Abstract: This article examines the deformations of the modern sociopolitical space alongside the entire sphere of the political, which result in the phenomenon of political “chimeras” and “phantoms”. The definition of the sociopolitical “chimer” and their possible classification is provided. The authors demonstrate that establishment of the new historical or local status of the political and crisis changes in politics and society takes place mainly under the influence of political “phantoms” and “chimeras”, which form the unpredictable meanings and connotations within the traditional interpretations of the sociopolitical and ideological space. It is described that the value and danger of the political “chimeras” consists in the fact that the fantasy and reality are inseparably intertwined within them, and the created by such “chimeras” philosophical-political sense of the imaginative formats of society is multilayer. The authors note that the social role of political “chimeras” is not always unambiguously negative; they can be applied in various political technologies, as well as able to create and consolidate diverse political and social traditions. As the empirical material, the article used the information field of the Internet. The authors review such phenomenon of the present time as trolling, or a specific type of dialogue that has emerged within subcultures of the social networks, and currently becomes de facto an ordinary language of political communications. The conclusion is made that modern society needs to learn to create a defense mechanism from the sociopolitical “chimeras”, which is able to prevent the extensive disturbances of today, and simultaneously, begin the process of formation of the tools for positive application of abilities of the sociopolitical “chimeras” to comprehensively affect the everyday life and consciousness of all social groups and layers.

Abstract:
The object of this research is the bases of strategic planning in the area of Japan’s national security in the context of comparative analysis of the existing issues of ensuring national security in Russia. The subject of this research is the long-term threats to national security of the Russian Federation, verified through the developed by the authors expert analytical approach. The subject of the work meets the scientific and methodological task stipulated by the Position of Scientific Council under the Security Council of the Russian Federation. The article is called to make contribution into the further development of theoretical positions and practical applications of the comparative method for the purpose of determination and establishment within the law enforcement practice alongside the system of long-term planning and update of the lists of threats to national security. The authors provide a formalized structure of the National Security Strategy of Japan, as well as approach towards its decomposition onto the key signs and structural elements. The positive and negative aspects of such models are being demonstrated. On one hand, the simplicity of organization and strategic planning and basing upon the century-long spiritual and national traditions, and on the other, the strong dependence on the doctrinal religious and party ideologies, including the high persistence and weal level of reaction upon the changes in the surrounding world. The authors believe that the successful determination of trends of the sustainable development of state and society in the modern conditions of geopolitical instability and complication of the transnational relations fully depends on the accuracy and precision of identification of threats to national security, as well as forecasting of the strategic risks of socioeconomic development.

Abstract: The research object is strategic planning in the sphere of national security of the Russian Federation. The research subject is Russia’s national security threats in the long-term, specified with the help of the authors’ expert and analytical approach. The study lies within the scientific, research, and methodological tasks defined by the Provision of the scientific board under the Russian Federation Security Council. The authors describe the conditions of the results achievement, the criteria and the indexes of the comparative analysis’ results’ objectivity including the approaches to verification of the list of national security threats. The authors consider the peculiarities of development and the modern practice of strategic planning of foreign states; formulate the basic hypotheses of the choice of the scope of countries; describe the key provisions of expert and analytical tools for the comparative analysis of strategical planning documents in the sphere of national security. The tools, proposed by the authors, help build a model of the national security threats atlas of the Russian Federation for the long-term.

Abstract: The research object is the peculiarities of the modern Turkey’s foreign policy in its historical development from Osmanism to Kemalism and Pan-Turkism, and its influence on relations with Russia. The main ideologies of the Republic of Turkey have been mixing and synthesizing for the last 20-30 years. Often it’s hard to define where Kemalism ends and Neo-Osmanism or Islamism starts, and it is the reflection of the objective process of interpenetration of the two main political elites and the establishment of a certain form of a compromise between them. The author applies the methods of political-historical and comparative analysis to define the place and role of Russia-Turkey relations on the geopolitical map of Middle East and Central Asia. The author concludes that the modern Turkey’s foreign policy can be characterized as a policy of turbulent pragmatism or as a policy of national interests as they are understood by the political leaders of the country in the particular moment and the particular political situation, when political decisions are made on the base of short-term and medium-term benefits. Despite the current crisis in bilateral Russia-Turkey relations, the fundamental parameters and strategical goals of sectoral cooperation between the countries remain.

Abstract: The authors consider the range of key aspects of the new American administration, which can change the political paradigm of both internal and foreign policy of the USA; taking into account the political and economic importance of the USA, one can affirm that it will have significant impact on the whole world and the balance of sectoral and regional priorities, and can cause serious transformation of geopolitical and geo-economic landscape of our planet. Using the methods of comparative analysis of the key macroeconomic indicators and some instruments of cognitive analysis, the authors demonstrate that Donald Trump’s unexpected victory has proved the inconsistency of the previous models and methods of public opinion analysis and political and economic events prognostication. The author’s conclusions prove the controversial character of political and economic steps, proposed by Donald Trump, and demonstrate that the geo-economic world order has equal chances to be significantly transformed and maintain relatively stable. One mustn’t rule out the possibility of worsening relations with Russia, especially taking into account that the current atmosphere of international relations resembles that of the period of Senator McCarthy. The analysis shows that America’s role can consist in the correction of the paradigm of the further expansion to new markets, and should be aimed at the internal transformation of the national economics, including reforms in military-industrial complex and oil and gas sector, and the revision of the economic symbiosis of “Chimerica”. In this context, Russia can focus on its own national interests in the upcoming epoch of geopolitical and geo-economic uncertainty, and should remain the key actor of the international security system.

Abstract: The subject of the present research article is the need to increase budget revenues from exploitation of national resources. According to the author of the article, this is a typical problem not only for the Russian Federaton. In his research Kapitonov notes that current external economic and geopolitical changes contribute to the decrease of profitability of economic entities of the Russian fuel and energy sector which is bound to have a negative impact on the volumes of tax revenues for the federal budget because these tax revenues considerably depends on the business activity of the energy sector in general. In this article Kapitonov provides a comparative-analytical evaluation of the dynamics and structure of budget revenues in terms of the two basic taxes (corporate tax and mineral extraction tax). The main results of the present research is the key strategies that can contribute to the growth of profitability and rentability of economic entities of the Russian energy sector in the medium and long term which, in its turn, could have increased general volumes of tax revenues for the budget.

Abstract: The research object is the “philosophy of security”, which has recently shifted from a merely theoretical discourse to a more practical sphere. The author considers the neoconservatism ideology in the context of the modern geopolitics and the challenges of international terrorism. At the present time this ideology is espoused in the U.S. by both the Democrats and the Republicans. The author notes that the unprecedented growth of terrorist threat in the world has raised the significance of the discussion about the correlation and symmetry of such categories as “personal freedom”, “state”, “private rights” and “security”. The study is based on the comparative analysis of the political and philosophical ideology of the “global mission” of neocons, using the example of the homeland security protection in the U.S. and the New Left in France. The author notes that the frequency of terrorist acts in Europe and the apparent unpreparedness of European special services to counteract them prove the fact that it is impossible to reverse this terrible trend without the revision of the fundamental social guidelines and ideologies of the ruling elites, the more so because the situation in the world is developing in such a way that “security” becomes a determinant concept, thus making the delegation of powers to the abstract supranational structures undesirable for the population of most countries-members of various international associations.

Abstract: This article examines the main staged of formation and development of the Ukrainian nationalistic movement, as well as analyzes its fundamental orientation and impact upon the current Russian-Ukrainian relations in this context. It is demonstrated that the Ukrainian nationalism throughout many years is used as the instrument for separating the civilizational paths of the peoples who reside in the territory of Ukraine and Russia, as well as their contraposition within the cultural-historical overview. Civilizational reorientation of Slavic nation of the neighboring state towards the Western model establishes based on the attempts to cultivate the understanding of the different from Russian national distinctness of the Ukrainians and counterpoise them in the historical-cultural regard. The conclusion is made that Urkainization, as a process of formation of the features of self-identification and specificity of the new nation that is aimed at separation of Ukrainian people from Russian and highlighting a peculiar Ukrainian Slavic ethnos, carries a systematic and artificial character, which is encouraged by the foreign political actors throughout many decades. In addition to that, the interlinked with Nazism aggressive form of Ukrainization, is the key instrument of demarcation of the civilizational paths of Ukraine and Russia. The authors also note that the forceful methods of promoting the nationalistic ideas with the specificities of their interpretations by the Ukrainian politicians, lead to active antagonism of part of the population, which creates the prerequisite for the process of Balkanization of the neighboring state.

Abstract: The research subject includes the main elements of strategic planning and the key priorities of the Russian Federation. The appearance of the new challenges and threats has caused the necessity to update the 2009 national security strategy of the Russian Federation till 2020. The authors analyze the new national security strategy and note that the tendency to increase and modernize offensive armament, to create and deploy its new kinds significantly weakens the global security system and the established system of treaties and agreements in the sphere of arms control, all the more so as the basic principles of equal and indivisible security are not observed nowadays both in the Eurasian and Asia-Pacific regions and in Euro-Atlantic region. Special attention is paid to the measures of foreign and domestic policy aimed at the national security strengthening and ensuring sustainable development of the country for the long run. The authors apply the multiple factor approach, comparative and express-analysis. Based on the results of the key indexes monitoring and the assessment of the structure of the key characteristics of the national security state, the authors outline the main features and peculiarities showing the domination of the positions of social and economic security and the role of government regulation of the economy as the basis of the national security and internal stability of the civil society. The authors note that in order to protect Russia’s national priorities, the updated national security strategy presupposes adopting an open, rational and pragmatic foreign policy which would exclude a money-losing confrontation and a new armaments drive. The authors emphasize the fact that it is planned to use military force only if all peace-building and diplomatic mechanisms run dry or prove ineffective.

Abstract: The research subject is regional integration of Northeast Asian countries in the sphere of electric power industry. The author considers the case of electric energy export from Russia to china. The author presents the data describing the current situation with electric energy export, and provides for the analysis of the potential of Russian frontier regions in electric energy production and the further export it on the territory of China. Special attention is paid to the issues of energy provision of the countries participating in the process of energy integration in Northeast Asia. The study is based on the methods of comparative analysis and expert assessments, particularly, the investment prospects of the region. The author concludes that the increase of its own export potential in the sphere of electric power industry will allow Russia to strengthen the existing electric energy complex of Russian regions bordering with China, to stimulate the development of the related branches of the economy, to create new working places in the regions, to broaden the taxable base, and to transform the trade balance structure between Russia and China in the sphere of energy sources.

Abstract: Based on the comparative legal approach, this article analyzes the modern migration processes and the processes of liberalization of migration legislation within the European Union and the Brussel’s attempts to build protection of its external boundaries in order to confront the new “soft threat” to its security. The European legislation, legislation of separate European states in the area of migration policy, as well as the international legal regulation on the issues of migration are being reviewed in the course of this research. The author examines various social-economic factors that encourage the illegal migration into the European states, as well as individual structures of the EU responsible for fighting against illegal migration (European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union – Frontex). It is stated that the realization of “democratic reforms” by Western countries lead to the onset of total chaos due to the fact that the local population of African and Asian states found themselves on the edge of the humanitarian disaster. It is evident that the amount of refugees in Europe has grown significantly. However, despite the negative experience of previous policy changes with “good intentions”, the EU continues to have the same policy with regards to a number of countries including Ukraine and Syria, further worsening the “push factor” of migration within these regions of the world.

Abstract: The article deals with the contemporary cooperation between the Italian Republic and the Krasnodar region, first of all in the field of arts and culture. The author of the article examines in detail such questions as establishment and consolidation of twin-city relations between the cities and stresses that after the establishment of the first of such relations between Ferrara and Krasnodar, Livorno and Novorossiysk, and later — between Rimini and Sochi, the interaction of Italy with the Kuban in the area of culture and arts moved to a new institutional level. Using the methods of comparative analysis and the analysis of various international mass culture events visited by the Italian representatives, as well as the number of the bilateral exhibitions, forums and themed days, presentation of the Italian masterpieces and cultural assets on the Kuban and introduction of the Russian culture to the Italians, together with the mastery of the Kuban vaudevillian, theatrical, choreographic, musical and artistic groups, allowed the author to draw a conclusion about a high degree of cultural and humanitarian interaction of the Italian Republic with Krasnodar region in the second half of XX — beginning of XXI centuries. A special contribution of the author to the research of the topic is the versatile consideration of the different aspects of the formation of cultural relations between Italy and Sochi, and also the analysis of participation of the Cuban artistic groups and young talents in various contests and festivals, as well as other events of cultural and humanitarian nature in Italy.

Abstract: The subject of this article is the so-called plurilateral agreements, i.e. multilateral agreements with a limited number of participants, open for accession by other countries of the World Trade Organization (WTO). These agreements are discussed in the context of the further development of the WTO. The authors deal with both positive and negative sides of plurilateral agreements within and outside the WTO. The study assesses the possible ways of development of the process of plurilateral agreements use within the WTO. This process is analyzed within the framework and the methodology of comparative and structural-functional approaches. The article discusses two types of plurilateral agreements (agreements within the WTO and agreements outside the WTO, i.e. regional or preferential trade agreements), which are currently used on international trading platforms. The novelty of this research lies in the fact that the potential and the prospects of the plurilateral process have significantly changed and expanded since the Uruguay Round. The article states the sustainable growth of regional or preferential trade agreements. The authors note that institutional reforming of the WTO, in practice, will face significant obstacles, but the gradual inclusion of plurilateral agreements into the multilateral trading system should strengthen and improve it in future.

Abstract: The object of the research is the problem of formation of the Common Information Space of the CIS in the light of the recent events in Ukraine and Moldova. Special attention is paid to the analysis of the main factors, impeding the creation of the current Common Information Space of the CIS and the use of the Russian language as the main integrative factor in solving the problem of creating a single information field. The author notes that the current level of integration in the information field of the post-Soviet space is still low and is not in line with the objectives of protecting national security of the newly independent states. Based on the results of the comparative and the content analysis, the author considers the mechanism of information influence, which combines three functional levels: external, internal and technological. The main conclusion of the study is the idea that the existing geopolitical situation in the world and in the post-Soviet space, connected with the transition from the global model with a single center of power to a decentralized global model, requires a revision of the outdated and not fully implemented Concept of forming the information space of the CIS.

Abstract: The author reviews the issues of reducing natural energy resources and the possibilities of switching to renewable resources of energy at the core of ensuring the security of the Russian Federation. A special attention is given to the newest progressive and innovative strategies pertaining to the issues of implementation of technologies for acquiring energy using untraditional methods. In this article the author substantiates the fact that the secret to energy security and efficiency lies namely in the sphere of renewable energy, as well as in power conservation. The author examines the organizational-economic mechanism for maintaining energy security and structures the system of implementation of progressive technologies in energy. The author presents periodization of development of economic sectors for the purpose of increasing productivity and export orientation, as well as balanced and stable growth based on the beginning stage of innovative development of the country and formation of long-term cross-industry scientific and technical plan. The results of the analysis of the potential of Russia’s energy resources allowed the discovery of a number of problems, which require attention from both, the government administration, and regional branches of government authority, which could play a key role in the formation of modern environmental and energy culture among Russian citizens.

Abstract: This article examines the approaches towards management of state corporations from the perspective of ensuring stable growth of Russian economy and providing security. Two types of management of state corporations are being highlighted – traditional and innovative, including the differentiating aspects of both. The author substantiates the fact that the current approaches towards strategic management of state corporations need optimization and improving. In this article an attempt is made to systematize and propose a number of original approaches towards classification and improvements to the methods of strategic management of state corporations in foreign and Russian practice. The author demonstrates that under current conditions, which make it absolutely essential to have a planned and stable step by step development of national economy and economic subjects that form it, the use of innovative approach towards strategic management of state corporations is an objective necessity, corresponding to the current situation and scientific achievements in the management sphere.

Abstract: The article deals with the fact that at the present time knowledge is, on the one hand, the information used for decision making and on the other, as assets, directly involved in the production of tangible or intangible benefits thus becoming a commodity. The author highlights that in this way an traditionally managed organization, for which the most important resource is the capital, turns into a knowledge oriented organization. So the main factor of competitiveness of a country today is the ability to acquire and use knowledge. The article also reveals a fundamental difference between the information society and the knowledge-based society. The author points out, that shift from the first type of society to the second type requires very responsible approach to the creation of knowledge and its dissemination. The article uses the most comprehensive and integrated approach to measuring "the economy based on knowledge", developed by UN experts. The approach is based on the four basic elements, including dynamic innovation infrastructure and innovation systems. A key conclusion of the article in the fact that approach to knowledge as an asset is the basis of a modern the knowledge-based economy. Asymmetry of knowledge between organizations is a key factor for competitive advantage. The processes of integration and significant pace of changes in technology so greatly influence the characteristics of the processes of globalization that global knowledge economy emerges. The author notes, that changes take place not only in ways of managing, but also in fields of culture and public relations, including the corporate culture of the organization and human resource management.

Abstract: The subject of this research is the key moments of the establishment of the state mechanism for international relations and presents the most important aspects of the development of the system of preparation and decision making for the strategic administration of the country with the assessment of the promptness of the solution of the problem of utmost complexity, preemption of the reaction to threat with evaluation of the risk, modeling and forming of scenarios of possible developments of global situation. Under the current conditions of geopolitical instability, the leaders of the branches of government administration of any country are experiencing a great need for improvement of the efficiency of the political decisions with the use of creative potential of the experts in both, hierarchic states, as well as in non-governmental structures. The proposed general classification principles of the establishment of the state foreign policy mechanism and their information, logical and mathematical interpretation, in authors’ opinion allows expanding the current methodological base of the assessment of the condition and development of the system of the government administration on the issues of foreign policy, and contribute to the increase of quality of the forecasting research under the conditions of geopolitical and geoeconomic instability.

Abstract: The object of study in the article are computer intelligent information management decision support system, using such basic principles on the implementation of information technology management as the principles of adaptive, integrated, network management and real-time control, that can supply leadership and staff with easy to use and powerful by internal content means of solving the basic problems of organization management. The article describes the different management information systems such as CRM (Customer Relationship Management), ERP (Enterprise Resource Planning), systems of information support of analytical activities BI (Business Intelligence), as well as various types of real-time analytical information processing technologies - OLAP (Online Analytical Processing) systems. The article uses a comparative analysis of various data storages with a set of tools to retrieve data from ERP and other systems and ways of further analysis of the collected data. Using the systems of information support of analytical activities data resources of any organization can be converted into pure information and can be used as a basis for making effective management decisions. BI systems are considered as decisions on the basis of OLAP business analysis systems and DSS (Decision Support Systems), an integrated set of tools for processing information and data (obtained by other corporate information systems and different methods of processing these data) is used for strategic analysis of the company.

Abstract: The research subject includes the key international aspects of Russia’s economic security. The authors consider the problem of security provision which is very important in the modern conditions of geopolitical and geoeconomic instability. The article presents multidirectional aspects of both national and international issues of economic security of the states-participants of economic processes, first of all, in the segments of finances and energy. The authors touch upon three major international aspects of economic security: the import of “essential” goods – food, energy resources, and “strategic raw materials”; the import of advanced technology products and progressive technologies; military goods and armaments. The methodology is based on the comparative analysis of different approaches towards the provision of external economic security, including the satellite, autonomous, and situational approaches. The authors use the range of key figures, including competitiveness and economic sovereignty. The authors conclude that the solution of the problems of the financial and energy sectors of Russia’s economy depends on a system work of the state and a permanent interaction with the main participants of these segments of market. It is noted that the existing problem of economic security provision remains unsolved from the viewpoints of multidirectional trends of both national and international aspects of economic security of the states-participants of economic processes. The authors note that the influence of the Western actions on the economic security of Russia is the hardest in the spheres of finances and energy. The authors emphasize the urgency of development and interrelation of the economics of different countries and regions evaluation.
