Abstract: In the 90th Russia had the reform of public health service which eventually created the combined ‘social and market’ model. In such a way the government tried to manage public health system y the means of market instruments and to keep the social orientation of the health system. According to the authors, this model is quite ineffective and thus, it is the main reason why all efforts of the Russian government to raise financing of public health service are accompanied with the decline of accessibility and quality of the medical service which is a threat for national security of the country
