Abstract: Joel Lebechou is a Prefect, and he works at the the Department of Modernization and Territorial Activities of the Ministry of Internal Affairs of France. He deals with state subdivisions in crisis situations, including natural catastrophes, and is quite experienced in this field. His speech is devoted to organization of crisis prevention in France. In particular he reviewes certain provisions of French legislation on internal security, correlation and differentiation of French justice and police, administrative and judicial police. He also pays much attention to competence and functions of Prefects in crisis management.
