Abstract: The object of this research is the legal communication. The main conclusions and definitions, formulated in this study, are the continuation of the communicative theory of law of A. V. Polyakov and accord with the cultural research of I. L. Chestnov. For examination of the phenomenon of legal communicative competence, the author adapts the definition of legal communication. It is asserted that the legal communicative competence can become one of the key instruments for determining the efficiency of legal system in compliance with I. L. Chestnov’s program of anthropological assessment of the efficiency of law. The formulated within the framework of postclassical methodology definition of the communicative competence represents the advancement of the communicative theory of law with the accent on the actors of legal communications. The analysis of legal communicative competence is aimed at explanation of the legally significant human behavior, which leads to the narrowing the gap between the theory of law and legal practice. The presented material can be valuable for the future theoretical and empirical studies for assessing the level of the efficiency of legislation, linguistic competences of the citizens of the Russian Federation, foreign citizens, and stateless persons; development of the methods of increasing the efficiency of legislation, and programs of improving legal literacy of the population.

Abstract: This article is dedicated to the system of Russian language testing, knowledge of history and basics of legislation of the Russian Federation. The subject of this research is the realization by the government bodies, organizations, and other involved actors of positions of paragraph 8 of the Article 15.1 of the Federal Law No. 115-FZ of July 25, 2002 “On the Legal Status of Foreign Citizens in the Russian Federation”. The goal of this work consists in describing the current practice of implementation of the indicated norm in 85 constituents of the Russian Federation for further formulation of recommendations regarding its improvement. The article provides the research results of one of the components of the system of linguistic-didactic testing – the regional system of Russian language testing, knowledge of history and basics of legislation of the Russian Federation. During the course of this research, the author had analyzed over 120 normative acts, surveyed 509 respondents, 412 of whom are employers of the organizations responsible for carrying out the test, and 97 persons – officers of the regional branches of the Ministry of Internal Affairs.

Abstract: This article examines the questions of the language and sociocultural integration of the migrants’ children in the Russian Federation. Currently, the time of the language integration among adult migrants and their children is one of the most relevant issues within the scientific circles, as well as political debates. This research is based on results of the analysis of foreign and Russian publication, dedicated to the problems of integration and adaptation of the migrants’ children, normative legal acts of the Russian Federation, and bylaws of the government of the Russian Federation. The author conducts an analysis of the existing definitions of the notion of “migrant child”, as well as presents classification of the various groups of the migrants’ children. The key issues inherent to the modern Russian system of integration of the migrants’ children into the accepting society are being determined. In accordance with the results of review of the official documents of the European countries on the problem of integration of the migrants’ children, the article demonstrates an evolution of approaches of various European states towards the solution of the problem of sociocultural adjustment. In conclusion, the author highlights several modern generally accepted approaches towards integration of the migrants’ children in the countries of Europe, as well as signifies the possible ways of implementation of such approaches, considering the nuances and peculiarities of the current system of integration of the migrants’ children in Russia.

Abstract: This article explores the evolution of development and current situation of the state system of language education testing in the Russian Federation. The author highlights corresponding normative acts at every stage of development of the system that regulate the procedure of state testing of Russian as the second language, as well as exam for Russian as the second language, history of Russia, and the basics of the legislation of the Russian Federation. The work presents the key peculiarities of the functionality of the language education testing system on the federal and regional levels. The research is based on the results of the analysis of the legislation of the Russian Federation, as well as bylaws enacted by the branches of government of the Russian Federation. A conclusion is made that the current state system of language education testing can be divided into state system of testing for Russian as the second language and state system of exam for Russian as the second language, history of Russia, and basics of the Russian legislation. The system of comprehensive exam, in turn, subdivides into federal and regional.

Abstract: The paper considers the issues of language and sociocultural integration of migrants in different European countries. The author analyzes the legal provisions concerning the compulsory linguistic integrational tests for the majority of migrants coming to the receiving country, and the minimum requirements to the level of communication skills of foreign citizens and stateless persons applying for any legal status. The author demonstrates the unified classification of formalized requirements to the command of the official language and the sociocultural background of the receiving society depending on the migration goals. The author reviews the legislative bases of nine European countries: Austria, Great Britain, Germany, Spain, Italy, the Netherlands, Finland, France and the Czech Republic, and concludes that in various situations in all the countries under consideration a foreigner should confirm the command of the national language and sometimes the cultural background of the receiving country. Consequently, the development of the modern Russian legislation concerning compulsory language tests and the knowledge of the history of Russia is in line with the European migration policy trend. The results of the study can be used for a further detailed consideration of the mechanism of legal regulation of social relations dealing with Russian as a foreign language.
