Abstract: The subject of the study is to establish the involvement of smoldering hookah coals in the occurrence of a fire during the production of a forensic fire-technical examination. Currently, there is no universal concretized algorithm for determining the involvement of tobacco smoking devices and hookah coals in the occurrence of a fire for all possible cases of fire. The authors have attempted to combine well-known information about the detection of signs of exposure to combustible materials from a relatively low-power ignition source with the results of experiments and studies of smoldering hookah coals. Two types of hookah coals were selected as objects of research: cubic natural charcoal for hookah, fast-burning cylindrical coal. Cotton fabric, cotton wool, paper, wood (pine), synthetic carpet with fine pile, synthetic carpet with large pile, soft decorative elements with synthetic filling and a pillowcase made of furniture fabric, PVC floor materials (linoleum, PVC tiles), floor panels, lined with polymer films (laminate). In conducting this study, a systematic approach was applied to the analysis of the situation of a fire-related incident, as well as general scientific empirical and theoretical research methods (observation, comparison, description, measurement, analysis and synthesis, etc.) The results of empirical studies confirm the hypothesis of the formation of deep charring zones in places of contact of hookah charcoal with combustible materials (wood, laminated floor coverings). Based on the results of experimental studies, a step-by-step algorithm for constructing versions about the occurrence of a fire from smoldering hookah charcoal is formulated, including focusing the attention of an expert (a person conducting an inspection of the scene of an incident related to a fire) on the need to take into account factors such as the time of the fire and the induction period of ignition, the presence of conditions for heat accumulation, the presence of air exchange, the presence of an air inflow into the smoldering zone, the presence of signs of the dynamics of fire propagation, characteristic of low-power ignition sources. It is noted that the probability of burning from smoldering hookah coal increases in cases where conditions are created for the smoldering process to proceed with minimal heat loss, the possibility of heat accumulation and the presence of an oxidizer (oxygen in the air) in sufficient quantities.

Abstract: The subject of the study is the digitalization of management activities in the educational organization of the Ministry of Internal Affairs of Russia. The object of the study is the processes taking place in the educational organization of the Ministry of Internal Affairs of Russia during the organization of personnel training, their optimization, as well as the development of the head's tools for working with an array of data in the areas of the organization's activities aimed at reducing the volume of paper document flow, reducing resources for data collection and systematization, obtaining information on the principle of "here and now" according to the currently necessary criterion of the effectiveness of the educational organization.
The authors note that the introduction of digital tools in the activities of educational organizations of the Ministry of Internal Affairs of Russia will provide the heads of organizations with the opportunity to obtain operational information to make effective decisions, create conditions for creating a unified system of electronic internal and external document management, while significantly reducing the need for duplication of information on paper for different regulatory structures. As a result of the conducted research, the authors proposed the development of a software product, the main task of which is to provide the head of an educational organization with an effective tool for analyzing the activities of an educational organization. The use of this software product in the activity provides the head of the educational organization of the Ministry of Internal Affairs of Russia with the opportunity to promptly receive data on all processes occurring in subordinate structural units, increases the efficiency of analyzing this data, provides additional arguments for choosing an effective strategy for the development of the organization, and also provides the organization with the possibility of operational communication and interaction with the Ministry of Internal Affairs of Russia, the Ministry of Education of Russia, the Ministry of Education Russia, training customers, as well as regulatory authorities and organizations.

Abstract: The subject of the study is educational relations arising as a result of professional training of employees of the internal affairs bodies included in the freelance sniper groups of the territorial bodies of the Ministry of Internal Affairs of Russia.
The object of the study is educational programs of professional training of employees of the internal affairs bodies of the Russian Federation, currently being implemented in educational organizations of the Ministry of Internal Affairs of Russia and professional training centers for employees of territorial internal affairs bodies of the Russian Federation at the regional level.
The authors analyzed the features of the training of freelance sniper groups, as well as problematic issues that arise during the implementation of such educational programs. As a result of the analysis, solutions are proposed aimed at improving the effectiveness of the training of employees of freelance sniper groups, as well as optimizing the activities of educational organizations of the Ministry of Internal Affairs of Russia, within the framework of the implementation of appropriate educational training programs. The proposed solutions will make it possible to implement measures aimed at improving the educational and material base of educational organizations of the Ministry of Internal Affairs of Russia, optimize the system of interaction of educational organizations with the Ministry of Defense of the Russian Federation, the Ministry of Health of the Russian Federation, the Ministry of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of natural disasters on issues of effective training of employees for service in special conditions. Changes in the content of educational programs of professional training of employees included in freelance sniper groups aimed at improving the professional competence of these categories of employees of the internal affairs bodies of the Russian Federation are proposed.

Abstract: The research subject is educational relations emerging in the process of professional training of newly-admitted police officers. The research object is the unified professional training programs for internal affairs officers implemented at educational institutions of the Ministry of Internal Affairs of Russia and professional training centers for regional internal affairs departments. The authors analyze the peculiarities of implementation of educational programs based on the unified professional training programs, and the problems educational institutions face during their implementation. The authors formulate the solutions helping to improve the considered unified educational programs, and optimize the work of educational institutions under the Ministry of Internal Affairs of Russia. The authors offer a mechanism of radical unification of professional training programs for internal affairs officers, which is based on the implementation of two versatile professional training disciplines. The solutions offered will help prevent the unplanned increase of teaching load and overcrowding in classes in case the officers of various positions are enrolled at the same training group. The authors suggest changing the contents of the disciplines “Firearms training” and “Physical Training” aimed at the increase of professional competence of internal affairs officers.

Abstract: The research is meant to systematize the form of preventive work with subordinate personnel of educational institutions in terms of official discipline, including the road and transport discipline. The research object is social relations emerging during the provision of official discipline and legality of internal affairs officers. The research subject is the preventive activities meant to eliminate disciplinary violations, including those in the field of road and traffic when using personal or official cars. 
The research methodology includes the system-structural method, the method of logical analysis and synthesis, the formal-legal and comparative-legal methods. 
The research is aimed at studying the issue within the educational discipline “The fundamentals of management in internal affairs bodies of the Russian Federation” of the main professional training programs for the profession of a policeman. 
Based on the analysis of literary sources and students’ disciplinary practice, the author analyzes the problems connected with the enforcement of discipline and legality in internal affairs bodies of Russia, including the sphere of road traffic. 
The author defines the optimum directions, forms and methods of preventive work aimed at strengthening discipline. 
The research results can be used in the work of educational institutions and local internal affairs bodies by the specialists of departments of psychological support and HR, and in the system of professional training. 
 

Abstract: Successful performance of professional duties by a police officer to a great extent depends on their personal and psychological characteristics and volitional powers. Such characteristics can be formed during professional and psychological training in the course of training, education, and official activities. Physical training lessons at an obstacle course can improve physical and mental strength of an officer and develop the necessary professional skills. The use of nonstandard elements of an obstacle course is aimed at the formation of mental strength of an officer in emergency situations. Therefore, the research objects are the elements of obstacle courses used in Russian and foreign law enforcement agencies, and nonstandard elements which can enhance obstacle courses and make them more realistic and resembling the real conditions of stalking a criminal in an urban environment. The nonstandard elements of obstacle courses and the peculiarities of their creation and overcoming, considered in the article, help to formulate the technique of development of psychological characteristics of police officers in the process of an obstacle course overcoming. The proposed nonstandard elements of an obstacle course can be used at physical training lessons in all main professional training programs for mid and senior command staff firstly employed at internal affairs agencies as operatives, as well as for private corps and junior command staff firstly employed as police officers.

The purpose of the research is the analysis of normative and educational materials and methodical literature describing the actions of a police officer in the face of an attack with objects used as weapons, meant to organize and consolidate into a single source the available data necessary for the study of actions of police officers in such situations.
