Abstract:
Relevance of the selected topic of this scientific article is justified by the necessity of ensuring the proper legal protection of such object as the state border of the Russian Federation. Majority of researchers pay attention to the questions of illegal crossing of the state border and other cases of its violation. At the same time, the questions of realization of the allowed by law activity within the zone of the state border usually remain undiscussed, despite the fact that in certain situations they are also associated with the administrative offenses. The author analyzes the peculiarities of administrative legal qualification of the offences stipulated by the Articles 18.1 and 18.2 Code of the Russian Federation on Administrative Offenses, as well as concludes that such norms are distinguished by the object of legal support, circle of security incidents, and extent administrative liability. The general signs of the indicated compositions of administrative violations are also underlined. The work examines the problem of regulation of various types of activity within the zone of state border. Based on the analysis of the notions “state border regime” and “border zone regime”, the article identifies the flaws of legal regulation in the Basic Law on State Border Protection. As a result, the author suggests amending the Law on State Border Protection alongside the Code of the Russian Federation on Administrative Offenses for elimination of the determined flaws.

Abstract:
This article is dedicated to identification and examination of doctrinal grounds and historical prerequisites of the" Social Credit System (trustworthiness)” – a project introduced in the People’s Republic of China in the early 2000s, and currently being “exported” from People’s Republic of China to other countries. In the course of this research, the author analyzed the specific Chinese sources and prerequisites for the creation of modern social rating and control system, as well as non-national sources mostly attributed to the history of Western European political legal thought and Western social institutions. Viewing "Social Credit System" as a technique for exercising social control and oversight, the authors discover its origins in J. Bentham’s project" Panopticon ", Taylor’s philosophy of management, Confucian and legalistic traditions of Imperial China, ideas and institutions of the era of Chinese cultural revolution, as well as U.S. credit scoring systems. This article is the first within Russian science to study the historical and doctrinal prerequisites of China’s "Social Credit System”, taking into account the works of foreign scholars dedicated to the history of its establishment. A new perspective is given on the Confucian ideas the ideas of Fajia (Legalism) School, which are interpreted as complementary sources of the modern system of social control developed in PRC. The authors believe that China’s “Social Credit System” and the related techniques of control represent a so-called “bridge” that connects “Western” history of the development of social institutions with typically “Eastern” political and sociocultural tradition. In conclusion, attention is turned to the positive aspects, as well as “shadow” side of implementation of the mechanism of “Social Credit System”, “reverse” of this process and all accompanying problems thereof.

Abstract:
The goal of this research lies in assessment of the institutional factors of implementing the model of “green” economy in the context of introduction of best available technologies as the object of eco-investing, development of recommendations aimed at improving the effectiveness of such mechanisms from the perspectiveof ensuring “green” priorities. The article employs the general scientific methods (scientific abstraction, unity of historical and logical, analysis, synthesis) and special methods (integrative that implies simultaneous study of institutional, social and economic factors). The object of this research is the institutional factors of eco-investing and implementation of the best available technologies. The subject is the effectiveness of the institutional mechanism of "eco-investing in the context of implementation of the priorities of the model of “green” economy. The article relies on the conceptual documents of international organizations in the area of sustainable development and “green” economy, scientific works of the leading national and foreign scholars, statistical data and reports of the government structures, as well as corresponding normative legal acts. The scientific novelty and results are as follows: the author clarifies the correlation between the concepts of “sustainable development”, “green economy”, “green growth”, and “eco-investing”; outlines the institutional roles of the actors of "eco-investing; determines the problematic areas, such as priority vectors of eco-investing; examines the normative legal mechanism of development of the “green” economy model in the Russian Federation. The conclusion is made that the key “rules of the game” are established on the macroeconomic level. The article also reveals the “failures” in the course of implementation of the national project “Ecology” and the federal project “Introduction of the Best Available Technologies”. Recommendations are formulated for the elimination of such gaps and realization of the priorities of “green” economy in the investment sphere.

Abstract:
The subject of this research is the points of view of the modern Russian politicians regarding the impact of Russia’s entrance into the WTO (World Trade Organization) upon the agroindustrial complex. The article provides assessments of the modern Russian politicians and entrepreneurs pertaining to the consequences of entrance of the Russian Federation into WTO for the Agroindustrial Complex, which have already took place or expected. The majority of feedbacks coincide in one important aspects: the consequences could turn out not as disastrous if not the long decline period in the infrastructure of rural areas throughout the period of 1990’s. A big portion of decline in population among the rural residents who have moved to the cities on the background of demographic downturn, schools closure, lack of financial support for rural medicine, uncontrolled import of agricultural products containing GMO, protection of Russian lands and mineral resource – these are namely the questions currently discusses by any authors on the topic of Russian rural life. The article introduces the numbers of downfall in Russia’s agricultural production during the 1990’s, as well as suggestions of analytics regarding the normalization of situation with the agricultural production. The author leans on the comparative analysis of mass media materials, retrospectively provides the expert opinions of politicians and public figures, and civil society representatives. The main conclusion consists in the thesis that the attitude towards the carried out economic reforms from the perspective of their impact upon the Agroindustrial Complex among the experts is quite ambiguous. Being unsatisfied with the state of agriculture, they give opposite recipes for its recovery. The author notices that the critical part of public speeches of the politicians is similar in many ways. The state of the Russian Agroindustrial Complex is affected by Russia’s entrance into WTO. However, this step of the Russian government overlaps with multiple preceding and future political events. The very questions about Russia’s entrance into WTO is strongly politicalized, which indicates the relevance of this topic for the various groups of civil society.

Abstract:
This work presents the author’s position regarding the priority directions of anti-drug activity, which must be reflected in the updated version of the Strategy of the Russian Federation National Anti-Drug Policy:
Increase the efficiency of the national anti-drug system should consists in consolidation of efforts of all agencies of state authority and administration towards the fight against the transnational organized crime in the area of illegal trafficking;
Organization of the rehabilitation system and resocialization of drug consumers, as the basis for reducing the demand for drugs (federal level and regional segments, projection of the system for all drug consumers, demarcation of the medical and social aspects, further development of the institute of inducement, etc.).
The object of this research is the social relations emerging in the sphere of realization of the criminal-legal norms that regulate the peculiarities of anti-drug policy in the Russian Federation. The goal of the work lies in formation of propositions on improvement of the state anti-drug policy based on the corresponding theoretical analysis. The main conclusion of the conducted research consists in the author’s position on the prioritized directions of antii-drug activity, which must find their reflection on the Strategy of the Russian Federation National Anti-Drug policy. Relevant changes to this Strategy are proposed. The article applies the previously existed and current criminal legislation of the Russian Federation, corresponding norms of the foreign criminal law, results of the doctrinal research of the Russian and foreign juridical scholars, law enforcement practice of the Russian judicial agencies, official statistical data.

Abstract:
The object of this research is the international standards AML/CFT (Anti-Money Laundering/Combating the Financing of Terrorism) for the sphere of virtual assets (cryptocurrencies) developed by FATF (Financial Action Task Force), and possibilities of their effective implementation into the national legislation. The author examines new revision of the Recommendation 15 and Glossary (of October 2018), explanatory note to new revision of the Recommendation 15, and implementation guidance of the risk-oriented approach towards virtual assets and service providers in the sphere of virtual assets (of June 2019); considers provisions of the Federal Law of July 31, 2020 No.259-FZ “On Digital Financial Assets, Digital Currency, and Amendments to Certain Legislative Acts of the Russian Federation” becoming effective in January 2021. Based on the analysis of most recent international and Russian acts on the questions of legal regulation of cryptocurrencies turnover, the need is underlined for introducing amendments to the Russian legislation with regards to exercising financial monitoring of transactions with cryptocurrencies in Russia. The author indicates certain fundamental aspects related to collection and validation of personally identifying information on the holders of cryptocurrency and tracing of their transactions.

Abstract:
The subject of this research is the food safety as the basis of food security in Russia and worldwide. The article examines the legal framework of food security in the Russian Federation, systematizes the safety concerns of food products and their negative effect on people’s life and health. The authors provide the analysis of foreseeable trends in the area of ensuing food safety due to the ongoing climate changes and increasing environmental pollution. The article characterizes the current situation in Russia with regards to food safety control. The scientific novelty consists in the approaches towards determining major sources of food hazard and negative trends on expanding the amount of chemical contaminants. The authors came to the following conclusions: the need for mandatory state control over food safety; the development of long-term state strategy of ensuring food safety; active international cooperation of the national systems of safety monitoring; information awareness on the possible food pollution for all market participants; formulation of the unified international approaches towards solution of the question of ensuring food safety.

Abstract:
The goal of this work is to examine the history of ensuring international economic security. This goal can be achieved through the following tasks: 1) determine and explore the stages of ensuring international economic security within historical-logical aspect; 2) characterize and signify the key events of these stages; 3) assess the effectiveness of the mechanism of international legal provision of economic security within the highlighted historical periods. History of ensuring international economic security allows understanding it as the state of global economy, which drives the significant and sustainable growth of economic indexes and demonstrates efficient satisfaction of the economic interests of all nations. In this article, the provision of international economic security was examined within the historical-logical aspect, determining three stages of this process: 1) period between two world wars, when for the first time humanity set forth a task to ensure economic security as the paramount existential factor; 2) during the 1940’s – 1980’s the struggle between the global system of Socialism and Capitalist world also took place as a competition for economic efficiency of the two socioeconomic formations; 3) the third period, arriving after the collapse of the Soviet Union and global system of Socialism, is characterized as creation of unipolar world that is dominated by the United States, which initiated the globalization processes. This led to collision of civilizations, threatening to morph into a large-scale civilizational conflict. At the current stage of civilizational collision, it is difficult to reach a consensus in majority of the key issues pertaining to international economic security.

Abstract:
The subject of this research is the situation associated with the organization of control and monitoring over food safety in Russia. The authors consider the questions of inclusion of the particular food safety indicators into the legal and regulatory framework of the Russian Federation; analyze the data of independent inspection; characterize the need and importance of interacting processes between the federal executive authorities and the consumer rights protection agency. Information is presented on the possible damage caused by sales of products that pose danger to life, heath, or possessions of a consumer. The scientific novelty consists in the suggestions on expanding the food safety indicators, as well as comparison of the data on the determined nonconformities of food products with the safety indicators established by the Federal Service for Supervision of Consumer Rights Protection and Human Well-Being (Rospotrebnadzor), as well as the data from independent inspections presented by the Consumer Rights Protection Agency (Roskontrol). The results testify to the need for constant government control and monitoring of the food safety sold on the Russian consumer market. Rospotrebnadzor should carefully treat the data of independent inspections carried out by the consumer protection agencies, and conduct random inspections on their results in cases of evident deviations from the food safety indicators, which would contribute to growth of consumer confidence towards the authorities and services of Rospotrebnadzor, as well as reduce the volume of unsafe food products sold in Russia, and reduce the instances of illnesses caused by food.

Abstract:
This article explores the peculiarities of the digitalization of business process management within the framework of diversification of production in the military-industrial complex (MIC) companies of the Russian Federation and foreign countries (United States, Germany, France, Great Britain and China). The authors note that with proper organization of business management MIC can provide stable economic growth and national security in general. Speaking of the concept of transition towards diversification, the authors highlight the causes why it is not yet formed, including unreadiness of some industries to manufacture products of dual designation and the need for import substitution. Based on the analysis of foreign experience in diversification and digitalization of the military-industrial complex, the authors come to the conclusion that the new MIC structure requires improvements, and determine strategies, realization of which will allow achieving this goal. This will require conversion of excess and technologically outdated production capacities, as well as determining and developing critical defense technologies among other tasks.

Abstract:
The subject of the study is the organizational and economic state of the Russian research complex. The main goal of the work is to describe the current state of the scientific and research base in Russia. In the course of the work, methods of logical and statistical analysis, synthesis, data extrapolation and forecasting were used. The methodological basis of the study was the work of domestic and awakened scientists, legislative and regulatory acts of state authorities. The article analyzes the costs of research and development in the Russian Federation, including comparative characteristics in relation to the country's GDP. To identify the research potential, the general structure of organizations performing scientific research and development by sector of activity in the Russian Federation was presented. Analysis of the sources of financing has made it possible to determine the prevailing influence of the public sector, while in the advanced economies, industrial enterprises are the "locomotive" of development. The application of research results is possible at the level of the formation of a scientific and practical basis for determining critical points in the development of the research complex of Russia. In the course of the work, methods of logical and statistical analysis, synthesis, data extrapolation and forecasting were used. The methodological basis of the study was the work of domestic and awakened scientists, legislative and regulatory acts of state authorities. The novelty of the study is to justify the need for the formation of an updated management system for Russia's research complex, taking into account the identified point indicators that characterize its current state. At the end of the study, it was concluded that the state of Russia's research complex does not allow the economy to move to an innovative type of development in a timely manner without additional measures aimed at attracting private investors to the research sector.

Abstract:
Relevance of the selected topic is defined by implementation of autonomous robotic systems of various designation. The object of this research is the algorithmic problems emerging in monitoring the security of algorithms. The author determines the existing contradiction between the need for automation of robotics and the complexity of software implementation of this requirement. The research is carried out on the example of implementation of robotics in transport and military spheres. Realization of the trends of automation in these spheres generates certain legal and technological problems associated with algorithmic support of the autonomous systems. The indicated problems manifest in unrecoverable application errors, divided by the experts into the errors of first and second grade. The primary cause for the occurrence of such errors in robotics consists in misuse of autonomous robotic systems software. If for conventional technical systems the consequences of such errors and responsibility thereof are predictable, the problem of implementation of the autonomous robots needs to be addressed. Using the general scientific methods of analysis and synthesis, the author examines the key aspects of the current state and prospects of algorithmization of usage of autonomous systems. Abstract:
The subject of this research is the trends and issues of mobilization of workforce into smaller towns of Far East in the context of strategic territorial development. The object of this research is the formation of labor resources in smaller cities of the region. The study is conducted on the example of the town of Bolshoy Kamen in Primorsky Krai, which currently experiences difficulties with workforce recruitment for ensuring the needs of the developing shipbuilding industry. This topic is of great relevance for the Far Eastern region, as the mobilization and retention of workforce in smaller towns of the remote territories of Russia carries a strategically important meaning for further development and population of the region, as well as ensuring national security to the Pacific Rim. The goal of the article lies in actualization of the strategies and problems related to mobilization of workforce into the town of Bolshoy Kamen in Primorsky Krai. Methodological foundation contains the current regulations of the regional economy, theories of sustainable economic growth, strategic guidelines of the development of shipbuilding industry over the period until 2035, as well as vectors of Russia’s National Security Strategy. The authors indicated the major issues in formation of labor resources in smaller cities of the Russian Federation; determines the place of the town of Bolshoy Kamen and other smaller cities within the system of allocation of labor resources in the Far Eastern region; demonstrates the factors of mobilization of workforce into the town of Bolshoy Kamen; substantiates the vectors of activity on mobilization and retention of workforce in the town. Resumption of the work of the largest in Far Eastern region shipbuilding complex “Zvezda” is the driving force for mobilization and retention of workforce in the town of Bolshoy Kamen.

Abstract:
Based on the analysis of provisions of economic science, this article characterizes the state of national economy from the perspective of protectability from negative activities of various origin. In most works the emphasis is placed on its diametrically opposite states – secure and dangerous; but there are also borderline states of conditionally secure and pseudo-secure, which do not receive due attention in the scientific publications. In this regard, the goal is to eliminate the terminological gap that exists in economic science, substantiated by the absence of approaches towards demarcation of these states, by decomposing the definition of “economic pseudo-security”. The result of the conducted research consists in explication of the term “economic pseudo-security” based on specification of attributive features as pseudo-dynamism, pseudo-sustainability, and pseudo-protectability. The inner content of each of the aforementioned criteria is described through their distinctive features. These acquired results are aimed at broadening of theoretical provisions of economic science and systematization of knowledge on the economic security. Usage of separate parameters of pseudo-security would allow the subject of protection, i. e. the state, promptly responding to alternation of the course of socioeconomic processes on macro- and micro-levels in order to prevent the development of borderline states of national economy and their possible later transition into the dangerous.

Abstract:
This article continues the research on formation of approaches towards solution of pressing issues of the functionality of the countries within integration processes. The research is devoted to the global threats in the global economy, protection of the environment, and realization of state environmental policy of the BRICS member states on the examples of Brazil and India. The goal of this work is to determine the environmental risks specific to these countries, characterize legislative acts regulating the use of natural resources, and determine efficient directions and measures of environmental policy. The scientific novelty of this research consists in the fact that consideration and generalization of state-specific experience in the sphere of environmental protection will allow devising a single universal mechanism for ensuring environmental safety within BRICS. It is proved that presence of environmental risks is associated with the intensive production and irrational use of natural resources. Application of new enrichment technologies, transition towards renewable energy sources, preservation of biodiversity and reduction of impact of urbanization are prioritized in the states’ activity. Quality standards, environmental monitoring, zoning limitations for commercial activity, and creation of the system of information influence are highlighted as the most efficient instruments of environmental policy.

Abstract:
The subject of this research is the most promising technological solutions with application of artificial intelligence and global trends of their implementation by the armed forces of technologically advanced countries. The author determines the key vectors in application of artificial intelligence technologies by a number of countries, including the Russian Federation. The problem of research consist in the lack of balance in the approach towards application of technological solutions based on artificial intelligence, d on the one hand substantiated by the increased risk of application of artificial intelligence systems for ensuring security and defense of the countries, while on the other – impossibility of rejecting them due to current international trends. The scientific novelty consists in the attempt of comprehensive analysis of the current global situation with regards to outlining the prospects and risks of application of artificial intelligence technologies in the armed forces and in the sphere of ensuring national security of modern countries. The following conclusions were made: artificial intelligence technologies are the most promising direction for re-equipment of armed forces of the leading military powers of modern world; explorations are conducted in multiple directions, varying from unmanned vehicles to deadly autonomous weapon. The experts note the evident positive prospects of application of artificial intelligence in the sphere of ensuring national security, as well as potential negative consequences of its implementation.

This article provides the review of major threats to information security in post-Soviet states, analyses of the basic measures of legislative and organizational character to combat them, as well as examines the cooperation of post-Soviet states in the area of ensuring information security within the framework of such organizations as Shanghai Cooperation Organization and Collective Security Treaty Organization. The authors note the existence of the mechanism of multilateral and bilateral character on preventing cybercrime, distribution of religious-extremist materials through social and telecommunication networks, along with limiting the use of Internet for the purpose of intervening the domestic affairs of the states. At the same time, it is necessary to find balance between the measure on preventing the state hazardous information propaganda and the freedom of civic self-expression.

Abstract:
This article is devoted to the analysis of problems and prospects of development of legislation on public control in the Republic of Belarus. The object of the study is public relations related to the organization and functioning of the institute of public control in the Republic of Belarus, and the subject of the study is normative legal acts on the legal regulation of this institution of civil society in the country, as well as scientific legal doctrine in the field of organization and functioning of the institute of public control. The paper substantiates the importance of the institution of public control in the country as the most important legal guarantee for the implementation and protection of the constitutional principles of democracy and participation of citizens of the Republic of Belarus in the management of state affairs. It seems that the organization and functioning of this institution of civil society in this country are associated with numerous problems, the most important of which are, in particular: the imperfection of legislation on public control; the absence of mandatory subjects of public control who would organize and conduct public control activities on a regular basis; the lack of real powers of public control to influence to the objects of public control in order to bring their activities, acts and decisions in accordance with the Constitution of the Republic of Belarus, as well as the current legislation. The authors use a number of methods of scientific research, in particular: analysis; synthesis; formal-logical; comparative-legal; historical-legal; statistical; sociological; method of analysis of specific legal situations. The article formalizes and substantiates a system of measures and proposals to resolve the above-mentioned problems in order to optimize the processes of organization and activity of this institution of civil society, both through amendments and additions to the Constitution of the Republic of Belarus and the current legislation, and through the development and adoption of new laws on: organization and functioning of the system of public control in the Republic of Belarus; creation of the Public Chamber of the Republic of Belarus, regional public chambers, district and city public chambers (councils).

Abstract:
The subject of this research is the criminological literature and legislation of the Russian Federation on counteracting corruption, bylaws, and departmental normative legal acts that contain regulations on corruption prevention. The article examines the approaches to determination of the role and place of corruption prevention within the national criminological doctrine and legislation, as well as studies the correlation of the concepts of “prevention”, “fight” and “counteraction” of corruption. Special attention is given to the general characteristic of the object, classification of subjects, and corruption prevention measures. The conducted research allowed revealing the features of corruption prevention and determining its place within the system of conceptual coordinates of counteracting corruption. Study of the approaches to understanding of prevention, as well as the peculiarities of this type of preventative activities in counteracting corruption, allowed enunciating the concept of corruption prevention. The author provides characteristics to the object, subjects and basic measures aimed at prevention of corruption crimes, as well as suggests their classification.

Abstract:
The expansion of information and communication technologies (ICT) became yet another stage of progressive development of the humanity, however, each state that pursues the implementation of ICT into all spheres of social life experiences an entire range of issues on the protection of information, infrastructure objects and citizens from the information-psychological impact. The goal of this work lies in examination of such challenges and threat to information security of Russian that are primarily generating within the domestic information environment. Having analyzed such aspects as the information-psychological impact, cybercime and cyberterrorism, as well as normative legal acts that regulate the information sphere, the author underlines that the mechanism of counteracting many of the threats is yet to be fully developed; at the same time, the ensuring of information security requires cooperation of the political and technological institutions, as well as civil society.

Abstract:
The object of this research is the “hybrid” methods of confrontation, while the subjects is the structure of “hybrid” confrontation and its transformation over time. The author examines the key components of “hybrid” actions, as well as using the analysis of historical experience, concludes that such approaches have deep historical roots. The examples of such actions, as demonstrated by the historical analysis, can be found in wars of the XVI-XVII centuries. It is noteworthy that the leaders, in their practical implication, were the counties of Anglo-Saxon Alliance. Systemic approach alongside the methods of decomposition and comparative analysis allowed considering the questions of organization of the “hybrid” (in other terminology of “nontraditional” or “diffuse”) warfare. Based on the analysis of experience acquired in waging war and armed conflicts, the conclusion is made that the threat of “hybrid” actions is extremely relevant, both currently and in the foreseeable future. The author underlines the need or ensuring Russia’s readiness to defuse such treats, as well as describes the possible approaches towards implementation of countermeasures.

The subject of this research is the modern system of social governance, which has been transformed in the conditions of digital environment. Particular attention is given to the definition of electronic-digital civilization and its criteria. The concept of “electronic-digital civilization”, with emphasis on the transitional state of society, was introduced into the scientific discourse by the Academician of the Russian Academy of Sciences G. V. Osipov. The goal of this article is to determine the criteria of this concept. Description is given the innovative methods and techniques of social governance, namely those that depend on digitalization of the economy. The events of 2020-2021, related to the COVID-19 pandemic, demonstrated the increase of digitalization of human life and nonlinearity of social development. The shift of industrial era towards modern electronic-digital era entails qualitative transformations in the lifestyle of the entire humanity, which certainly requires the implementation of innovative methods in social governance. The author outlines the basic criteria of electronic-digital stage in the development of humanity. The analysis of scientific literature indicates a wide range of scientific research in the sphere of humanities are dedicated to examination of the effects of digitalization in the economy. However, the emerging social issues in the conditions of digital environment require expert evaluation of sociologists, psychologists, political scientists, and legal experts. The article determines the modern forms and methods of social governance, which are currently implemented by the industrially developed countries. The fundamental factor of transformation of the style of governance became the process of all-round “digitalization of the economy”. The statistical data on the “effects of digitalization” is provided. The author explores such modern trends in governance, such as “E–government”, transitioning to “Digital government”, “Soft–power” technologies, “Agile methodology”, transition to 5G, etc.

Abstract:
Currently, crisis processes are observed in the world and national economies, which have a negative impact on the level of their socio-economic development. In the context of the development of crisis processes in the world economy, research aimed at solving the fundamental problem of determining their causes is relevant. The purpose of this work is to identify theoretical approaches to explaining the nature of the current crisis processes in the world economy. The object of the study is the dynamics of the development of the world economy. The subject of the study is the paradigms of crisis processes in the world economy. The methodological basis of this study is the fundamentals of system, statistical, comparative analysis and synthesis methods. As a result of the review, it was determined that two paradigms of explaining crisis processes have developed in the economic literature. The reason for the divergence of views of macroeconomists of the two paradigms is shown. An attempt is made to consider the current crisis as a result of the influence of structural and market factors. The importance of solving the problem of finding the nature of the generation of crisis processes is demonstrated by the example of the difference in the ways of their resolution depending on the cause of occurrence. It was revealed that signs of economic decline were observed in the leading national economies in the "pre-pandemic" period, and the negative economic consequences of the spread of coronavirus infection only intensified the negative dynamics of the development of national economies.

Abstract:
The subject of this research is to determine similarities and differences in the fight against “Cyber Jihad” in policy of the European Union and the Russian Federation. The object of this research is the prevention of cyberterrorism as a threat to national and international security, associated with the dynamic development of information technologies worldwide, absence of censorship and the wide availability of materials published on the Internet. The author describes the legal framework for countering cyberterrorism in the European Union and the Russian Federation. Special attention is given to the difference in approaches in the European and Russian legislation towards fight against undesirable materials in the global network, difficulties related to countering "Cyber-Jihad", identification of people from risk groups who may be involved in terrorist activities as a result of hostile propaganda. The scientific novelty of this work consists in the empirical proof that the difference in approaches to countering cyberterrorism in the European Union and the Russian Federation significantly reduces the results of fight against the global "Cyber Jihad". The author reveals the key legal, technical and ideological difficulties in the fight against "Cyber-Jihad", underlines the need for coordination of the efforts of Europe and Russia in this area, as well as indicates the importance of prevention and ideological counter-propaganda among youth and at-risk population groups.

Abstract:
This research reveals the key factors in social discord in the process of social development of the Russian Federation and its regions that do not meet current trends of socialization of the economy. The scale of their spread and the depth of the indexes that characterize them allows classifying them as the key sources of formation of conflict potential and threats to national security to modern Russia. The subject of this research is the general trends in social development of the Russian Federation and its regions. The aim of this work is to determine the key factors causing social tensions and the zones of social conflicts in Russia. The methodological strategies of measuring include the principle of dynamic criterion, and are based on the evaluation of indexes of social differentiation of population, as well as research through determining the structure and level of poverty, consumption, and consumer spending. The criteria for evaluation are the indexes of level and quality of life. The author determines the dynamic or shift in the main zone of formation of conflict potential in modern Russia from ethnic and religious, towards the zone of socioeconomic and social employment.

Abstract:
The goal of this article consists in the analysis of investment relations between CIS countries at the current stage, and as well as in development of proposals aimed at attraction of direct foreign investment into economy of the union in the conditions of regional integration. The article examines the peculiarities of investment process in CIS. The author outlines the common factors that delimit the expansion of economic integration within the union. The research is based on the scientific articles, databases of international organizations, analytical materials of CIS partner countries. Methodology includes such approaches as scientific abstraction, logical generalization, economic-statistical and factor analysis, clustering method, and circumstantiation. The essence of direct investment is revealed. The author suggests the original classification of foreign direct investment from the perspective of their role in the modern global economy. The role of direct investment in the development of CIS partner countries is described. The conclusion is made on the key development trends of investment relations in CIS countries. The article substantiates the need to develop agencies for attracting foreign direct investment, establish shared centers in the area of public-private partnership, as well as create joint sovereign funds and enterprises in high-tech sectors of the national economy. It is proposed to form a single specialized center for coordinating monetary policy of CIS member-states.

Abstract:
The subject of this research is the digital footprint and its place in the traditional classification trace evidence in forensic science that is divided into material and ideal. The advent of computer technology led to the need for detailed examination of the trace pattern formed as a result of human activity in computer space, and thus to supplement trace evidence analysis with the new type of trace evidence. A number of forensic experts advances the original concepts on determination of place and role of these traces in trace evidence analysis. The author analyzes different points of view expressed by forensic experts on the matter, as well as presents an original substantiated opinion. The main conclusion of this research consists in the need for rapid adaptation of the approaches of forensic science to the current conditions of information society. The established within forensic science traditional approaches lose their relevance in the current context of the development of computer technology. Commission of unlawful actions in the computer space, particularly with application information and telecommunications technology on the Internet, contributes to the emergence of a specific trace evidence pattern that cannot be attributed to either material or ideal traces. Therefore, it is necessary to supplement the existing classification with a separate section – the digital footprint, which has substantially different characteristics than material or ideal trace evidence.

Abstract:
The article is devoted to the issues of the safety of children – one of the most vulnerable categories of the population and at the same time the most important priority of the state policy of Russia. The subject of the study are threats and the system of ensuring the safety of children. The methodological basis of the research was made up of an interdisciplinary approach, logical, comparative, concrete sociological (content analysis, questionnaire) and special legal (formal legal, technical legal, interpretation) methods of cognition. The information base of the study was the Constitution of the Russian Federation and other legal and technical acts regulating issues of child safety and national security, scientific publications and information and analytical materials. The empirical base of the study was made up of the materials of the questionnaire of persons living in Yekaterinburg with children (N=127, 2022). Special attention is paid to the study of the relationship between the safety of children and the national security of the state. The scientific novelty of the work consists in: the author's approach to understanding the safety of children, its structure and content; identified by the results of the survey conducted by the author of the problems of ensuring and threats to the safety of children at home, on the street and in educational institutions; formulated proposals for their solution and minimization. It is concluded that the safety of children in the system of ensuring the national security of the Russian Federation should be isolated as a separate strategic national priority and stand in the first place.

Abstract:
The article is devoted to the theoretical and methodological foundations of ensuring the information security of the state. Information wars in the global information space have become an urgent threat to the security and sovereignty of Russia. The article is devoted to the analysis of the theoretical foundations and methodology of studying the mechanism of ensuring information security, disclosure of essential features, the structure of the outlined category. Revealing the essential aspects of information security, the level of its provision in Russia is investigated. The purpose of the work is to assess the effectiveness of state program-targeted planning in the field of information security, to identify problem areas in this area. The article provides an overview of regulatory documents regulating information security issues. A special contribution to the author's research is that the specificity of the system of special methods in the topic under study is manifested in the complementarity of regulation determined by key vectors. At the same time, the key methodological function of information law is the formation of a set of tools purposefully designed to regulate relations in the information sphere in accordance with the objective laws of the dynamic development of the global information society and the existing state policy of digitalization. At the same time, the set of legal methods of regulating public relations in connection with countering threats and challenges to the security of the individual, society and the state in the information environment, based on the methods, are transformed based on the specifics of the subject area.

Abstract:
The authors examine the economic sanctions introduced nu the U.S., EU and their allies against the Russian Federation, as well as the legal mechanism of retaliatory measures taken by Russia on the nationwide scale. The changes in the international legal regulation derailed the vector of global development, which was bringing real freedom of economic activity. Establishment of the sanction regime by the aforementioned parties signifies a struggle for own influence, weakening of the positive trade and economic ties, as well as an attempt to institute a regime of protectionism within the international trade turnover exclusively for their own benefit. Based on the analysis of the normative-legal documents, an assessment is made on the legal legitimacy of the introduced discriminatory measures of the allies from the perspective of the norms of international law. This article presents the analysis of the positions of federal laws and other legislative bills of the Russian Federation, establishing gradual constraining countermeasures for foreign subjects in various spheres of activity. The authors substantiate the fact that introduction of retaliatory economic sanctions by the Russian Federation with regards to the United States, European Union, and their allies is directly related to the implementation of the principle of reciprocity, currently existing within private international law. It is noted that all these actions on protection from illegitimate sanctions are realized by Russia practically without participation of UN, WTO and other reputable international organizations in regulation of the “sanctions” issue. The extraterritorial measures introduced by the United States and the European Union justifies the movement of Russian into a new stage of evolution of legal regulation of the foreign economic activity, and in foreign trade – establishment of new markets in Asia, Africa and Latin America.

Abstract:
This article is dedicated to the analysis of the concept of balance within the foreign and Russian international political science – one of the most well-known and at the same time controversial concepts. The authors examine the aforementioned concept in the context of the theory of international relations (first and foremost, in terms of realistic paradigm), categories of system approach regarding international relations (dynamic equilibrium in the complex system), as well as historical retrospective (on the example of the “European concert” and bipolar world of the cold war times). Special role is given to the notion of power within the framework of international relations, diverse quantitative methods of its assessment, theoretical game model of the balance of powers and establishment of international coalitions, as well as the notion of asymmetric conflicts. The scientific novelty consists in combination of the classical and contemporary theoretical concepts of the balance of powers with operationalization of this concept within the framework of the applied quantitative analysis in the international political science.

Abstract:
The object of the study is the reasons for the existence of confiscation of property in criminal legislation. The socio-legal conditionality of the named institute is designed to reveal the functional purpose of the criminal instrument, its social role and place in the system of combating crime. Special attention is paid to the method of analysis, with the help of which the necessary data are investigated to confirm the hypothesis of the social necessity of the existence of the institution of confiscation of property. The institution of criminal law confiscation of property is an effective tool of the state's anti-criminal policy, the content and purpose of which have been dynamically transformed throughout the history of Russian society. The basis of the research is a synthesis of domestic as well as foreign legislative and doctrinal provisions using the formal legal method. The main conclusions of the study are that the socio-legal conditionality of the criminal law institution of confiscation of property is expressed in compensation for the negative consequences of the crime committed by asymmetric compensation for damage to legally protected public relations. Confiscation of property acts as a means of criminal law repression, designed to impose on the convicted person the obligation to suffer the negative consequences of the crime committed by him. Through the institution of confiscation, the criminal legislator focuses on law-abiding behavior related to economic and financial activities. The novelty of the study is represented by a system of key factors (reasons) justifying the need for the existence of the institution of confiscation of property in domestic criminal legislation.

Abstract:
The goal of this work is to research the mechanisms, forms and principles of implementation of youth policy in the Russian Federation. The subject of this research is implementation of youth policy in the Russian Federation. As key components, the author meticulously examines the problems of normative support of state youth policy in Russia and practical aspects of implementation of its priority vectors. Research is conducted on the example of specific subject – the Primorsk region, which currently has a special role in the socioeconomic, innovation and investment development of the country. Main conclusions consists in the following: current conditions of absence of unified concept aggregate for youth policy exerts negative impact of the choice of organizational and financial mechanisms in implementation of youth policy, which is the reason for formulation of original understanding of the definition of “youth policy”. In conclusion, the author emphasizes the reasonableness of development and modernization of infrastructural objects of youth policy, and importance of educated prioritization of the key vectors of implementation of the state youth policy in the Russian Federation. The results of this research can present scientific and practical value, be used in the work of the branches of government in researching the problem of implementation of state youth policy and development of specific campaigns for improvement of mechanisms of its realization.

Abstract:
This article analyzes the modern concepts of data sovereignty, as well as the corresponding issues of their practical application. Based on the example of China as the country with the largest in the world number of Internet users and developed economy, description and critical assessment is given to the existing approaches towards data sovereignty, taking into account the international law experience. The conclusions acquired in the course of theoretical analysis are proven on the case of the company “DiDi Taxi”, the share allotment of which on the New York Stock Exchange has been terminated due to posing risks to the information sovereignty of the People's Republic of China. It is established that the modern concepts of “data sovereignty” are based on application of the methodology of previously existing branches of legal science on the storage, processing and transmission of data; therefore, the explanations developed on their basis cannot be acknowledged as universal and fully meeting the specificity of the object of regulation. Based on the case of “DiDi Taxi”, the author formulates the objective criteria that may underlie the restriction of the right of the company to freely use the following data: number of users, scope of data, and possibility of their preliminary verification). Special attention is given to the problems associated with the attempts of the United States to revise the principle of determination of the state jurisdiction of data, which has established in the international practice, based on the principle of data localization. It is noted that the establishment of such regulation is unacceptable and may lead to political and economic conflicts in the future. The obtained results give an adequate perspective on the current concept of data sovereignty and the related issues, thereby drawing the interest of law enforcement agencies and scholars dealing with the national security issues.

Abstract:
The article deals with the financial and banking cooperation between Russia and the SCO member states, which is characterized by the availability of a low level and the simultaneous expansion potential, particularly under the contemporary unprecedented sanctions pressure. The author dwells upon the activities of the SCO, including the Interbank Association, comes to the conclusion that practically most of the goals and objectives of financial and economic cooperation within the SCO are mainly declarative without practical implementation. The study is based on such general scientific cognitive methods as induction and deduction, analysis and synthesis, comparison and graphical interpretation of statistical information and time series. The novelty of the article lies in developing the proposals and priority cooperation areas within the SCO and the SCO Interbank Association, as well as the SWOT analysis of the SCO Development Bank, aimed at improving the efficiency of financial and banking cooperation between Russia and the SCO member countries. The author proposes the basic strategy of the SCO Development Bank for strengthening the bank's position as a multilateral development bank, as well as promoting the economic cooperation among the SCO member states. One should take into account the obtained results in creating Russia's bilateral and multilateral cooperation within the SCO.

Abstract:
This article explores the peculiarities of the phenomenon of poverty in the post-Soviet Russia as one of the key social indicators of the achieved level of well-being and sustainable development of the country. The subject of this research is the socioeconomic relations that condition the persistence of large-scale absolute and relative poverty, and excessive social inequality in the country. The goal consists in outlining boundaries of the existing methodology of definition of poverty; as well as in substantiating that the use of modern methods leads to lowering the subsistence line and minimum wage. The author forms the databases necessary for displaying the absolute and relative poverty threshold in Russia and other foreign countries for the period 2000 – 2019. The article also employs Data Mining. The information framework is comprised of the official statistics of Rosstat and Eurostat, usa.gov International Monetary Fund, World Bank, legal reference system ConsultantPlus; annual reports of the Credit Suisse Institute, World Inequality Lab; infographics of the information analytical portal Knoema. In the course of an analytical retrospective assessment of dynamics of the key indicators of poverty threshold in the Russian Federation, the author establishes a significant discrepancy between the official and actual threshold, which distorts the relevant picture of poverty, impedes the development of the effective strategy for overcoming poverty, which imparts chronic character to this phenomenon. Relying on the relevant foreign experience of poverty reduction strategy, as well as scientific and practical works of the Russian experts in this field, the author justifies the measures for eradication of poverty in the Russian Federation. Recommendations are given for amending the state policy on promoting reduction of poverty in modern Russia, taking into account the need to overcome excessive social inequality.

Abstract:
The subject of this research is the intellectual assets viewed in the context of the problems of economic development of the region and ensuring national security of the Russian Federation. The object of this research is estimate of the efficiency of measures taken by the government to support young researchers and their contribution to the development of high-tech economic sectors. The goal of this article lies in examination of the processes of formation and implementation of measures aimed at supporting young scientists within the framework of regional, intramural, and corporate programs oriented towards the new level of economic development. The article employs systemic approach, content analysis, and hypothetical-deductive method for assessing the state and dynamics of research activity in the Republic of Tatarstan as a whole, and individual scientific institutions. Analysis is conducted on the normative legal framework that lays the groundwork for scientific and technological development of the Russian Federation and regional policy documents. An overview is given on the successful foreign practices for the support of young researchers. This study complements the author's previous works on evaluation of intellectual assets of the territories in the regional aspect, and involves into the theoretical elaboration the directly related legislative initiatives on ensuring national security, which were adopted in July 2021. The author substantiates the strategically important role of human potential of the Russian Federation as the key driver of further economic growth; examines the state support measures on ensuring its effective capitalization within the country; underlines the leading role of the state research and development policy oriented towards increasing the competitiveness of the Russian economy and its resilience to external and internal threats. Special attention is given to the current level of scientific, technological and innovative development of the Republic of Tatarstan. The acquired results are valuable from the perspective of actualization of the problems of achieving leadership in research and development sector, which pose a threat to the strategically important priorities of national security.

Abstract:
The subject of this research is the situation centers of the Russian Federation. The object of this research is the use of situation centers for improving the quality and effectiveness of managerial decision-making. The article employs the methods of economic analysis, forecasting, modeling, and systemic approach. The author examines the questions of creation and functionality of situation centers in the Russian Federation. It is noted that the Russian Federation has accumulated vast experience in establishment and activity of the situation centers. The research demonstrates that the situation centers allow increasing the competence, efficiency, and reliability of managerial decision-making, as well as ensure construction of a single dynamic vertical structure of decision-making. The novelty of this work lies in outlining the issues in the activity of situational centers at the current stage, the ways for their solution, and recommendation for the development of sitututations centers. The author also describes the feasibility of using situation centers in the conditions of pandemic for countering COVID-19. The conclusion is made that the system of situation centers is one of the crucial mechanisms for improving the effectiveness of public administration in achieving sustainable socioeconomic development and strengthening national security of the Russian Federation. The use of situation centers allows increasing the competence, efficiency, and reliability of managerial decision-making in vital spheres, healthcare in the time of pandemic. The research conducted in recent years prove the need for the transformation of traditional situation centers into the situation development centers.

Abstract:
The goal of this work consists in assessing the economic security of bordering regions of Siberia and Far East of Russia, as well as determining the factors and limitations of socioeconomic development. The subject of this research is the examination of occupational safety, food safety, innovation security, financial security, and social security that are the key components of economic security of a border region. The authors establish the criteria and threshold values (indicators) of economic security; conduct a comparative analysis of the indicators of economic security of the Siberian Federal District and Far Eastern Federal District for 2010 and 2016. Methodology is based on the systemic approach towards assessment and development of the multilevel system of economic security criteria, considering the specificity of a border region in the conditions of expansion of integration processes. Through the prism of diagnostic assessment of economic security, the authors determine the factors and limitations of border regions, as well as substantiate the main directions in socioeconomic development of the region. The scientific novelty lies in formulation of methodical framework for assessing the economic security of a border region. The authors describe the factors and limitations of socioeconomic development of the region in the context of ensuring economic security; substantiate the key directions in regions’ socioeconomic development for increasing economic security in the eastern regions of Russia; and offer to consider border factor in the system of government regulation of regional development.

The implementation of open API into the work of financial organizations allowed optimizing the processes of obtaining and exchanging the internal and external data. Increasing the value of services rendered is possible due to a number of technological solutions, including open API technology. The relevance of covering the topic of open banking based on implementation of the technology of open programming interfaces is substantiated by the growing impact of using API in the process of rendering services by financial institutions. The object of research in this paper is It is an open API and its development in the Russian and foreign markets. The subject of this research is the methods of regulation, development and integration open programming interfaces in the financial markets. For comprehensive analysis of the articulated problem, the author reviews the classification of the open API, key trends in the development and application of open banking, foreign and domestic experience in its regulation and implementation. The scientific novelty of this article lies in systematization and generalization of data on the use of open interfaces in the era of digital economy on the level of financial (banking) institutions, as well as in description of the current trends in development and implementation of open API. The conclusion is drawn that banks are being actively introduced to open banking society, therefore increasing the transparency and availability of the practice-oriented data; as well as provide more information on the particular examples of implementation of open interfaces and full potential of their use.

Abstract:
This article presents a brief critical analysis of the current state of activity aimed at formation of the Russian World. The need for application of project approach towards its organization and promotion is substantiated. The object of this research is the Russian World as a global project, while the subject is the system of relations between the participants of the project “Russian World”. Considering the problems of development of the “Russian World” as a global project, the authors attempt answering the objective questions: which purpose does this project pursue; what are the crucial requirements to its formulation? Thus, the article invites the entire concerned audience of readers to take part in the open discussion, the goal of which lies in the search for answers to the questions at hand. Methodological and information foundation of this research consist in analysis of study of the Pew Research Center in the context of assessing the efficiency and productivity of work of the Russian World Fund, Rossotrudnichestvo, and information TV network Russia Today, aimed at realization of the state policy of international humanitarian cooperation and establishment of the objective and favorable perception about the modern Russia abroad. The conclusion is made that Russian World is not the purpose within itself, but rather designed by the state communication environment that contributes unto implementation of the foreign policy strategy. At the same time, the gaining justified popularity within the system of public administration project approach, is capable of ensuring the formation of effective structure and functional parameters of the Russian World global project, attaching an instrumental value to it.

Abstract:
The subject of this research is the concept of national security as a continuing maintenance of the historical strategy for development of the nation, which is a self-reproducing autopoietic system. Such systems are characterized by self-reproduction of their own elements. Special attention is turned to the national culture (a set of knowledge, ideologies, and values) that is an ideological part of the integral socioeconomic system. The author substantiates the holistic nature of nation, in which ideological part must intrinsically correspond to materialistic part, ensuring its functionality in its ecological niche. The article examines the dilemma between the requirement to preserve culture as a part of national security policy, and the requirement of its continuous development for maintaining competitiveness of the nation in the context of development of the global. Research methodology is based on the concept of ideomaterial polysystems – the systems, part of which is ideological, and part materialistic. The holistic character of these systems is emphasized. The main conclusion lies in the thesis on the role of ideological part of national state (culture) in its maintenance and development; as well as about ideomaterial essence of nation, polysystematicity of the national state, need to create a subsystem for managing cultural development, possibility of pilot testing of the ideological innovations at the regional level.

Abstract:
The subject of this research is the provisions of the Russian and international legislation on combating maritime piracy at different times, as well as statistical data on the number of pirate attacks over the period from 2013 to 2018. The object of this research is the social relations emerging in the context of regulation of the use of naval military forces for counteracting maritime piracy. The authors analyze the evolution of legislation on combating piracy, address the questions of terminology, as well as examine the effectiveness of using naval military forces for this purpose. Special attention is turned to the difficulties of legal regulation, international cooperation, and practical implementation of the aforementioned measures. The research results reveal the problems faced by the states in using naval military forced, namely the solution of legal issues with regards to military presence in the territory of another state and joint patrol of high-risk piracy zones of the sea. The analysis was conducted on the key provisions of the conventions, treaties and other acts, including resolutions of the United Nations Security Council. The considered in the article normative acts allow use of naval military forces in the high-risk zones of the sea, as well as involvement of forces from other countries. The research results underline the effectiveness of the use of naval military forces for combating piracy, as well as the prospect for future cooperation in this field.

Abstract:
The current COVID-19 crisis signaled the need to change the paradigms of the development of the world economy from financial to industrial. This is most clearly realized at present in the USA, a world leader country that has been actively engaged in solving its enterprises in the real sector of the economy for several years. Against this background, Russia already has some lag, having almost not yet begun the revival of its once powerful industry. In addition, even the few industrial projects that are being implemented are mainly aimed at the development of extractive industries and the production of primary processing products. This state of affairs needs correction, which should be based on a wide range of scientific, organizational and technological measures, affecting not only the Russian Federation, but also integrating a large number of allied and neighboring countries. In order to overcome the existing problems, therefore, it is possible to make some recommendations that would be advisable to implement:
- to implement a system of full-scale study of the dialectics of financial and industrial paradigm shifts;
- to develop clear concepts of financial and industrial socio-economic development;
- to develop a unified state program for the reindustrialization of the country, taking into account its implementation on the domestic raw materials base;
- to form a strategy for integrating the economies of the CIS countries to increase their competitiveness;
- to form an effective system for stimulating real production based on tax optimization and the development of public investment;
- to create a logistics system for the supply of domestic products or products of the alliance formed on the basis of the Shanghai Cooperation Organization;
- to define the concept of ownership of the production capacities of the real sector of the economy by the Russian state and business;
- create a system for the development and use of Russia's innovative potential, including in its regions;
- create a system for regulating inflationary processes in the interests of the real sector of the economy.

The subject of this article is theoretical provisions of the new scientific field – digital sociology, developed by the leading foreign and Russian experts in the area of sociology, anthropology, public administration, as well as political, social and information technologies (K. Michael, R. Clark, M. Fourcade, K. Healy, L. Manovich, L. Sloan, J. Morgan). Along with theoretical positions, the author examines the results of empirical research in the area of digital sociology, acquired by the representatives of government structures, corporations, medical institutions, and secret services (K. Garattini, E. M. Chereshnev, G. Greenwald, and C. Sunstein). Leaning on the texts that are unfamiliar to Russian audience, the authors explore the theoretical positions of digital sociology, determine its object field, methodological capabilities, identify risks and boundaries, as well as outline the prospects for future development. The article analyzes the current trends in the area of cyborgization and chipping of humans, and assesses the risks of utilization of digital tools to controlling citizens in real and virtual environments. It is demonstrated that the interface and software of modern technologies pattern and determine reality. The authors reveal the methods used by a number of secret services in foreign countries that control and manipulate discussions in the social networks. The approaches of the theoreticians of sociology – J. Bentham, M. Foucault, and B. Latour are being adapted to the context of research. The authors also assess methodological traps related to big data analysis, and propose the ways for increasing validity of the results of research, obtained using the methods of digital sociology.

Abstract:
The goal of this article consists in understanding of the role of banking and parabanking institutions in ensuring shadow capital flow. The object of this research is the financial flows that serve shadow economy. The subject of this research is the capital outflow through banking and parabanking systems, shady transactions of commercial banks, and structure of money turnover. Methodological framework is comprised of systemic and integrated approaches. The article also employs the general scientific methods (scientific abstraction, unity of historical and logical, analysis and synthesis, induction and deduction, methods of comparison and analogy), as well as special methods of cognition (monetary methods). Information database contains the official data of the Central Bank of the Russian Federation and Federal State Statistics Service. The following conclusions were formulated:
1) Policy of combating money laundering conducted by the Bank of Russia yields tangible results (significant reduction in the volume of shady operations; commercial banks fearing suspension or revocation of license are not interested in servicing such operations);
2) This leads to active development of more flexible, cost-effective, and uncontrolled by the Bank of Russia shadow banking (this is testified by the the growing role of the parabanking system in servicing of capital outflows), as well as of alternative financial instruments intended to conceal the affiliated entities and beneficiaries are gaining popularity (a number of cryptocurrencies);
3) Current situation (novel coronavirus pandemic, oil shocks) contributed to increase of the share of capital in circulation, which indicates the spread of shadow relations in the country.
Therefore, the author underlines the need to ensure transparency of operations of parabanking institutions and their control by the state.

Abstract:
The subject of the research is assessing the risks of performing government contracts. The object of the study is the process of analysis and evaluation of the implementation of government contracts. The study is aimed at developing a methodology that determines the importance and significance of signs that influence the risk of non-fulfillment of government contracts. Research methods were used: data analysis to detect connections and dependencies between various characteristics and the risk of non-fulfillment of government contracts; statistical analysis to obtain an assessment of the impact of each characteristic on the risk of non-fulfillment of contracts and ranking them in order of importance; machine learning to predict the risk of non-fulfillment of government contracts; expert assessments to take into account contextual factors and features, their impact on the importance of features. The main conclusions of the study are the presented methods for assessing the importance of features when analyzing the implementation of government contracts, by using data from various sources, including the register of public procurement of the unified information system (UIS), the register of unscrupulous suppliers (RNP) of the EIS and the SPARK information system. The authors managed to achieve high prediction accuracy (more than 97%) and analyze the most important and significant features. The scientific novelty lies in the fact that the results obtained make it possible to identify and analyze factors from three information systems that influence the risks of non-fulfillment of government contracts. Thus, this study is valuable and important in its field, which contributes to the development of more effective risk management methods and increased efficiency in the implementation of government contracts. The results obtained allow us to identify the factors that have the greatest impact on the risks of non-fulfillment of contracts, which makes the study valuable and important in this area.

The subject of this research is examination of the link between terrorism and organized crime. Particular attention is dedicated to studying the link between illegal drug trafficking, organized crime and terrorist criminal activities, worsened by use of arms and explosives, illegal drug trade, violence, human trafficking, illegal trade of artefacts, natural resources, including gold and other precious metals and gemstones, minerals, wild nature resources, charcoal, oil and petroleum products; kidnapping for ransom, and other crimes related to extortion and bank raid, which create a threat to the state’s constitutional order and violate the fundamental human rights. The research methodology contains the comparative-legal method and analysis of the materials of law enforcement practice of the Russian Federation (such as court verdicts and criminal law cases and materials). The scientific novelty is defined by the fact that the author is first to summarize the law enforcement experience of the Russian Federation confirming the link between terrorism and various manifestations of organized crime (organized criminal groups, criminal profiteering, arms trafficking, and others). The conclusion is made on the need to develop system response measures to symbiosis of the aforementioned socially dangerous phenomena.

Abstract:
This article is devoted to investigation of the practice of the United States in its foreign policy tools such as the political impact the operation of information-psychological war. The object of this study is the operation of information-psychological war in U.S. foreign policy. Subject of this research is forms, methods and tools of the United States of conducting information-psychological war on the example of conflicts in Iraq and Afghanistan. In today's world, no conflict takes place without information and psychological support, which in some cases takes on the organizational form of special information operations. In modern international conflicts, information and psychological operations have become an independent tool for the implementation of foreign policy, as demonstrated by the conflicts in Iraq, Afghanistan, associated with direct invasion of the United States into these countries and their allies; as well as events in Libya and in Syria, which received (along with other conflicts in the region) the name "Arab Spring". Specialty of the information and psychological operations, as a tool for the implementation of U.S. foreign policy, is the distribution of powers and responsibilities among several government agencies: the Ministry of Defense, the State Department and the CIA. This approach allows exploring the potential enemy to the fullest extent, as well as maximally efficiently execute the information and psychological operations. However, the absence of a central authority responsible for carrying out information and psychological operations, leads to the fact that the United States has virtually no long-term strategy planning information and psychological operations that often negates the existing tactical successes in the conduct of information warfare, as happened in Iraq and Afghanistan. A large number of the involved agencies and absence of the central body, which is responsible for execution of the information operations, leads to the inefficient analysis of the received information, as well as critical mistakes in their planning and execution. This fact allows claiming that the American experience of waging the information wars is not universal.

Abstract:
This article presents the original approach towards assessment of human potential of the territory from the perspective of economic security. Despite a wide variety of scientific publications that touch upon the issues of assessing the quantity and quality of human resources, there is no comprehensive research on them as a structural element of the system of ensuring economic security of the country and its administrative-territorial units. At the same time, the development of human capital significantly impacts the level of economic security of public legal entities, and the indicators that characterize its state may serve as the “markers” that allow tracing the instance of occurrence of the borderline states that threaten territorial economy. In light of this, the author aims to develop the indicators that on the one hand describe the provision of territorial-economic complex with labor resources, and on the other hand the fulfillment of socioeconomic needs of the population. Combined, they determine the degree of protection of the territorial economy from threats that arise due to the changes in quantitative and qualitative parameters of human capital. In the course of this research, the author develops the system of coefficients that reflect the parameters of human potential of the territory, constant monitoring and comparison with the “threshold” values, which are objectively required for assessing the level of economic security of meso-formations. It is suggested to include relative, tempo-based indicators in the list. Their application is oriented towards determination of changes in the quantity and quality of human resources and the predisposition of the territorial-economic complex to strengthening (weakening) the destructive socioeconomic processes.

The subject of the analysis is the mechanisms of the functioning stabilization funds in developing countries, such as the Chong Mai Agreement, BRICS Contingent Reserve Arrangement, FLAR, EFSD, and the national insurance mechanisms in such countries as Russia and Saudi Arabia. The authors analyse the main formation stages and the purpose of creating these mechanisms, sources of funding and the main activities, as well as the structure of investment portfolios. The study is based on general scientific methods of cognition, such as analysis, synthesis, comparison, as well as the presentation of tabular and graphical interpretation of statistical information, and time series. The novelty of the article lies in a comprehensive analysis of both regional and national insurance mechanisms in developing countries. Stabilization mechanisms, taking into account the volume of their financial resources, perform significant functions both at the level of the national economy of the member countries and at the regional level, while also influencing the world economy. However, their organizational activities and investment strategy are not always effective, and in this regard, it is advisable to conduct further research in this field.

Abstract:
The results of sociological surveys conducted within the framework of the International Social Research Program are analyzed. The aim of the work is to identify the peculiarities of Russians' perception of environmental security challenges, in comparison with the perceptions of residents of other states. Environmental safety is considered as an integral part of national security. The important role of sociological surveys as a tool for providing feedback to the population is noted. The views of Russians about the importance of the problem of the state of the environment are considered. The method of collecting primary sociological information is a formalized face–to-face interview conducted at the respondents' place of residence. A multi-stage random sample represents the adult population of the country. It is stated that environmental issues are not among the most acute and urgent problems for the population. In Russia, problems related to economic and physical security come to the fore. At the same time, the reflection of the urgency of the problem in the public consciousness is dissonant with the data of objective environmental control. The existence of a strong connection between the level of economic development of the country and the importance of the environmental problem for the population is revealed. It is concluded that the differences in assessments are largely related to the transformations of value attitudes, the transition from survival values to self-expression values, egocentric and humanistic perception of threats. It is noted that in the mass consciousness of Russians, challenges and threats that directly affect the population, related to the current state of the environment, are being actualized. Among the most serious challenges to environmental safety, residents of the country most often mention air pollution, household waste disposal and water pollution. At the same time, the potential environmental threat fades into the background. Climate change is much less often considered by Russians as the main challenge to environmental security. It is stated that the differences in the perception of challenges are largely due to the relatively low level of ecological culture of the country's population.

Abstract:
The relevance of the study is due to the unprecedented increase in the flow of forced migrants in Russia, which creates an increased burden on the social and law enforcement systems of the state, requires the mobilization of significant resources to successfully solve the problems and optimize existing public administration schemes, the formation of a qualitatively new system of administrative and legal regulation of forced migration. The methodology of the work is determined by the specifics of the issues under consideration. The work used methods of analysis, synthesis, statistical method, deduction and induction, formal legal analysis. The main conclusions of the study are related to the identification of the insufficient level of functional and organizational readiness of the system of public administration of migration for the emergency mass arrival of forced migrants on the territory of Russia, which is expressed in the absence of ready-made administration schemes in the conditions of emergency mass arrival of forced migrants, situational administration based on by-law regulation, lack of effective mechanisms for social adaptation and integration of forced migrants.
These circumstances violate the integrity and consistency of public administration in this area and provoke desynchronization of public administration due to the lack of a coordinating body in the field of forced migration.
The novelty of the study lies in the consistent analysis of the processes of administration of forced migration in the regimes of normal administration and in the administration regime in conditions of emergency mass arrival of forced migrants to the territory of Russia. The features of situational subordinate legal regulation have been studied and systemic problems in current administrative and legal approaches in the field of forced migration have been identified.

Abstract:
The subject of this study is the peculiarities of formation of myths about security by the student youth, viewed as the subjects of political consciousness. Its goal consists in the establishment of conceptual structures of formation of the myths about security taking into account the established political views among the student youth. The work is conducted on the intersection of the problematic of political psychology and psychology of human security, as well as leaning on the methodology of psychological science, is focused on the examination of the previously irrelevant phenomenology of security as a substantial layer of the political consciousness of student safety. The study was performed using a complex of theoretical (analysis of the source base, systematization, typology, classification) and empirical (analysis of text, expert evaluation) methods. The methodological basis is the set of scientific approaches (humanistic, axiological) and principles (determinism, communication and awareness activities, security). The main conclusion implies the fact that the student youth have the structures of political consciousness, which manifest in the reflection of the phenomena of safety. Its results lie in the identification of the vectors of subjective reflection of security, strategies of formation of the myths about security, classification of values of security within the political consciousness of student youth. The scientific novelty of consists in examination of the myths about security in the structure of the students’ political consciousness using the methods of psychological science. The article contains the empirical material and generalizations, which allow adjusting the work with students with regards to safety issues and increase of their political activity.

Abstract:
The subject of this research is the legal norms and scientific sources that characterize the ideological grounds of ensuring traffic safety. The object of this research is the social relations that determine the framework for ensuring traffic safety. Examination of the normative legal acts and scientific literature, allows conducting a comprehensive analysis of ideological grounds of ensuring traffic safety. The author indicates certain scientific problems of legislative regulation of the sphere under review, and resumes that the presence of state ideology within the system of legal norms is inevitable. The conclusion is formulated that the ideological grounds of ensuring traffic safety are based on the system of views, ideas, and value orientations from the perspective of personal, social, and state levels. The author claims that the state uses law as the official ideology. The ideological grounds of ensuring traffic safety, associated with implementation of state policy in indicated field of research, represent legal forms of ensuring traffic safety, which contribute to the perception of law by personal and public legal awareness, which positively impacts legal mentality of the society, reducing the risk of traffic accidents and their negative consequences. The novelty of this work consists in the comprehensive analysis of theoretical legal and organizational aspects that characterize the ideological grounds of ensuring traffic safety, determine controversial issues in legislative regulation of the system of views, ideas, and value orientations for ensuring traffic safety from the perspective of personal, social, and state levels.

Abstract:
The subject of the study is the interaction of the ideal and material components of political, cultural and socio-economic processes influencing them in large socio-economic systems such as religions, sciences, ethnic groups, regions and states. The concept of social ideo-material polysystems (SMPS) is proposed. IMPS are holistic systems that include social, cultural and economic components that make up a complex society. A feature of such systems is that some of the elements of these systems are material, and some are ideal. A polysystem is a supersystem consisting of fuzzy irregularly interacting ideo-material systems (IMS). It is substantiated that IMPS, consisting of people, artifacts and biological organisms, form integrity due to the system of ideas that unites them. It is the systems of ideas that give meaning to social IMPS, uniting communities, determining their behavior and direction of development. Approaches to the quantitative study of ideal subsystems of IMSI are proposed.
Methods: use of systemic, holistic, evolutionary and informational approaches.
The highest type of IMSI are civilizations, the most complex known systems in the Universe. A feature of such systems is that some of the elements of these systems are material, and some are ideal. IMS, consisting of people, artifacts and, in some cases, animals and plants, form integrity due to the system of ideas that unites them. These ideal systems manage social IMS, unite communities, determine their behavior and direction of development. IMS are very diverse: they can be scientific communities in which science brings together scientists, scientific instruments, theory, texts, social institutions, buildings; these can be religions in which the scripture unites priests, parishioners, temples, sacred texts and attributes. The complex of ideas on which these systems are based is of a holistic character.
Conclusions: The proposed concept of ideo-material polysystems can be used to deepen the study of political systems.

Abstract:
The subject of the research is the method of expert assessments for ranking threats to the national security of the Russian Federation. The object of research is the process of ensuring the national security of the Russian Federation. The following expert methods are considered in the article: direct placement method; method of analysis of hierarchies; method of expert ranking of factors influencing the result. In this study, the existing approaches to the activities of expert groups based on the method of ranking factors are considered in more detail. Within the framework of this method, factors are ordered according to the degree of manifestation of their properties and influence on the ultimate goal (national security) in ascending or descending order. The method is used when it is impossible to quantify the factors that determine the course of processes in socio-economic systems. The scientific novelty of the use of expert approaches is substantiated by the authors by the lack of necessary statistical information on the quantitative characteristics of the relationship between threats to the national security of the Russian Federation and the factors that form them, as well as by the possibility of filling this gap by expert means. The article presents the results of a survey of 23 experts - specialists in the field of national and economic security on the ranking of threats identified in the National Security Strategy of the Russian Federation. The authors conclude that the use of the method of expert assessments for ranking threats on a point scale makes it possible to determine the most significant and urgent threats to national security based on the experience and knowledge of highly professional experts. The method is simple, understandable and convenient for decision makers, and gives them the opportunity to quickly take measures to minimize and neutralize threats to national security in order to further strengthen it. The technology of forming an expert group and conducting an online survey of experts can be widely used in Russian practice in solving problems to ensure the national security of the country.

Abstract:
The goal of this work consists in examination of the questions of food security and independence applicable to manufacturing of meat products in the Russian Federation, and suggest paying attention to the existing approaches towards the development of agricultural markets, which often destabilize situation in achieving economic efficiency of the work of the processing industries of national economy. It is underlined that for implementation of the Food Security Doctrine in decision-making systems, it is necessary to use multifactor method or multiple-criteria approach towards development assessment. Using the balance method along with logical, comparative and economic-statistical analysis, the author explores the dynamics of meat production and implementation of the Food Security Doctrine with regards to Russia’ s import substitution policy. The conclusion is made that ensuring food security and independence of meat production are possible only in terms of forecasting the internal and external threats to the country’s food security, with implementation of multifactor approach towards assessment of the economic resources and potential, finding compromise solutions for achieving the maximum effect from allocation of the resources.

Abstract:
The subject of this research is the “hybrid wars”, while the object is the “hybrid forces” as a means of conducting hybrid wars. The author establishes that that currently in assessment of “hybrid forces”, the latter imply military and irregular formations opposing on the battlefield. At the same time, the analysis of the content of “hybrid wars” demonstrates that the structure of “hybrid forces” should be understood in a broader sense, considering procurement and all-round support, including those carried out covertly. This approach provides a more accurate assessment of “hybrid wars” and its actors. The main conclusion of consists in the proposal to expand the structure of “hybrid forces”, alight in with the structure of modern” hybrid” conflicts. The novelty of this research lies in the fact that based on clarification of the actors and structure of “hybrid forces”, the author formulates recommendations on clarification of the mechanisms for assessing course of “hybrid” wars, analysis of the possible vectors for “hybrid” actions; as well as underlines the need for regulation of international legislation in the area of conducting armed conflicts and their actors. Abstract:
The objective need for environmental investment to overcome the reproduction of anti-sustainable environmental trends in the modern Russian economy and its post-pandemic recovery is substantiated. Environmental investments that meet the criteria of the global ESG agenda are positioned as responsible in their essence and transformative in their functional role. Original scientific judgments are presented on the impact of such investments on the dynamics and intensity of "green" innovations (new technologies, production processes, supply chains capable of solving issues of waste processing and industrial reproduction of raw materials from waste resources, as well as the use of alternative energy sources, etc.), which are able to generate long-term and sustainable growth of aggregate factor productivity (TFP) and ensure the radical transformations of the economic system associated with the formation of a "green" circular economy. Regressive models (growth curves) have been constructed for the current domestic economy, taking into account the volume of environmental investment, confirming the hypothesis of the "weakness" of this process in the Russian Federation, including due to the lack of significant changes in the state environmental policy. The minimum necessary economic tools of the state policy in the field of stimulating environmental investment in Russia have been formed in order to post-pandemic recovery of its economy and ensure long-term sustainable growth of TFP. The conducted research makes a certain contribution to the development of the theory of endogenous economic growth by taking into account the impact of environmental investment, which is initially focused on the effective use of natural capital, on the maximum involvement of waste resources in economic turnover, the replacement of traditional production technologies with environmentally friendly or low-carbon, the improvement of ecosystems, the production potential of the economy, the quality of the environment and social changes.

Abstract:
The COVID-19 pandemic demonstrated the critical vulnerability of modern society to the risk of respiratory disasters – situations of mass destruction of people by biological, chemical or radioactive agents with the development of respiratory failure that requires mechanical ventilation. This is substantiated by extremely high cost of conventional mechanical ventilation technology, which currently has no alternative, and implies “anti-physiological” (dangerous to health) pressure-targeted ventilation. Due to high cost of such equipment, no country is currently able to provide substantial mobilization reserves of ventilators, which in case of respiratory disasters, entails high mortality rate among population. The solution of this problem, the authors see the “catching-up” development of inexpensive, easy to use, and relatively safe method of mechanical ventilation with negative pressure ( the so-called tank ventilator or “iron lungs”), which encloses most of a person's body, and varies the air pressure in the enclosed space, to stimulate breathing. Due to the lower price, safety and ease of use of this method, the authors consider it essential in the instance of mass victims with respiratory failure caused by infectious, chemical or radiation agents. The conclusion is made on the importance of advancement of the mechanical ventilation technology based on the method of negative pressure for ensuring mobilization readiness of the Russian Federation to respiratory disaster, as well as the current need of the healthcare system.

The Arctic, as an object of modern attention, is a center of attraction not only for Arctic and near-Arctic countries, but also for countries that are located at a fairly remote distance from the Northern Hemisphere. The high interest in the development of the Arctic is caused by geopolitical, economic and other factors. In these conditions, the Arctic becomes a zone of intersection of interests of many countries. The activation and expansion of the economic activity of previously existing and new players in the Arctic can pose both real and potential threats, as well as potential, a new round on the way to improving the level of national security of the Russian Federation in the Arctic region. In this regard, the analysis of foreign Arctic strategies and the study of foreign experience in the development of the Arctic is relevant. The purpose of the work is to analyze the Arctic strategies of the United States, Canada, China, and India for compliance of their national interests with the regional (Arctic) and search for opportunities to use their best practices to ensure sustainable development in Russia. The subject of the study is the mechanisms of management of the development of Arctic and near-Arctic territories. The methodological basis of this study is a systematic, comparative analysis, methods of synthesis, induction and deduction. It is revealed that the models of the policy of supporting the sustainable development of the Arctic of the countries of the North American continent demonstrate ambiguous effectiveness of their implementation. It is shown that the great prospects for supporting the sustainable development of the Arctic contain the emerging and developing models of the state Arctic policy of China and India.

The subject of this research is the process of strategic development of the Eurasian Economic Union (EEU) and the joint innovative systems on the example of Russia and a number of other countries. The object of this research is the innovative systems of the EEU and European Community. The tasks solved in article consist in identification of interrelation between development of the joint innovative system and a strategic development of Russia and a number of other countries. Novelty of this work consists in the need for justification of creation of the joint innovative system of EEU as the long-term interest, making the EEU stable and attractive to its member-countries and other countries in the block with Russia for the accelerated transition of these countries to innovative type of development. The research demonstrates direct interrelation between development of the joint innovative system of EEU and intensive and effective development of its member-countries. Importance of creation of the joint innovative system of EEU for ensuring the accelerated transition of these countries to innovative type of development is proved in this article. The main conclusions of the conducted research is that creation of the joint innovative system of EEU will provide more fast-forming innovative-economy in its member-countries than if they performed this transition independently, and will promote their participation in the world innovative process as equal partners. The main contribution of the author to the research of this topic is the recommendation that Russia in case of concentration of resources on critical technologies and latest technological advancements can provide the accelerated high-technology development, and become the leader in the sphere of high technologies for which the joint approach of member-countries of the EEU to the solution of strategic tasks within their transition to innovative type of development by means of forming joint innovative system of EEU is necessary.

Abstract:
The object of this research is the Latin American drug cartels. The subject of this research is the use of drug cartels as one of the instrument for dismantling the political regimes in modern system-network war. The author analyzes the structure, capabilities and specificity of drug cartels as the organizations that can manifest as the prime means in deconstruction of the states on the example of hypothetical scenario of external aggression against Venezuela and its political leadership. Special attention in given to cooperation between the American intelligence structures with the drug cartels that can be used for achieving geopolitical goals. In the course of this study the author applies the scientific methods for comprehensive analysis of the structure and capabilities of drug cartels and factors that substantiate their use in modern warfare; as well as conducts a comparative analysis of the data from organizations and Islamist terrorist networks. The work also leans on the most recent research of the phenomenon of wars, national and foreign scientific materials, analytical reports of the official organizations pertaining to drug business and international terrorism. The main conclusion lies in the statement that the drug cartels have necessary features for using them as the main striking force, but the presence of contradictions between them is the key vulnerability in such approach. The author’s special contribution contains the recommendations to the Russian political leadership regarding the necessary countermeasures to the indicated threat if it emerges in the zones of Russia’s strategic interests. The scientific novelty is defined by the fact that this article is first to examine the drug cartels the proxy forces, i.e. the major instrument in modern system-network war.

The main purpose of the work is to assess the impact of investment projects on ensuring the economic security of the country.
It is concluded that investments are one of the main characteristics of the state's activities and allow solving existing economic or social problems, including those that can be aimed at achieving national interests, thereby ensuring stable economic security of the country.
The article solves the following tasks: an assessment of the investment attractiveness of the regions of the Russian Federation and the Kursk region was carried out; an assessment of the current level of investment activity in the region was carried out.
Attention is paid to the study of the state program of the Russian Federation "Economic development and innovative Economy" and its directions, an analysis of the financing of subprograms. Also, the rating of the investment attractiveness of the regions is considered. The methodological basis of the research is based on a set of methods of economic research combined with a systematic approach to the study of this problem. Currently, the economy of the Russian Federation is facing many problems caused by the difficult political situation, sanctions against Russia and other reasons. Achieving socio-economic goals has become impossible without investing.
The role of investments is high, since thanks to the investment, the accumulation of public capital is carried out, they contribute to economic growth, the renewal of technologies, the improvement of professional qualities the employees and the development of infrastructure. They also can be aimed at achieving national interests, thereby ensuring stable economic security of the country.
Investments are one of the driving forces of economic development, since they make it possible to modernize existing and create new business facilities, and can also be aimed at solving other socio-economic problems.

Abstract:
The object of this research is the status of economic security of the seaport economy as an essential element of the transportation and logistics system of Primorsky Krai. Assessment of the current level of development of the seaports, identification of the key issues of their functionality, determination of the promising directions in development of the seaport infrastructure will allow to better understand the threats in establishing the efficient system of ensuring the economic security of the entire Russian transportation system under the modern circumstances, as well as contribute into the enrichment of state policy in the area of seaport economy with valuable knowledge. Using the SWOT-analysis, the author carries out an evaluation of the strong and weak sides of the seaport economy of the region, reveals the factors that destabilize its economic security identifies the threats, and suggests the measures for its overcoming. It is clarified that the main barrier on the path to integration of the seaport economy of Primorsky Krai into the Pacific Rim lies in the low throughput capacity of the railways.

Abstract:
Terrorist threat in Europe according to the Europol estimate will increase by 2017. Therefore, based on experience of the European Union member-state, the object of this research is the problematic questions of organization of the activities of police and special services in countering terrorism. The subject is the certain directions in improving the counterterrorism in the Russian Federation. The goal of the work lies in establishment of the significant regularities of modern law enforcement activity in the European Union in the field of countering terrorism that can affect the improvement of similar activities in the Russian Federation. The study applies the general scientific and special-legal methods of cognition, which ensure objectivity, historicism and comparativism of examining the law enforcement activity in the European Union member-states pertinent to the suppression of terrorist. The following principles are included: development of the subject of research, its logical certainty, historical concreteness, and the dialectical connection between the logical and historical ways of cognition, the systemic and comprehensive nature of research; General scientific approaches: systemic, genetic, activity; Methods of analysis and synthesis, cultural and historical analysis, methods of comparative study, legal interpretation, and other research tools of the modern humanitaristics. The scientific novelty is defined by the fact that the European experience of legal and organizational regulation of the activities of police and special services in the field of countering terrorism has been poorly studied in our country. The majority of scientific works in this area focus attention on the political or sociological aspects of domestic and foreign policy of the European Union in ensuring the “unified European security space".

Abstract:
The subject of this research is the question of negative impact of the illegal migration upon the expansion of illicit trafficking and non-medical consume of narcotic drugs and psychotropic substances. The authors examine the influence of illegal migration on the criminal and drug situation in Russia. The article provides evidence of the UN and law enforcement agencies about the coincidence of transportation threads of "heavy" drug trafficking with routs of illegal migration, displacement of the supply of opiates and cocaine to the East, which increases the severity of the criminogenic environment in the Russian Federation. The authors examine the efficiency of previously adopted measures on improving the drug situation in the country, and make a conclusion on their insufficiency. The study applies the methods of system-structural analysis, comparison of dynamic and statistical approaches for exploration of legal documents. Relevance of the work lies in the fact that special attention is given to the lack of effective methods for determining the actual level of illegal migration alongside the level of narcotization of population; the influence of these factors on the state of national security is being considered. The article analyzes the question of attributing the illegal migration, trafficking of narcotic drugs and psychotropic substances to the list of unmanageable risks. The conclusion is made about the possibility of reducing the risk to partially manageable through implementing the proposed by the authors measures of legal and organizational nature.

Abstract:
The goal of this article consists in the analysis of current trends of the global economy, as well as forecast of their impact upon the global and domestic social production. Geopolitical and geoeconomic conditions for the functionality of global economy, established as a result of spread of coronavirus infection, impact social production of the national economies. The subject this research is the socioeconomic ties and relations that emerge in the context of transformation of global economy, resulting from shift in global economic and technological modes. The information framework for this work is comprised of the regulatory strategic documents and statistical databases. The conducted research demonstrates the impact of technological and global economic factors upon the efficiency of social production. The analysis of the global economic conjuncture reveals the two polar alternatives of the transformation of global economy: strengthening of globalizational processes, or setback in globalization and focus on regionalization of the world economy. The effect of consolidation of the countries in the context of the new world order upon the principles of sovereignty of national economies is described. The author indicates the discrepancy of objectives of number of strategic documents of the development of Russian economic sectors, namely with regards to the process manufacturing. The author outlines the negative consequences of dependence of the national economy on import of the components on the example of aviation industry.

The author in the presented article discusses topical issues related to a number of organizational and pedagogical features of the training of polygraph examiners in modern conditions. The study draws attention to current problems and important aspects of the professional training of specialists in this field, provides opinions of practitioners and research scientists on this issue. The work of specialists in this profile is quite complex, requiring in-depth knowledge in the field of jurisprudence, psychology, physiology, pedagogy and medicine, and therefore one of the key issues requiring analysis remains the search and application of effective pedagogical technologies that allow in a short time to form a set of knowledge and skills from a trained specialist that will allow him later, when performing official duties, clearly and competently solve the strategic tasks assigned to him. The author's contribution to the study of the topic lies in the fact that in the course of the work, the conclusion was formulated that the model of training professional polygraph examiners in modern conditions should include in-depth knowledge about the technical and tactical aspects of research, psychophysiological characteristics of a person, as well as take into account a wide range of tasks and their specifics, for the resolution of which studies are conducted using polygraph devices.The object of consideration in the article is conducting research using polygraph devices, and the subject of consideration is taking into account the challenges of modern society when compiling and designing a model for training polygraph specialists.

Abstract:
The subject of this study is the system of countering insider transactions and manipulation in the securities market in terms of its mechanisms. The purpose of this work is to determine the place of the financial mechanism of counteraction and its role in the system of combating unfair practices. The securities market is the most important element ensuring the development of the economy. Today, one of the main problems of its regulation in Russia is the search for effective mechanisms to combat illegal practices. As a result of such activities, the financial security of participants is put at risk, and confidence in the market is reduced. The issue of finding and implementing new mechanisms to improve the effectiveness of control over the activities of participants is becoming urgent. In order to increase the effectiveness of the market regulation system in terms of control over insider trading and manipulation, the author proposes the introduction of a financial mechanism to counter insider trading and manipulation in the securities market. The methods of modeling and analogy, classification, comparison, system analysis, synthesis and generalization were used in the work. A comparative analysis of counteraction systems in countries with the world's leading stock exchanges has been carried out. The results show that each of the considered systems has a financial mechanism of counteraction, expressed not only by strict fines related to the amount of damage caused, but also by additional amounts of compensation, which is absent in domestic practice. The author analyzes the existing system of regulation of the Russian securities market, identifies its components, and highlights the main disadvantages. In addition, the analysis of the system showed that such a component as a financial counteraction mechanism has not been fully formed to date. The existing measures do not ensure the effectiveness of the fight against illegal practices. The financial mechanism of counteraction in Russian practice is fragmented, and the existing fines have no economic justification and are directly related to the damage caused to the market. In addition, no other measures are provided to compensate the losses received by the participants.
Thus, in this paper, the concept of a financial mechanism for countering insider and manipulative activities is proposed, and its place in the Russian securities market regulation system is determined.

Abstract:
The subject of this research is the norm of criminal law stipulated in the Article 205.2 with regards to regulation of responsibility for terrorism propaganda. This publication makes one of the first attempts to examine the new to the Criminal Code of the Russian Federation term of “terrorism propaganda”, including in correlation with the act previously prohibited by the Article 205.2 of the Criminal Code of the Russian Federation. Particular attention is given to interpretation of the legal definition of such act, set by the Addendum 1.1 to the aforementioned Article. The author also examines the characteristics of the subject, subject side and the ground for criminalization of terrorism propaganda. The main result of the conducted research consists in definition of the boundaries of the criminal legal prohibition of the norm established by the Article 205.2 of the Criminal Code of the Russian Federation due to inclusion of terrorism propaganda into its content. The study demonstrates how the new alternative action introduced into the Article 205.2 of the Criminal Code of the Russian Federation practically consumed previously existing actions in the Article. In introduction of insignificant legislative correction into the Addendum 1.1, public calls for terrorist activity and public justification of terrorism could be completely excluded from the norm without loss of its content.

Abstract:
The Republic of India has close historical ties with Southeast Asia. Back in 1960’s, some of the member-states of the Association of Southeast Asian Nations (ASEAN) considered India a strategic partner and potential guarantor of security. The subject of this research is the cooperation between India and ASEAN countries in the area of defense. Research on the development of cooperation between the Republic and the Association appears to be extremely relevant, since the relations between the countries are the key element of foreign policy and the main vector of New Delhi policy (“Look East” and later “Act East”). The topic is appealing to scientists as it allows analyzing the factors that influenced the bilateral relations, as well as determining the possible obstacles in their development. India’s approach to ASEAN is motivate not only by purely economic interests, but also foreign policy. First and foremost, with regards to ASEAN countries, the Republic intends to become dominant power in northeastern part of Indian Ocean (particularly in the Bay of Bengal and Andaman Sea), as well as play an important strategic role in Southeast Asia and Pacific Rim. The Republic of India has good relations in the area of defense only with Singapore and Vietnam, while its cooperation with other state, such as Indonesia, Malaysia and Thailand remain on a relatively basic level.

Abstract:
The problem of entrance of a private investor into the national financial market is one of the widely discussed topics. The funds of private investors are essential for the replenishment of financial market resources that ensure growth of the Russian economy. Among the conditions for entrance of a private investor into the national financial market is the formation of protection mechanism from misselling financial instruments. The subject of this research is the causes for conducting misselling by financial organizations and measures that would help overcome and ban misselling. The goal of this research is the analysis of the measures already undertaken in prevention of misselling, as well as measures that are to implemented in the nearest future. Among the main conclusions are the theses that private investors entering the national financial market require comprehensive protection in light of the complications in the conditions of investing, as well as the need to expand the measures on misselling prevention into the stock market. The novelty of this research consists in substantiation of the need to expand the range of measures on prevention of misselling on the financial market and the need of intensifying the fight against misselling in the context of legislative definition of new complex financial instruments with high levels of risk.

Abstract:
This article substantiates the need for digitalization of the Russian economy and society, which would contribute to strengthening of national security due to increase of global competitiveness of the country on the international markets. The author explores the qualitative (changes within the system of industrial relations) and quantitative (development indicators of “digital” sector of the economy) parameters of transformations taking place in modern Russian society influenced by widespread of digital technologies. The conducted analysis allowed determining limitations in the application of digital technologies and potential “growth milestones”, as well as identifying the strategic priorities of digital development in modern Russia. The main conclusion consists in the proof that the current public production continues to retain market content, as it functions on the basis of market interactions, mediated by the use of digital technologies. However, the application of digital technologies significantly affects the economic growth rates and social progress in the country. Therefore, the analysis of digital parameters of the Russian economy allows ascertaining the priorities of social development, as well as appropriately coordinate state policy measures aimed at ensuring national security of the Russian Federation via implementation of digital technologies.

Abstract:
The goal of this research is a review of the complex indicative systems and indicators used in the European Union, which allow giving a multi-criteria assessment to social justice, in the interests of adaptation of positive European experience in Russia. The information base of this research consists of the data from the European Commission on EU social indicators, materials on social integration monitoring in Europe, and Bertelsmann independent foundation of private law on components of social justice indicator; data of two-year report of the Organization for Economic Cooperation and Development “Society at a Glance”. To achieve the set goals, the work employs the following general scientific methods of research: scientific abstraction, analysis and synthesis, induction and deduction, comparison. The authors conduct comparative analysis on the most complex system of social indicators used in the European practice; determine their benefits and flaws, as well as the methodological problems of application in the conditions of the current system of statistics in Russia. A proposal is made to adapt and use the methodology of calculating multi-criteria social justice indicator in Russian practice.

Abstract:
The relevance of this research is substantiated by the need for prompt from a transition from the consumer model of economic growth towards the investment model for maintaining the long-term economic growth potential even in the conditions of planetary manifestations of large-scale environmental challenges. The authors promote economic investment as the prerequisite and “accelerator” of economic growth, which is adequate to the set goal of sustainable development for the period 2016–2030, “responsible” by nature and “transformative” by its functional role. The article aims to conduct the analytical retrospective assessment of the state of eco-investing in the Russian Federation over the period 2000–2019, determine its restraints, as well as the effective mechanisms for its economic incentive. Research methodology employs a range of procedures and methods that allow acquiring objective conclusions on the matter, namely: form databases of statistical data necessary for the analysis; intellectual data mining with instrumental support of the software package Statistica; and multifactor regression analysis. The author builds the regression models of resource potential of eco-investing, which emphasize the need for creating such normative legal, financial and economic conditions that would encourage the economic entities to invest in reduction of their ecological footprint. Based on examination and summary of the leading world practices in the sphere of state support, and application of the relevant market tools for the development of eco-investing, the article provides recommendations on the development of comprehensive mechanism for its economic motivation in the Russian Federation. Such mechanism successfully combines the methods and tools of both positive and negative motivation, concernment and responsibility measures.

Abstract:
The object of the study is the relations in the field of international security arising from the exercise of State sovereignty by the People's Republic of China. The subject of the study is presented by the normative legal acts and sources of "soft law" of China, as well as the doctrinal developments of Chinese and Russian scientists in the field of national security. The idea of a "community of a single destiny of mankind" promoted in international relations is considered. Objective prerequisites for clarifying the concept of national security are characterized as signs of the onset of an "era of change" in international relations. The role of the speech of Secretary General Xi Jinping at the opening of the XX National Congress of the Communist Party of China in consolidating the content of the foreign policy and domestic policy of the state is determined. The concept of China's national security is embodied in the "comprehensive security concept" model, its implementation in the "new era" has the following features. First, it is strengthening coordination and positive interaction with other major States to build relations characterized by peaceful coexistence, general stability and balanced development. Such relations will help counteract unilateral economic sanctions. Secondly, it is government support for the key technology sector as a counterbalance to radical trade policy measures of unfriendly countries. Thirdly, it is a direct dependence of national security on social stability. And finally, it is the promotion of the idea of a "new international order" as a natural way out of the impasse in the development of a unipolar world system in which countries representing a tenth of humanity. The new type of global order emphasizes peace, development, equality and democracy. This idea of the Chinese leadership is very popular all over the world and sharply contrasts with the anachronistic principles of the current system.

Abstract:
The article is devoted to the analysis of the use of commercial quadcopters in modern military conflicts. The relevance of the work is due to the fact that the experience of a special military operation (SVO) in Ukraine, as well as other military conflicts, has demonstrated to the whole world that even such a seemingly harmless tool as a quadcopter can become a formidable military force used in battle. The object of the study is commercial (also called “civilian”) quadcopters (drones). The subject of the study is the use of commercial quadcopters (drones) in modern military conflicts around the world. The author has studied in detail the process of development of commercial quadcopters (drones) as military instruments, and determined the role of quadcopters in modern military conflicts. Also, the author describes in detail the areas of application of civilian quadcopters in military conflicts. The research methodology is based on general scientific methods (content analysis method), as well as on special historical methods (narrative and historical-genetic). The scientific novelty of the article lies in a detailed study of the use of civilian quadcopters in modern military conflicts, namely: in a special military operation (SVO) on the territory of Ukraine, in military clashes between the Sudanese rapid reaction forces and the Sudanese armed forces, which began in April 2023, as well as in the Arab-Israeli conflict escalated again in October 2023. The author’s special contribution to the study of the topic is a detailed description of the use of civilian quadcopters in all of the above conflicts. The work also contains a large corpus of photographic materials on the use of quadcopters in military conflicts. Based on the study, we can conclude that the role of civilian quadcopters in modern military conflicts has significantly increased.

Abstract:
The subject of this article is the analysis of perception of civic images in representations of the population of Russian boundary regions based on examination of the images of the “other”, which reflect the social attitudes towards civic positions. The object of this research is the civic images. Special attention is given to the existence of the constant set of constructs that serve all elements for estimating the profiles of civic role positions, including the solidarity, lawfulness, affective comprehension of the country’s past and present, relation to the military duty. The study based on general methodology of experimental psychosemantics. Method of the research is the structuring of semantic spaces. Based on the modified techniques of semantic differential and repertory grids, the authors present and test the questionnaire that contains the five objects for estimating the civic identity: “I am a citizen”, “Ideal citizen”, “ordinary citizen of Russia”, “regional inhabitant”, and “citizen of the world” (cosmopolite). It is determined that the role positions “I am a citizen” and “Ideal citizen” were estimated as fairly similar and containing similar constructs; the image of “ordinary citizen of Russia” is vague and undetermined, same as the “regional inhabitant”; the image of “Cosmopolite” was described quite different from the others. It is concluded that between the certain groups of role positions and descriptors there are substantial interconnections that testify to the existence of latent variables (factors), which explain the perception of civic roles and manifesting as the conceptual determinants of civic identification. Also, none of the independent factors, separately or combined, did not have a significant impact upon the estimation of the role positions.
