Abstract: The subject of the research is the study of the content, forms and methods of practical activity of cultural organizations, associations of the Penza region and creative workers during the Great Patriotic War at the front and in the rear, as well as socio-cultural interaction in order to form patriotic sentiments.
Special attention is paid to the coverage of the activities of cultural institutions of the Penza Region, creative associations, as well as the work of the authorities to achieve the goals and objectives of ensuring the preservation of a high level of socio-psychological motivation of the Soviet population in the fight against the Nazi invaders.The study is also a collection, generalization and updating of local history material on the transformation of cultural life of the Penza region caused by evacuation processes. Within the framework of the work, new historical sources that were not previously involved in scientific circulation are published, to study the socio-cultural space and creativity of cultural figures of the Penza region during the Great Patriotic War as a system of interaction and education of patriotism, adaptation strategies of the Soviet man in the conditions of mobilization and extreme living conditions. The thesis is substantiated that the response of art workers to the needs of wartime was not just a formal execution of a state order, but an internal call, a philosophically grounded meaningful action of each employee. It was the inner desire to be useful during the war, coupled with creative potential and a sincere desire for self-realization, that became a vivid example of the manifestation of spiritual and moral values traditional for our Fatherland.
The material collected and analyzed in the work can be used in research work, in the preparation of teaching aids, in university and school training courses, including local history, as well as in the work of museums and in the preparation of scientific literature.
The methodological basis of the work was logical, historical-logical, system-structural, socio-cultural, comparative-legal, generalization, commenting method.

Abstract: Based on the revealed declassified documents, the paper examines previously unknown sources about the attempts of the American government to support various programs of dissent, freedom of speech and mass media in the USSR and countries where the pro-Soviet regime was supported. The subject of the study is the content of foreign intelligence published and declassified documents describing specific US measures to implement covert actions in Afghanistan in order to counteract the influence and strengthen the position of the USSR, as well as support centrifugal trends in the Soviet Union through the organization and financing of programs to support dissent, the development of radio broadcasting, increasing radio coverage areas, assistance in the publication of Samizdat literature, etc. The object of the work is the documentary correspondence of the US President and key figures of the American establishment on the use of resources for the implementation and promotion of anti-Soviet activities. The article reveals previously unknown details of the preparation of options and the implementation of approved programs of covert actions to discredit the Soviet regime as part of the military campaign in Afghanistan, as well as inside the USSR.
The sources allow us to highlight the activities of the US Special Coordinating Committee for the preparation of this strategy. The authors draw attention to the complexity of solving financial issues in the American administration, as well as the size of US financial injections to support destructive forces in the Soviet Union. Such evidence from very authoritative sources significantly expands the source base in the scientific coverage of the facts of the implementation of subversive activities of the United States against the USSR in the 1970s and 1980s.

Abstract: The relevance of this research is defined by the need for analyzing the historical experience of adaptation of foreign economic activity of the Soviet State to the challenges of Western policy deterrence, the imperatives of which are being applied to Russia in the current context. The subject of this research is the Soviet grain procurement crisis and foreign policy ways for its overcoming. The object of this research is trade and diplomatic relations between the Soviet Union and the United States. The scientific novelty lies in elaboration of the concept of “commercial diplomacy” – the foreign economic activity of the USSR government aimed at solution of the domestic problems and tasks of modernization. Leaning on the newly introduced sources, the conclusion is made that the policy of commercial diplomacy implemented by the Soviet Union suggested the use of international dialogue within the framework of cooperation between the governments and public-private business circles on achieving the economic goals associated with the national interests of the Soviet Union. The critical need for grain procurement, discovery of the oil resources potential, and détente in the international relations between the two superpowers led to a new round in the Soviet Union – United States relations. It is underlined that grain and oil manifested as the factor of maintaining domestic political stability and the object of foreign policy exchange. The article answers the question: how the grain procurement problem has transformed from the economic into social issue, and the grain import has become the vulnerable spot of the Soviet Union in the ideological confrontation with the United States, and the object of international relations.

Abstract: The object of this research is the processes that took place in the COMECON member-states due instability of the financial sector. The subject of this research is the impact of the economic factor upon the evolution of bipolar system of international relations and sociopolitical sustainability of the Soviet Union during the 1979 – 1983. The article provides a scientific assessment of extent of awareness of the US intelligence on the financial solvency of the COMECON member-states, their ability to meet repayment schedules for both interest and debts, and the consequences of possible default of any of the countries during the financial crisis. The authors set the task to analyze the target points of foreign analytics regarding the “dependency” of Western European enterprises on their Eastern business partners, as well as clarify the extent to which a significant decline in trade between the East and the West affected the Soviet and Western European economy. The use of unpublished foreign and domestic archival documents, as well as foreign periodicals define the novelty of this research. This article is first to disclose the information on how the United States turned the severe financial problems of Eastern European countries for the purpose of political pressure on such issues as Afghanistan, crisis in Poland, and construction of the Soviet gas pipeline. Leaning on the introduced into the scientific discourse CIA documents, assessment is given to the effectiveness of trade and economic policy of the United States and its Western European allies in relation to Eastern Europe. The article also analyses the support of centrifugal tendencies in the economy of the Eastern European countries of the Soviet bloc.

Abstract: The object of this research is the declassified transcript of the US National Security Council Meeting of July 9, 1981, dedicated to introduction of the economic and political restrictions on building of the Soviet gas main pipeline. The subject of this research is the analysis information-bearing capabilities of the office documentation of the US National Security Council Meetings for conducting the scientific assessment of sanctions policy of the US government against the Soviet Union in the 1980s as part of directives on restricting the access of the Soviet Union to foreign markets. The article examines the published protocol the US National Security Council Meeting and related documents that contain information on creating the regime to impede the construction of the gas main pipeline to Europe. The novelty of lies in the fact that this article is first within the framework of historiographical analysis to study the plans of the US President R. Reagan on interruption of the active efforts of the Soviet Union to supply Western Europe with energy. Publication of the document clearly demonstrates that the ideas of restarting the trade-economic development of the Soviet Union were later implemented in other countries in the XXI century, when the Russian Nord Stream pipeline became one of the crucial vanguards within the system of control of the US national security interests in Europe. Based on the newly introduced documents from the foreign archives of the CIA, Ronald Reagan Presidential Library, materials of the US periodical press, and memoirs, the author explores the options prepared by the US agencies aimed at complete shutdown, and restriction of access of the participants of the Soviet-German gas pipeline deal to foreign markets and resources, as well as the response of business community to trade embargo with the USSR.

Abstract: The subject of this article is the content of the foreign electronic archival documents of U.S. departments dedicated to the analysis of situation in the Soviet Union. The goal consists in carrying out a historiographical analysis of foreign documentary heritage of the United States within the framework of comprehension of historical experience of the development of the Soviet Union in the 1970s – 1989. The object this research is the published materials of the Central Intelligence Agency and the Historical Sector of the U.S. Department of State, which contain records on the analysis of development of the Soviet Union during this period. Relevance of this topic is substantiated by increased of the publically available foreign electronic archival materials, which requires their analysis, description, determination of information capacity, as well as assessment of information contained therein for further utilization in the historical (humanities) research on the contemporary history of Russia. The novelty is defined by the fact that this article is first based on interpretation of foreign historical sources to describe the capabilities and limitations of different types of published intelligence documents of the CIA and the U.S. Department of State that characterize the development of the Soviet Union in various spheres. Introduced into the scientific discourse documents allow concluding on the prospects of using the heritage of the U.S. electronic archives in the scientific research, as well as assessing their veracity and reliability. The authors note that these materials contain valuable information on the U.S. policy with regards to the USSR, and analytical awareness on socioeconomic development of the Soviet Union during the 1970s – 1980s. It is established that in many cases publication of the foreign archival documents is often of tendentious nature.

Abstract: The research subject of this study is the reciprocal influence of the problems of food supply and the social stability of the Soviet state with an analysis aiming to establish the relationship between the onset of the provision crisis and the massive politicization of economic processes in the USSR on the part of society during the examined period.The article is directed at studying the degree of impact the unfulfilled consumer expectations had on the social perception of power by the population of the Soviet Union during the agrarian crisis of the early 1970s.Particular attention is paid to the interaction between the government and society on questions of food supply, as well as the alleviation of the provision crisis through imports.The methodological basis of this work is founded on the basic principles of scientific knowledge - objectivity and historicism, which allowed the authors to study the evolution of the population's mass consciousness in a dialectical relationship with the era's phenomena. Upon implementing the above-mentioned principles, a number of both general scientific and specific historical research methods were applied (historical-situational, historical-comparative, historical-systemic, and statistical methods). The scientific novelty of this work is its attempt to reflect on the course of the socio-political development of the USSR under the influence of changing internal and external factors caused by the consumer crisis.The authors note that under difficult conditions, the authorities of the USSR and the CPSU Central Committee were forced to meet the social needs of the population in order to maintain a certain level of food provisions, as well as to support welfare. Evidence supports that increased social payments and higher wages in the early 1970s temporarily reduced the population's discontent with the Soviet political regime. The authors conclude that the concentration of the population’s attention on the low level of meeting their urgent needs was the basis of social inversion and the revision of the Soviet government approval index.
