Abstract: The subject of this research is social engineering as the change management activity on the macro-level. The content of social engineering is revealed through the analysis of concepts: change, future, design, and innovation. The relevance of question on the state as a strategic subject engineering social changes is underlined. The authors pursue correlation between the large-scale national projects and global engineering by means of designing image of the future. Design and innovations are viewed as a technology and result of social engineering respectively. The need for creation of integral national system of innovation development with involvement of new subjects-innovators is substantiated. The scientific novelty consists in the original approach towards supporting social engineering through determination and semantic saturation of the four concepts, the main of which is the concept of “change”. The uniqueness of this work lies in new interpretation of the notion of “design” as a technology of social engineering that is substantiated sociological and anthropologically through the procedure of externalization. It is emphasized that change management requires attention to the development of social futurism strategy.

Abstract: The subject of this research is the social design (project management) as the activity of managing changes at the macro level embedded into the system of public administration. Project management is viewed in the context of the three stages of management cycle, each of which reveals the content of its inherent functions. Particular attention is dedicated to the specificity of managerial relations between the subject and object of project management. At all stages of management cycles, the author underlines the axiological aspect of social macro management. Relevant problems regarding the implementation of functions of project management in Russia are examined. The novelty of this work consists in substantiation of the original approach towards consideration of social design not as a separate function of public administration, but as a particular type of management. The author proposes a model of state project management, consisting of the management cycle that contains three main stages characteristic to each stage of the function. Based on the theoretical model, the article describes the functions of project management, as well as demonstrates the difficulties of its implementation in the modern Russian conditions. The conclusion is substantiated on the need for overcoming chaotization of public consciousness in modern Russian leaning on the ideas and values that reflect the country’s national identity. This conclusion is of practical relevance for realization of the project that qualify as national.

Abstract: This article conducts a philosophical analysis of the sociocultural aspect of administration, focusing attention on its axiological component. The authors substantiate the importance of axiology of administration on both, the government level, as well as the level of a separate organization. Specificity of the administrative influence through the organizational culture is being revealed. The work substantiates the necessity of taking into account within the work activity the traditions of national culture, its ideals, and values. The authors examine the importance of axiology of administration in solution the tasks of innovative development of the Russian society, when there is a need to motivate people for creativity, initiative, and risk. The scientific novelty consists in overcoming the gap between the culture and sociality within the administrative process, as well as in determination of peculiarities of mechanism that regulates creativity and innovative activity through the values; the latter are considered an essential element of sociocultural administration. The conclusion is made about the advantages of such regulation of creative work, as a challenge, which derives from the ideal nature of values.
