Abstract:
The subject of this research is the methods for encouraging international academic mobility. The object of this research is the international academic mobility. The author examines such topics as the forms of international academic mobility, statutory regulation and approaches for its promotion. Special attention is given to determination of current problems during the process of implementation of incoming and outgoing international academic mobility in the Vladivostok State University of Economics and Service, as well as formulation of particular recommendation on reinvigorating international academic mobility in this higher education establishment. The main conclusion of this study lies in substantiation of the need for the development of academic mobility as a priority direction of university’s international activity within the framework of integration, globalization and creation of the unified educational space, which requires harmonization of educational standards, curriculums, approaches to teaching techniques considering the specificities of other world countries. Vladivostok State University of Economics and Service constantly expands the field of cooperation with the foreign educational establishments and actively uses these contacts for implementation of the academic mobility policy. In order to evaluate the efficiency of such polity with regards to academic mobility, the author carried out questionnaire-based survey that revealed certain problems, such as certain ambiguity in assessment and credit transfers for foreign students, lack of information awareness of the Russian students, and lack of qualification of academic mobility. In the course of this research, the author developed the “Provision on Internal Mobility” and proposed amendments to the “Provision on Outgoing Mobility”.

Abstract:
The subject of this research is the practice of implementation of the norms and requirements of the federal legislation on education, regulations of the Russian and international religious organizations, state and confessional educational standards in the work of the systems of Evangelical theological education in Russia. Such systems, represented by the theological educational organizations and education department of other religious organizations, in their direct practice selectively implements the provision of various normative and legal acts, orienting towards their pragmatic tasks. Examination of the practice of implementation of the indicated set of norms and requirements is relevant particularly in the context of legislative reforms in Russia, as well as renewal of state policy in the field of education and science. The scientific novelty consists in the fact that this article is first to explore the normative and legal acts regulating theological education in Russia from the pragmatic perspective of their implementation by the Evangelical theological systems. Such analysis, which takes into account the system of interaction between man, society and the government, allows identifying the problematic aspects in legislation and state policy in the field of education and science that require amending in accordance with the obtained scientific results. The author gradually analyzes the law enforcement practice in the sphere of education, demonstrating the merits and demerits of both, the state and confessional acts.

Abstract:
This article examines the cultural space of a particular university as a semiotic system characterizes by the thematic diversity, uniqueness and simultaneously typological similarity with cultural space of the city. The author analyzes the role of a university in conceptual saturation of the local text and formation of the urban environment, which under the influence of scientific and educational activity of the teachers and students undergoes improvements and enrichment with new content, becoming suitable for a worthy life. The article determines the conceptual dominants of university environment, which are viewed as the elements of local text; characterizes the means of influence of the Bryansk State Engineering and Technology Academy upon the thematic diversity of urban environment. The key research method is the semiotic interpretation of cultural landscape of the Bryansk State Engineering and Technology Academy in the context of landscape of the city of Bryansk. The author comes to the following conclusions: cultural space of the Bryansk State Engineering and Technology Academy reflects typological features of the Bryansk text; university is a major source thanks to which the mythologem of the forest materializes in the Bryansk cultural landscape; both, Bryansk text and university space gradually depict the topic of the Great Patriotic War, which is viewed in the broad context of military glory of the locals. The effective means for creating the educating environment become the elements with a symbolic nature of cultural landscape of the university: historical building of the second campus, forestry, pocket park in front of the main campus with the monument and commemorative plaque dedicated to defenders of the Motherland – university graduates. From the perspective of semantic diversity, the most interesting site is the Botanical Garden.

Emotional security of educational environment and cognitive processes

Abstract:
Emotional security of educational environment must provide an effective solution to the fundamental objective of education – the translation of social experience to the new generation. This requires an optimal balance of emotional feelings experienced by the subjects of educational environment. Within the framework of the structural-level concept of emotional sphere, the author determines twelve basic emotions that correspond with the three levels of information digestion and four directions of emotional response (novelty, offence, acquisition, and lost). Each direction is associated with solution of a specific task: biological (primitive emotions), social (moderate) and existential (peak). The goal of this research lies in the theoretical analysis of correlation between emotional feelings and the course of cognitive processes (acceleration and deceleration). The object of the article is the structural-level model of emotional sphere, while the subject is the emotional security of educational environment as an optimization factor of the development of cognitive processes of the students. Based on the conducted analysis, the author determines the following patterns: emotions of novelty (fear, wonder, interest) influence the processes of sense, perception and attention; emotions of offence (wrath, rage, heroism) disinhibit motor response and accelerate cognitive processes (from visual active on the primitive level to divergent of the peak level); emotions of acquisition (pleasure, joy delight) affect the mnemonic processes – memorization, storage and reproduction of education material, as well as contribute to the development of cognitive structures of personality (capabilities); emotions of loss (resentment, sorrow, despair) alleviate the processes of oblivescence, focus on the truly important and realistic tasks.

Abstract:
The object of this research is the crisis processes in culture and society; while the subject is the attributes, causes and consequences of formalization in modern education through the prism of correlation of the form and content. A dangerous trend is the substitution of conceptual aspect of education with the formal. The authors pursue parallel with the similar processes in the economy. Emphasis is made on the fact that education is not the translation of information. Its meaning consists in formation of a person’s worldview, and the key role in this process belongs not to the computer technologies, but the persona of the teacher. The authors claim on the systemic character of the identified issues and suggest their solution based on the complex and systemic approach. The scientific novelty consists in the thought that in the time of dominance of the technologies and economy, the traditional system of education cannot be fundamentally rejected as untenable. It contains such essential elements as, for example, the institution of mentorship, which forms the creative and spiritually whole person. The conclusion is made on the tendency of modern education towards its formalization: the external form replaces its content and essence. The authors also underline devaluation of education as a result of the all-round crisis of humanity; as well as suggest the method to counteract the emerging dehumanization, consisting in restoration of live communication between the student and the teacher, since virtual communication can never replace it.
