Abstract: This article is dedicated to substantiation of the possible use of ideology in public administration. The current situation in public administration is described as an information crisis that is a result of a large volume of information used in adoption of an administrative decision. In the course of social development, the character of such situation will be complicated due to the acceleration of information production. At the same time, the existing means of optimization of administration, for example mathematical modelling, can be applied in the everyday administration. In terms of considering the public administration from the perspective of the theory of decision-making, its optimization can be achieved through the reducing the entropy of the situation of choice of goals aimed at solution of the problematic situation. It implies that the chain of decision-making contains an additional section – the establishment of correspondence between the goals aimed at solution of the administrative problem and the positions of ideology. The author believes that in order to ensure optimization of public administration, the ideology must be viewed from the perspective of the systemic-information approach, as it can form the scientifically substantiated representation on the degree of orderliness, information capacity, and possible clarification and adjustment of the ideas comprising the conceptual foundation of ideology. The interrelation between the administration goals and values contained in ideology can be considered as a dynamic system, within the framework of which the goals form a factor of variability in such system, while the value forms a factor of sustainability. A conclusion is made that the desire to exclude ideology from public administration is the measure that increases the difficulty of administration.

Abstract: The paper considers topical issues of strategic target-setting in the Russian Federation. The second part of the study contains the results of methodological analysis of the system of strategic lines in the sphere of socio-economic development of the Russian Federation. This approach helps easily define the appropriateness of the strategic target-setting system, since, knowing the methodology, one can regularly check the conclusions of others from the viewpoint of their method and rely on them as on methodologically correct. The analysis of the current documents shows that by the end of 2016, the has been no formalized long-term strategy of socio-economic development. Therefore, the author considers the content of the “2020 Strategy: the new growth model – the new social policy”, since many of its provisions have been implemented in budgetary and financial policy. The methodological analysis of this document shows that it doesn’t contain any socio-economic development model; it merely offers the set of separate measures, which can’t guarantee any result. The generalization of strategic planning helps the author to conclude that two approaches can be used for target-setting: a target-based and a scenario-based. In the author’s opinion, progressive development can be achieved if these two approaches are combined. The author also reveals some methodological positions connected with a possibility to formulate positive targets of social development in the context of the current condition of social and scientific thought. Targets should be formulated on the basis of values. Interrelation between targets and values is the basis for the assumption about the existence of some targets-values system, which determines the direction of socio-historic movement. The author concludes that the detection of a wide range of initial characteristics of the object of development is the essence of the task-oriented approach in strategic target-setting in socio-economic development.

Abstract: This article makes an attempt to formulate and logically substantiate the hypothesis about the strategy and system of ensuring national security as one of the directions of development of scientific thought in theory of ensuring the national security. The object of this article is the social relations the emerge in the process of determination of target orientations of the strategic planning in the area of national security and socioeconomic development, as well as organizational-legal means of their achievement. The subject of this work is the conceptual positions of the National Security Strategy of the Russian Federation, as well as theoretical and normative sources regarding the questions of goal setting in the sphere of strategic planning. Based on the analysis of the system of strategic planning in the Russian Federation and a number of conceptual provisions presented in the National Security Strategy of the Russian Federation, the author make a conclusion about the possibility of introduction into the scientific circulation of such academic notions, as the “strategy of ensuring national interests” and “system of ensuring national interests”, the interaction between which can be characterized as the goal and means of government administration. In the author’s opinion, the use of these notions well allow strengthening the system connections between the goals of development and provision of national security, ensure the methodological unity of the approaches in strategic planning in the area of ensuring the national security and socioeconomic development, as well as exclude the chance of emergence of the conflict of priorities between the strategic orientations.

Abstract: The paper considers the topical issues of strategic target-setting in the Russian Federation. The part one contains the results of methodological analysis of the national security provision strategies. To prove the importance of target-setting in public management, the author applies the hypothesis that ineffectiveness of measures, aimed at the development of the country, is caused by insufficient target-setting. Strategic target-setting in the sphere of national security provision is characterized by the fact that the key strategical guidelines of national security provision – national interests of the Russian Federation – include the issues of national security provision and the socio-economic development issues. The author explains such a mixture of development and security goals by the absence of a scientifically based vision of the hierarchy of development goals of the society and the provision of its safety. The author applies the methods of formal-logical and comparative analysis, modeling and analogy with the results of other sciences: activity theory, motivation theory, and synergetic. In the author’s opinion, the effectiveness of strategic target-setting can be ensured subject to the fundamental interrelation and interdependence of the national security strategy and the socio-economic development strategy of the Russian Federation. The author concludes that the recognition of threats to the safety of a person, the society, and the state forms the contents of task-oriented target-setting in the sphere of national security provision.
