Features of the financial and personnel policy of the media of the Moscow region (on the example of the newspaper "Serpukhovskie Vesti")

Abstract: Many periodicals are today in constant search of means for existence. Even the federal press faces a number of problems that lead to stagnation. Things are even worse in the provinces. The object of the study is the features of the financial and personnel policy of regional media. The authors consider this topic on the example of the oldest newspaper in the south of the Moscow region – Serpukhov News. The authors come to the conclusion that the Government of the Moscow Region and the Main Directorate for Information Policy fully determine both the financial and personnel policies of all municipal newspapers in the region. The media are directly dependent on the decisions of the regional leadership. Anyone who disagrees with this policy is easily dismissed on their own.   Having studied the resolutions of the Government of the Moscow region concerning the activities of the Moscow municipal mass media, as well as analyzing the orders of the Main Directorate for Information Policy of the Moscow region, the authors come to the conclusion that the lack of funding complicates the development of suburban newspapers. A small number of employees have difficulty fulfilling the required volume of publications for the newspaper and its website. The quality of materials suffers greatly. Employees of municipal newspapers, including Serpukhov News, receive a fairly low salary – below the average in the city. This reduces the loyalty of the editorial staff and affects the quality of texts.

The problem of media financing is very acute today. Only in 2020, 44 print media outlets ceased to exist in the regions of Russia, many were forced to reduce a tenth of the editorial staff [During the year of the pandemic, almost 50 print media outlets were closed in Russia. In the XXI century, researchers did not address the issue of the existence of the municipal press of the Moscow region. There is not a single major study that would concern not only financial issues, but also issues of personnel policy of the media of the Moscow region. In this article, we will consider these issues on the example of the oldest newspaper in the south of the Moscow region – Serpukhov News (SV).

Methodology

During the study, the authors used various methods: descriptive, comparative, comparative, search. The main method was the socio-statistical method.

The authors studied the resolutions of the Government of the Moscow region concerning the activities of the Moscow municipal media. Also, the relevant orders of the Main Directorate for Information Policy of the Moscow region were studied and analyzed.

In the course of this study, a questionnaire method was used to determine the audience of Serpukhov News. Novoselova Galina conducted a survey in January 2021, which was attended by 100 readers of the publication aged 13 to 82 years. Respondents were asked questions about how often they read the newspaper, which headings attract their attention, and how fully the publication reflects urban life. The respondents told how they would like to improve the newspaper in terms of its content content and design.

From the history of the Serpukhov News

The newspaper "Serpukhov News" was created in 1918 under the name "Communist" on the initiative of members of the Revolutionary Military Council and the Serpukhov Committee of the RCP (b). For 100 years, the publication has been a faithful companion and friend of all Serpukhovichi. The newspaper continued to be published during the Civil War, during the Great Patriotic War, during Perestroika. The journalists of the "Communist" – "Serpukhov News" wrote about the problems of Serpukhovichi, about the work of city enterprises, covered the cultural life of the city. The newspaper earned the trust of many residents of Serpukhov: by the end of the XX century, almost every third family of the city subscribed or bought the publication.

In 2022, Serpukhov News is a municipal publication subordinate to the Government of the Moscow Region. The founders of the newspaper since 2021 are the GAU MO "Chekhov Information Agency of the Moscow region" (since 2000 publishes the newspaper "Chekhov today"), the administration of G.O. Serpukhov and the GAU MO "Editorial and Information Center of the Moscow region" (RIC MO).

The Serpukhov News Agency of the Moscow Region, which had been publishing Serpukhov News for 16 years, was abolished by the decision of the Regional Government in 2021. Serpukhov News is distributed free of charge, as are all municipal newspapers of the Moscow region. This decision was made by the regional leadership in 2019. The publication can be found in various institutions of the city (in the administration, in the MFC, at city enterprises, in polyclinics of the city, etc.). Nevertheless, in some Serpukhov kiosks with a seal, you can buy "SV". One issue costs about 20 rubles.

Municipal newspapers of the Moscow region are subordinate to the regional government. It determines all aspects of the existence of publications, including financial policy.

Every year, the regional leadership approves state assignments for all 60 regional print media. The regional leadership also allocates additional funds to municipal media for special issues about the celebration of significant events, for holding a campaign about the activities of the Governor of the region, for information campaigns about the tourist attractiveness of the Moscow region, etc.

Personnel policy of municipal media of the Moscow region

The personnel policy, as well as the financial one, is determined by the regional leadership. The staffing of municipal newspapers near Moscow is approved by the order of the GUIP MO. In 2017, the Department determined the staffing of Serpukhov News – 14 people [Order of the GUIP of the Ministry of Defense dated 30.03. 2017 No. 35RV-29. With the arrival of the Chekhov News Agency in Serpukhov News in June 2021, not only the editor, but also the entire editorial staff changed at the publication. The new head of SV does not come to Serpukhov, but controls the publication from Chekhov near Moscow.

We have already noted in the introduction that in regional media, editors are often people who are far from journalism [1, p. 15]. In the Serpukhov News, the situation is different. The former editor T.A. Andriukhina has three higher educations, and one of them is in Journalism (Dubna State University, Ugresha branch). Since 2004 she worked as a correspondent first in Serpukhov News, then in other city and regional publications.

The new editor of Serpukhov News and Chekhov Today, T.V. Evdokimova, also has a higher journalism education (Voronezh State University) and more than 30 years of professional experience. She has been heading the Chekhov newspaper since its appearance in 2000. T.A. Andriukhina and T.V. Evdokimova are members of the Union of Journalists of the Moscow region.

Formation of salaries of employees of municipal newspapers of the Moscow region

The salary amount, which includes not only the official salary, but also compensation and incentive payments, is the same for all managers and specialists of state autonomous media institutions of the Moscow region. Its size is determined by the decisions of the leadership of the region.

According to the Decree of the Government of the Moscow region dated 20.07.2007 No. 535/26, the salary of the editor–in-chief of the regional municipal newspaper is 21,960 rubles, his deputy - 20,860 rubles, the executive secretary – 18,000 rubles. Based on these documents, we determined that an ordinary correspondent of "SV", subject to more than 15 years of experience, can receive no more than 33,300 rubles per month. The media are directly dependent on the decisions of the regional leadership. All those who disagree on the ground are not kept, but are easily dismissed on their own.

Lack of funding complicates the development of suburban newspapers. Four correspondents hardly fulfill the required volume of publication – 40 news per day for the website and the weekly preparation of 16 pages of the printed version. Due to the large flow of information and lack of time, the quality of materials suffers.

Employees of municipal newspapers near Moscow, including Serpukhov News, receive a fairly low salary – below the average in the city. This reduces the loyalty of the editorial staff, and may also lead to a drop in the quality of texts.

At the same time, officials do not allow journalists of editorial offices to show their creative abilities, which turns the work of correspondents into reprinting press releases of city and regional departments.

The relevance of commenting on the topic of the work of regional media is beyond doubt, especially since 2021-2022 – the year of the COVID-19 pandemic – brought many organizations, projects out of the general normal mode of action, and reduced staff. The article under review attempts to provide a reasoned explanation of the financial component and personnel policy of the media of the Moscow region. The analysis of the problem is carried out on the example of the newspaper "Serpukhov News". The version submitted for publication has a clearly verified format, no serious edits in this direction are required.
