Abstract: This article makes an attempt of comprehensive analysis of the phenomenon of youth parliamentarism as a structural possibility of involvement of representatives of the Russian youth in law-making activity. The authors formulate a definition of youth parliament, as well as describe the organizational and legal framework of functionality of youth parliamentary structures. The authors develop a model of systemic assessment of the effectiveness of youth parliamentary structures based on the five key vectors of activity of these institutions: legislative, project, personnel training, and the organization of socially significant events. The need is substantiated for implementing such methodology of assessment and comparison of the effectiveness of activity of youth parliamentary structures in different regions of the Russian Federation for the purpose of determining most successful strategies of fulfillment of their functionality. The novelty of this work consists in the detailed analytical overview of the doctrinal and legal definitions of the youth parliament, as well as in elaboration of practical approach towards assessing the activity of regional youth parliamentary structures. The main result of the conducted research lie in the original (proposed by D. A. Fedotov) procedure for calculating the key performance indicators and efficiency coefficient. It is proven that introduction of universal indicator of youth parliamentary structures would eventually stimulate the development of youth parliamentarism in the Russian Federation. The authors formulate the assessment criteria for each vector of activity of the youth parliamentary structures. The future implementation of the all-Russian rating model would increase the effectiveness and coordination of interaction between the youth parliaments and civil society institutions

Abstract: This article examines the symbolic practices of formation of Soviet identity in film footages and documentary photographs. The concept of Soviet identity is analyzed from the perspective of emergence of the new type of legal culture, which leans primarily on the doctrinal sources underlying the Marxist teaching on the socialist type of society, as well as in relation to the concept of Soviet constitutionalism. It is underlined that visual practices and representations allowed the Bolsheviks restructure the existing type of relationships between the former nationals of the Russian Empire and state authority based on establishment of the efficient horizontal model of participation in the political affairs, grounded on the mass agitation and propaganda of Soviet values comprising the Constitution of the working class. The research methodology contains the qualitative sociological analysis of visual materials and documentary sources, therewith the concept of Soviet identity is interpreted through the lens of cultural-anthropological concept of symbolic policy and the notion of metanarrative G. Gill).The main conclusions of the conducted research consist in the presence in the official state visual policy of identity of the early Soviet period of key concepts represented in the form of the mass collective actions: proletarian dictatorship, Soviet Constitution, commune, and others. The discourses on the formation of Soviet identity include the opposition to global imperialism, enemies of the revolution, and praise of labor as a community-building force of the proletarian state. The scientific novelty lies in the use of methodology of visual analysis of video footages as a source of interpretation of the Soviet symbolic policy and ideological activity.

Abstract: This article is dedicated to representation of the myth of “proletarian dictatorship” in the Soviet constitutionalism. Having emerged in the XIX century, this mythologem experienced certain transformations as a result of targeted work of the party leaders, legal experts and scholars on creating the first Soviet constitution. Later, its ideological content received normative consolidation in legislation. A symbolic reflection of revolutionary myth became the national holidays, demonstrations, cinematography and theatre, banners and other cultural phenomena that contributed to formation of the new civil consciousness. The authors trace the origin of the concept of “proletarian dictatorship”, as well as its further evolution in Lenin’s doctrine on the state. The description of symbolic practices of representation of ideological framework of the Soviet revolutionary regime allows demonstrating the practical implementation of the new type of constitutionalism – the Soviet. The article substantiates the gradual arrangement of the idea of “proletarian dictatorship” as a fundamental myth of the early Soviet State, as well as examines its visual and communicative aspects. The novelty of this historical-legal research is defined by the use of interdisciplinary approach and comprehensive analysis of the Soviet national ideology. The conclusion is made that the legal ideas contained in the Soviet constitutional doctrine proliferate and reproduce through large-scale cultural manifestations that create revolutionary institutions and examples of civil behavior. At the same time, the myth of “proletarian dictatorship” serves as distinct cultural foundation for the new political legal regime that expresses the essence of the Soviet constitutionalism.
