Abstract: The subject of the authors' research is the problem of improving the mechanisms of legal education and civic education of students in educational institutions of higher education. Attention is drawn to the presence of legal education (personal adaptation programs) scenarios for students in advanced Russian universities. At the same time, the formal nature of such programs is recognized as their abstraction from the existing realities in the university's educational environment. It is emphasized that in the professional-pedagogical community back in the early 2000s, by no means were difficult questions postulated about what performance indicators of legal and civic education in higher education should consist of. An equally important topic for discussion is the complexity of organizational and regulatory nature in determining the criteria for the effectiveness of legal education methods which are proposed for training sessions. The authors of the article formulated project proposals intended for practical application in implementing legal education and civic education strategies of students at universities, taking into account the profile of the leading professional educational programs being implemented. The author's programs on regulatory and legal support of education (professional, profile) for students of pedagogical, law enforcement, and technical (engineering) universities are described.

The object of the research in the presented article is the legal training of university students, the subject is actually the ways to improve it. The research is undoubtedly relevant due to the fact that in most non-core educational programs this process is implemented within the framework of one discipline "jurisprudence", which is quite enough for the formation of general legal ideas, but hardly enough for the development of legal consciousness in the full sense of the word. The work has a pronounced practical character, the main research methods are empirical analysis and synthesis based on it. So the text is full of specific suggestions and author's ideas, which undoubtedly deserves attention. The positive thing is that the text is devoid of general phrases and low-content formalized reflections. In general, the work is written in language with full compliance with the norms of scientific style and may be of interest to a fairly wide audience due to the complexity of the issues involved. From a purely methodological point of view, the article is a very high-quality product. Nevertheless, it should be recognized that a pronounced methodological bias makes the text look like a practical review, a methodological development with elements of a pedagogical report, from the point of view of scientific and analytical, there are significant comments on the text. It is incorrect to choose two different objects for the same study. "Legal education" and "civic education" are interrelated, but still different categories. In principle, I can make two informative articles exploring them. From a scientific and pedagogical point of view, it is hardly justified to simultaneously consider the processes under study in law enforcement (that is, law school) and in a higher educational institution of a non-legal profile. In the first case, we are talking about legal education, in the second - about legal training, that is, about different pedagogical categories, such as learning a foreign language by a future translator and, say, an economist, lawyer, engineer, etc.. It is not quite correct to refer to manuals in scientific work, it is necessary to review research at the level of dissertations, monographs, articles in leading journals. It is inappropriate to refer to the experience of fifteen years ago, except in cases with a clear historical context. If the author presents project proposals for different categories of universities, then from a scientific point of view it would be reasonable to summarize them, revealing fundamental differences and similarities. In the work, the theoretical part, although it stands out separately in the text, is somewhat mixed with the practical in meaning. In the theoretical part of the article with similar content, it is necessary to identify the essential, structural and substantive components of legal education and civic education at the level of analysis of definitions and interpretations by different authors. These remarks impoverish the article from a scientific and analytical point of view, but in general do not negate the understanding that the presented text is a manuscript of high quality both from the point of view of design and from the point of view of content in a methodological and practical understanding. This allows us to conclude that the article has the character of a practical development and generally fits into the format of a scientific journal. Conclusion: from a structural and substantive point of view, the work is an author's research worthy of publication in a peer-reviewed publication.
