Abstract: The structures of civil society represent the interests of the wide variety of social groups and communities. They attract attention to the obvious and hidden problems, allowing to form the system of communication between the state and the society. The formal institutions of this type at the federal level were created after the Civil Forum of 201, the formation of the Social Chamber of the Russian Federation in 2004, reform of the Civil Rights Commission into the Council under the auspices of the President of the Russian Federation in 2005. This article is devoted to the study of such institutions and their role.
