying the problematic aspects in legislation and state policy in the field of education and science that require amending in accordance with the obtained scientific results. The author gradually analyzes the law enforcement practice in the sphere of education, demonstrating the merits and demerits of both, the state and confessional acts.

Abstract:
The subject of this research is the level of grasp of character and symbol means by the elementary school students. Such ability is viewed in the context of diagnostics of metadisciplinary results. One of the requirements to metadisciplinary results is the skill to use character and symbol means of presenting information for creating the patterns of studied objects and processes, schemes of solving academic and practical tasks. The article reviews children’s mastering of the following operations that correspond with the key stages of formation of character and symbolic activity: replacement, coding (decoding), schematization and modeling. The authors develop a complex diagnostics in accordance with the analysis of skills of the elementary school students to apply character and symbolic means. The tasks were selected considering age and existing projects for elementary school. The authors were able to determine the inconsistency of grasping the various stages of character and symbol activity by the elementary school students. Schematization was identified as the weakest stage of such activity. It is concluded that the elementary education curriculum is structured in such way that by the end of third grade the children grasp the basics of character and symbol activity.

Abstract:
This article examines the questions of ensuring sustainable development of socioeconomic systems through combining such factors of sustainable development as science, education and culture. The maintenance of sustainable development of socioeconomic systems alongside creation of conditions for wellbeing of the population is inseparably associated with establishment of the development pattern oriented towards the growth of financial and economic indicators, as well as the achievement of high living standards of citizens. The authors demonstrate a chain of elements ensuring sustainable development of noosphere, examines the evolution of accumulation of knowledge that leads to human capital gains. The article substantiates the key role of the modern education system in maintenance of innovation development, and suggests the mechanism for creation and distribution of structural and educational innovations. The conclusion is made that in order to ensure correspondence of the Russian education system to the requirements of the sixths technological paradigm, it is necessary to conduct significant changes in approaches towards the educational process. The authors determine the following key directions of reforms in the modern Russian education system, which are capable of creating a new vector of the development of education systems in Russia: 1) establishment of the system of continuous education that substantially rather than formally ensures the concepts of “education throughout lifetime”; 2) revival and advancement of the system of integrative learning to ensure partnership of universities with businesses and society; 3) formation of the system of global access to the top educational resources, incorporation of formal and informal education.

Abstract:
This article examines the relevant problem of implementation of the ideas of Interdisciplinarity of knowledge into the educational process from the perspective of the concept of sustainable development. Attention is drawn to the questions of bioethics that define the moral compass in realization of the ideas of sustainable development. The author analyzes the changes with regards to the content and main educational results associated with implementation of the concept of sustainable development. It is demonstrated that the establishment of ethical relations on the basis of the principles of bioethics, which contribute to formation of research skills from the standpoint of the concept of sustainable development, can be impacted by the interdisciplinary courses that reveal bioethical positions in practical aspect of conducting biological and environmental studies, as well as in theoretical aspect – as a part of developing concepts that carry not only general scientific, but also general cultural meaning. Within the framework of testing of interdisciplinary courses “Bioethical Problems in Biological and Environmental Studies” and “Biology and Culture” on the “Biology” Master’s program, were used the diagnostic methods aimed at determining the level of the intensity of attitude to bioethical knowledge, life aspects of a biology scientist, and overall formation of bioethical competence. The author analyzes the survey results of the biology students of N. I. Lobachevsky Nizhny Novgorod State University over the period from 2014 to 2017. The acquired results allow determining the level of manifestation of the formation of bioethical competence among the student group under consideration. Prior to the experiment, the majority of students were at the low and medium level of bioethical competence, as well as showed the weak metaskills. Upon the completion of experiment, was observed the expansion in the number of students with medium and high level of bioethical competence, as well increase in the amount of digested fundamental metaconcepts and metaskills.

Abstract:
The goal of this article lies the examination of evolution of Master’s Degree Program in Russia, as well as determination of the promising trends of its development. The object of this research is the Master’s curricula implemented in higher education facilities of the Russian Federation. The subject is the status of Master’s Degree Program within the hierarchy of national education system that defines its effectiveness functions and types of curricula. The author assesses the quantitative characteristics of the Master’s Programs in Russian universities, and concludes that it becomes the key program for preparing the highly qualified specialists. The article also reveals the problems and typical “deceptions” in the area of implementation of the Master’s Programs regarding their succession, objective functions and academic component. The research provides the results of survey performed among the Master’s Program applicants of the leading Russian socioeconomic universities, which allow forecasting their individual educational trajectories. The author formulates the suggestions on the need for parallel development and implementation of academic and practice-oriented (applied) Master’s Programs as a promising direction of the development of Master’s Degree Program in the system of continuing education of the Russian Federation.

Abstract:
This work presents the results of comparative studies on determination of the extent of economic culture among highs school students of the Indigenous small numbered peoples of the North residing in Krasnoyarsk Krai and Sakha Republic (Yakutia). The subject of this research is the theoretical grounds of the beginning of formation of economic culture among high school students, while the object is the educational process and sociocultural space of the high school students of the Indigenous small numbered peoples of the North from Krasnoyarsk Krai and Sakha Republic (Yakutia). The article substantiates the importance of the early formation of economic culture among the high schoolers. The used methodology alongside the analysis of individual portfolio of a student can be applied in structuring the further individual educational trajectory, as well as determining of the future profession. The author reveal the ethno-geographical differentiation of the high schoolers at the level of their social adaptation that demonstrates the presence of life goals, knowledge of their rights and responsibilities, and general knowledge necessary in the current social, economic, and cultural environment.

Abstract:
The subject of this research is the implementation of such form of organizing the educational process as blended learning. The author examines the peculiarities and analyzes the structure of educational course of programming training in form of blended learning, as well as turns attention to the self-directed learning. The article provides the curriculum of educational course “Python Programming Language”, implemented in form of blended learning and oriented towards the students of 7-11 grades. The author shares personal experience of teaching programming to the schoolers in the three most popular forms of organization of the educational process: classroom training, distance learning, and blended learning, as well as pursues correlation between them. The main conclusion of the conducted scientific research lies in the statement that the blended learning is the most efficient form of education for achieving the set educational goals. It is confirmed by the comparative results in carrying out the experiment in the three aforementioned forms of organization of the educational process. In the author’s opinion, the implementation of blended learning encourages the better digestion of studied material, as well as develops such meta-subject competences, as communication skills, self-tuition, self-organization, and information competency.

Abstract:
The object of this research is the system of higher education of the Union State. The subject of this research is the mechanisms of state regulation, as well as the socioeconomic relations that influence the harmonization of the education systems of two countries. Special attention is given to the ways of possible incorporation of the systems of higher education of Russia and Belarus within the framework of the Union State. As the relevance of the study, the author demonstrates that incorporation of the educational systems and technologies under the similar principles provides an additional incentive for the formation of a unified platform for further development of the integration structure. The work analyzes the key factors that complicate the integration between the states in the sphere of education – political, economic, informational, and traditionalistic, as well as reviews the ways creation the synergetic educational paradigm. The goal of the article consists in identification of the ways to overcome the structural and organizational problems in interaction between the education systems of the Russian Federation and the Republic of Belarus. The result of the study reveals that the implementation of such integration will lead to the emergence of foundation for the upbringing of youth, as well as the synergetic effect within the economic environment due to cooperation of the intellectual and financial resources, which must influence the overall socioeconomic development of Russia and Belarus. The scientific novelty consists in the methodological approach towards assessment of the quality of educational services of all interested parties and at all stages of education, which will allow increasing the interconnection and mutual influence for improving the practice-oriented professional trainings of the highly qualified specialists. It will also allow capitalizing the brand of the education organizations as a factor of the successful positioning of the higher schools in the competitive global market. The authors conduct a sequential analysis of all levels of education.

Abstract:
The fate of philosophy as a subject of general education in Russia has been historically inconsistent. Practicing philosophy helps to develop thinking abilities, understand culture of your native country and other countries, collect and unite knowledge about the world, as well as give a holistic idea about the surrounding reality. Such practices should and must be started from childhood, but be different from those with the adults. According to the words of A. F. Losev, such lessons must be oriented towards the development of the “culture of thinking”. The scientific novelty consists in positioning of the question on introduction of the three-level system of philosophical lessons, starting from school and ending with university. The author concludes that philosophy for children as a subject of comprehensive education can be installed into the system of modern Russian education, where it must precede to the “scholarly” level, aimed at study of the philosophy (its history, problematic, etc.) and level of philosophizing as wisdom (according to I. Kant’s classification). However, it would me more efficient to implement the suggested three-level system of philosophical education into the schools-lyceums, which are interested in development of the thinking abilities of their students to the maximal level.

Quality management of academic programs implementation as a factor of increasing demand for graduates

Abstract:
This article analyzes the problems of preparation of the students in “State and Municipal Management” academic discipline. In order to estimate the demand for graduates of this programme and find out what their professional self-fulfillment depends on, the authors have conducted anonymous opinion survey of prestigious economic universities undergraduates (bachelor and master degree course) and graduates specialized in this sphere. The questions were about correspondence of gained academic qualification and actual occupation, the importance of degree certificate, satisfaction with education quality, attitude to different aspects of studying etc. Having organized the data and compared it with previous surveys' results the authors come to conclusion that such interdependent factors as forethought of career choice, students' vision of academic planning, approach to teaching, practice-oriented type of education are essential to professional success and application of knowledge and skills.Informants' answers helped to count out the percentage of graduates whose occupation is connected with public administration, understand the reasons of choosing relevant master course, assess the significance of acquired competence and qualification for job placement at governmental organizations. The main scientific result of the research is working out a system of recommendations aimed at increasing demand for graduates specialized in the sphere of civil service, and, consequently, improving the efficiency of investment in management training. The presented measures can be used for the further modernization of the process of educational planning and taken into notice while developing academic programs.

Abstract:
Under the influence of geopolitical, economic, and technological changes, the world faces the reorientation of goals and functions of education – changes in types and length of education, requirement for graduates and colleges; appearance of the new educational structures and corresponding social institutions. The subject of this research is the modern trends in the area of global higher education. Thus, education represents not only the goal, but also means of achieving sustainable development by the virtue of: training the highly intellectual and goal-oriented personnel for the sustainable development of the society; promotion of the principles of sustainable development; formation of the socially responsible attitude among population and businesses; conducting scientific research in the field of sustainable development; and creation of constantly acting information platforms which accumulate the statistical data and the analytical information within the area of sustainable development. Based on the authors’ scientific internship in Slovakia and the acquired material, the main trends of development of higher education across the globe are being determined: orientation of education towards achieving sustainable development and social responsibility, practical orientation of education, interdisciplinarity of education, formation of the system of continuous education, shifting towards online education, and political orientation of education. The universities have to provide their graduates with the level of training that meets the demands of the job market. Therefore, the core of education should include the scientific, humanitarian, and technical base, in other words, a wide spectrum of humanitarian, mathematical, technical, and other disciplines. The universities should also be responsible for formation of the political views of their students, which increases the level resilience of the society towards the information warfare.

Abstract:
The concept of knowledge society represents an influential paradigm of the modern social development. In the conditions, when the knowledge becomes the key socioeconomic asset of the society, a special significance gains a specific type of socialization that endows a growing individual with productive attitude towards knowledge and cognition. Socialization of the scientific-research type develops as a total public process, which transforms the behavior of people of all ages and professions. The role of cultural-executive foundation of knowledge society is played by education, which trains individuals capable of scientific search, i.e. research learning. The goal of the article is to present the peculiarities of the scientific-research type of socialization, as well as to examine its stages and analyze its initial forms within the research education. The introductory section of this work is dedicated to the review of the role of education within the concept of knowledge society, created during the 1940’s-1960’s, which comprises the cultural-historical context for further narration. Giving characteristic to the socialization of knowledge society, the author demonstrates its binary complexity, in which intertwine the instrumental and liberal traditions. As the fundamental factors of a new type of socialization, the author presents a cognitive-thematic structure of the knowledge society, as well as spiritual ability that determine the creativity. Epistemic imprinting and the base system of the initial cognitive practices are being reviewed as the primary forms of socialization.

Abstract:
This article is dedicated to the review of the problem of state sponsorship of the higher education in Ukraine. The author examines the factors affecting the instability and development of crisis phenomena during the course of personnel training. A special attention is given to the aspect of financing the higher education. The author analyzes the financial resources of the higher education facilities and formulates the conclusion that the government remains the main financier. The author also conducts the analysis of the dynamics and changes in spending of the Unified Budget of Ukraine on education in 2011-2014. It is noted that the absolute indexes (the GDP) is much lower than those in the developed countries. And therefore, there are a lot fewer funding allocated for education in Ukraine than in developed countries. The author suggests to make changes in the existing form of financing the education facilities and to create programs for attracting the funds from private sector.

Abstract:
The object of the research is the educational system of Switzerland, the research subject involves its structure, advantages and shortcomings. Within the conducted research the author in detail opens essence of each level of an education system, considers features of this system, the prerequisite of formation of characteristic features, the existing educational institutions, models of teaching and system of training, and also the taken positions in a world rating of quality of the higher education in 2010-2014. The special attention is paid to types of educational institutions, their characteristic. Results of the comparative analysis of systems of the higher education in Russia and Switzerland for the purpose of detection of distinctions and similarities are presented. Such general scientific methods as the description, comparison, the analysis and deduction were applied to carrying out research. As a methodological basis system approach to research acts. The main conclusion following the results of the conducted research is that the educational system of Switzerland has no uniform standards and curricula. In each canton exist not only various models of teaching, but also systems of training differing from each other, both a set of the studied disciplines, and way of carrying out examinations. All this predetermines possibility of full disclosure of potential at various groups of pupils, and also assumes various level of quality of education at the teenagers living in different cantons.The novelty of research is that some aspects of the education system of Switzerland have been considered in a new key, in particular comparison of systems of the higher education in Switzerland and the Russian Federation led to new understanding of its structure.

The Corporate Model of the University as a Social Innovation

Abstract:
The era of global changes of the modern Russian society affect nearly all aspects of social life including such important areas as education - both general secondary and secondary vocational and higher professional education. The article is dedicated to multidimensional reorganization of educational institutions of higher professional education. Today higher education institutions including universities cover a huge scale of human activity; quickly obtained and used new knowledge and computer technology solve the problem of disconnection between education and training. The main methodological approaches to the solution of this problem can be found if we create a corporate University model that will allow higher education institutions to repond to the needs of the economy and to the changing requirements of the labour markets requiring highly skilled human resources. The main findings of the study is the position of the radical change of the status of the University in terms of contemporary socio-economic requirements. According to the author, today's University must comply with a number of parameters and characteristics which were not relevant for another two or three decades ago. These paramenters include environmental and process safety, new forms and methods of teaching, formation of a new corporate culture management, improvement of the quality of education and effective practice-oriented training of future specialists, citizens and personalities.

Abstract:
Quality education of school children and teaching them good morals while they are at school are ones of the most nettlesome and constantly discussed issues in teaching literature and pedagogical researches. However, neither teachers nor researches have developed an efficient mechanism thereto although the current situation with education leaves much to be desired. In the author's opinion, the only right thing to do in this sphere would be to eliminate the gaps in legal and administrative regulation of the responsibility of education actors (school student, his parents and teachers) and to provide a reasonable and logical evaluation of the responsibility of each actor in particular. In order to define quality defects of school education, the author has used such methods as observation, survey and comparison as well as logical analysis. The present article may help to define the true causes of low quality education and not treating school children as free-willed, responsible and diligent personalities. The article may also help to define what improvements in legislation and teaching are needed to be made in order to increase the quality of secondary school education.

Abstract:
In the modern world humans often experience a strong need to feel safe and secure. A man needs to feel secure about his tomorrow as well as to be safe both physically and psychologically. This is what makes psychology so important today. Psychological health is an important component of economic and social resources of a nation. Noteworthy that psychological health is also one of the guarantees of public peace, social unity, high performance and productivity of labour, good living standards and stability of a man and society. The present article describes the results of the research that was carried out at a general education school. The purpose of the research was to evaluate the degree of psychological safety of the educational environment. The author of the article makes a hypothesis that the difference in perception of the level of the educational environment safety depends on the role of each actor of the educational environment. Moreover, the author of the article also makes an assumption that the more active actors (teachers) think of the safety at their school higher than parents while students think of it even higher due to their young age. Statistical analysis of results of the opinion survey has shown evident differences in perception of the educational environment from the point of view of different groups of respondents. Primary school students have demonstrated less satisfaction with the main characteristics of school compared to senior school students. The other peculiarity of the educational environment is that both teachers and students evaluate psychological safety of schools higher than the parents. Generally speaking, based on the results of the research the author of the article recommends to create the atmosphere of a better trust between school administration, teachers and parents as well as to pay more attention to stimulating interest towards teaching among primary school students.

Abstract:
Until recently, education legislation of France included over 100 laws. Many of them were adopted back in XIX century. Just like in some other Western European countries, France had a long process of formation of education legislation. Till the end of the 1960's the process was mostly fragmentary. One of the typical features was the absence of stable generalizing legal acts applicable to the system of education in general and the main stages of education in particular.

Abstract:
The authors view education as an information process and therefore uses information criteria to evaluate future development of education. Education can be studied by using information approaches and methods because it is the process of accumulation, transfer, processing and other forms of movement of educational information. The authors of the article analyze semiotic features of educational information circulating in processes and systems of education, development and up-bringing. Special attention is paid to the need in futurization of education and formation of advanced education in addition to modernization of education. Today's survival of the mankind in many ways depend on education and transformation of modern but at the same time unprogressive education into education of sustainable development and other forms of evolutionary education capable of bringing the mankind out of the global anthropogenic crisis. The authors of the article also focus on the ontological approach that views education not only as a part of the human-and-society system but also as a general form of development when human gets involved not only in the global-natural but also universal-cosmic evolution.

Abstract:
The author of the article provides his commentary on the report 'The Future of Higher School in Russia: Experts' Opinion'. The authors of this report make an assumption that there is the second wave of Enlightenment coming soon. According to the authors, there will be a shift from 'pedagogy of knowledge' to 'pedagogy of research and planning' and pedagogy of activity. The author of the present article analyzes and disproves this thesis and presents a new one. For example, the author establishes that in case of Russian culture and society education should be based on general civilizational trends such as formation of a new leading type of sociality, different needs in education, competition with other institutions (mass media, Internet, corporate research and engineering study centers, businss in the sphere of education and culture, social networks and information communities and etc.) and formation of the 'heart' of new pedagogy (pedagogical relations of a new type). The author also outlines a new concept of child development and offers to distinguish three types of 'life cultures' - childhood, adolescence and youth - and several stages of adult life, too. According to the author, education is not all about knowledge and disciplines. Modern education is about activity and cogitation. The author provides an example of a new content of education based on his own experience in teaching philosophy.

Abstract:
The article analyzes a topical issue of knowledge visualization in education. The author brings up the need for teaching students on presenting verbal information in graphical form, which increases the rate of thinking, forms the ability to deal with big amounts of educational information, conceptually structure and organize received knowledge. The author summarizes practical experience on this topic, describes psycho-educational learning conditions, briefly introduces the elective course “Visualization of knowledge”, designed for future teachers of this methodology.
