On the assessment of the national poverty threshold

Abstract:
This article explores the peculiarities of the phenomenon of poverty in the post-Soviet Russia as one of the key social indicators of the achieved level of well-being and sustainable development of the country. The subject of this research is the socioeconomic relations that condition the persistence of large-scale absolute and relative poverty, and excessive social inequality in the country. The goal consists in outlining boundaries of the existing methodology of definition of poverty; as well as in substantiating that the use of modern methods leads to lowering the subsistence line and minimum wage. The author forms the databases necessary for displaying the absolute and relative poverty threshold in Russia and other foreign countries for the period 2000 – 2019. The article also employs Data Mining. The information framework is comprised of the official statistics of Rosstat and Eurostat, usa.gov International Monetary Fund, World Bank, legal reference system ConsultantPlus; annual reports of the Credit Suisse Institute, World Inequality Lab; infographics of the information analytical portal Knoema. In the course of an analytical retrospective assessment of dynamics of the key indicators of poverty threshold in the Russian Federation, the author establishes a significant discrepancy between the official and actual threshold, which distorts the relevant picture of poverty, impedes the development of the effective strategy for overcoming poverty, which imparts chronic character to this phenomenon. Relying on the relevant foreign experience of poverty reduction strategy, as well as scientific and practical works of the Russian experts in this field, the author justifies the measures for eradication of poverty in the Russian Federation. Recommendations are given for amending the state policy on promoting reduction of poverty in modern Russia, taking into account the need to overcome excessive social inequality.

Geoinformation analysis of the spatial location of settlements in Yakutia that are subject to flooding

Abstract:
The subject of the study is the structure and content of the GIS developed by the author "Settlements subject to flooding and flooding on the territory of the Republic of Sakha (Yakutia)". The object of the study is 128 flooded settlements included in the List of established flood zones on the territory of the Republic of Sakha (Yakutia), their analytical processing and cartographic interpretation. The sources for the creation of GIS were published sources, statistical data, data of departmental organizations, passports of socio-economic development of municipalities and archival documents. The author conducted various types of geoinformation analysis (analysis of the geography of settlements by river basins, the dynamics of the number of floods of settlements (since 1929-2017), the density of flooded settlements) in ArcGIS. It was revealed that most of the flooded and flooded settlements are located in the middle reaches of the Lena River and along its major tributaries – the Aldan, Amga, Olekma; in the northeastern part of Yakutia, flooded settlements are located mainly in the upper reaches of the Yana, Indigirka, Alazeya rivers, as well as in the lower and middle reaches of the river.Kolyma and their tributaries. It was found that in some localities the number of floods from 1930 to 2017 ranged from 30 to 40. It is shown that the highest density of settlements subject to flooding and flooding is observed in Central Yakutia in the places of the greatest concentration of the population of the republic. The developed GIS of settlements exposed to flooding can be used to make recommendations to ensure the protection of settlements from flooding and flooding.

Abstract:
The current situation of the Russian financial system is far from being stable, and is constantly exposed to risks, many of which pose a threat to its security. Overcoming these circumstances is impossible without reforming the mechanism of budget monitoring and treasury support in the country as the innovative instruments, the implementation which in the Russia Federation is at the nascent stage. The goal of this article consists in the analysis of the concept of “budget monitoring”, and determination of its elements in the current conditions. The subject of this research is the financial relations emerging in the course of establishment of budget monitoring in Russia. For achieving the set goal, the author employs the general scientific methods of dialectical, comparative-systemic, and structural-layered analysis. The information framework is comprised of the normative legal financial documents of the Russian Federation and periodical publications of the national economists. The author reveals the ambiguity of approaches towards discerning the content of budget monitoring in the Russian science and practice. The author carries out the original systematization of the elements of budget monitoring (target component, subject-object composition, stages, methods, etc.). The article determines the role of treasury support, as well as outlines the key vectors of its modernization with consideration of the recent legislative innovations along with the gaps and difficulties occurring in practice. The acquired results are valuable for the financial authorities, as well as for researchers, pedagogues, master’s students, and postgraduates majoring in the budgeting process.

Abstract:
This article is dedicates to the relevant topic of using manipulative technique – the so-called political spectacle, which is implemented via the method of substituted governance/participation. The authors give a new perspective on the concept developed by the U.S. sociologists; introduce the category of dichotomy “governance/participation”; expose the essence of the revival of conservative sociocultural values. Comparative analysis is conducted on the political processes that take place in the United States and the Russian Federation. The article determines their common and specific features, which reveal the factors of accelerated modernization in the United States and factors that impede such processes in the Russian Federation. In conclusion, the author makes recommendations aimed at overcoming Russia's stagnation in this regard. The acquired materials are valuable for the experts in the field of international relations, political scientists, cultural anthropologists, sociologists, as well as anyone interested in improvement of Russia–United States relations. Multiple Russian and foreign research are dedicated to the revival of the traditional forms of governance in modern Russia, as well as in the entire post-Soviet space, which distorts the fundamental elements of democracy. However, this is the first research on examination of the traditional form of governance and its application to modern realities in the context of political spectacle, introduced into sociology by the American scientist Murray Edelman. An attempt was made to apply M. Edelman’s methodology in the conditions of Russian reality; carry out a comparative analysis of the political processes, functionality of the institutions, political culture of the Russian and American societies; and offer the ways of overcoming difficulties and issues related to transition of the modern Russian society to a higher level of modernization development.

Challenges and prospects the global IT-industry in the situation of COVID-19 pandemic

Abstract:
The goal of this research analyze consists in the analysis of major challenges faced by the global IT-industry due to the COVID-19 pandemic, as well as additional prospects for strategic development that emerged in this sphere. The subject of this article global IT-industry and its development in the course of 2020. Based on examination of expert opinions and data of sociological surveys conducted by foreign specialists, the author determines the issues faced by IT-industry during the COVID-19 pandemic. Special attention is given to the prospects for the development of IT-industry that opened as a resut of the coronavirus pandemic. The conclusion is made that the pandemic had severely disrupted the supply chains and manufacturing of high-tech products, as well as reduced or canceled multiple international events intended sharing experience between the IT specialists. The additional opportunities that opened for the market IT-solutions in the course of the pandemic include the increased demand for implementation of 5G technologies, virtual reality, and “smart city”. These technologies feature a prospect for the strategic development, which boosts investments in this field of IT-industry in the conditions of extended lockdown in many countries, as well as post-crisis period.
