Abstract: The subject of the research is the theory and practice of assessing the level of transport accessibility of the territories of the northern regions. The existing generally accepted methods for assessing transport accessibility are considered, which do not fully take into account the features of the transport system available in the regions of the North - the widespread use of temporary roads (winter roads). The article proposes a methodological toolkit for assessing the level of transport accessibility for the northern regions, consisting of the calculation of three main indicators that affect the rise in the cost of transport costs for the delivery of goods to hard-to-reach areas. The proposed methodological tools take into account the complexity and multilink of deliveries, the seasonality of the functioning of transport systems and the possibility of changing transport schemes. The novelty of the study lies in the development of the author's methodology for assessing the transport accessibility of the territories of the northern regions, taking into account the system of indicators that reflect the features of the formation and functioning of transport systems. The developed methodology makes it possible to obtain a coefficient that is proposed to be used as the main indicator when planning financial measures to support local economic systems.The author proposes to apply this methodology in the distribution of regulatory measures, including: budget loans and regional subsidies aimed at covering transportation costs within the framework of the "northern delivery" of goods. When developing this methodology, the main condition was met, under which the price of delivery is not taken into account, which makes it possible to use the result of the assessment in planning the volume of financial support and not depend on fluctuations in prices for transport services.
