Abstract: The subject of this article is ensuring the sustainable development of universities in the period of a new technological order; the object of the article is the university; the purpose of the work is to ensure the sustainable development of universities in the process of forming a new technological order. To achieve this goal, the following tasks of this study are solved: research and clarification of the concept of sustainable development of the university; study of sources of risk of loss of stability in the process of transition of the university to a new technological order; analysis of the structural components of the concept of sustainable development of universities. Scientific methods used in this article are the theory of sustainable development, historical and logical analysis, theory of higher education, theory of technological structures, theory of hierarchical systems, system analysis, forecasting theory, theory of lean manufacturing, and expert methods. The scientific novelty of this article is determined by the formation of the concept of sustainable development university in the period of a new technological order.

Abstract: The subject of the article is methodological aspects of the application of neurotechnologies in management, economics and geopolitics during the global crisis and hybrid wars; the object of the work is neurotechnologies in the conditions of the 9th technological order; the purpose of the article is to reduce the geopolitical risk in international relations during the 9th technological order, the development of the 9th technological order. The relevance of the article is related to the geopolitical crisis and the intensification of the use of neurotechnologies in the process of geopolitical competition during the transition of the world to a new world order; it is important to take into account that the development of neurotechnologies is one of the main directions of technological development in the formation of the 9th technological order. The scientific novelty of the work is determined by the synthesis of the methodology of managing geopolitical risks in the conditions of the global crisis, based on the development and practical application of neurotechnologies in the period of the 9th technological order. The goal of this work consists in establishment of the administrative mechanism for increasing the students’ motivation for the purpose of improvement of the quality of higher education. Abstract: The subject of the research is innovations as a structural element of the mechanism of monetary and credit regulation in economy. The object of the research is the monetary and credit regulation in economy. The hypothesis of the present research is that innovation activity is a structural element of the mechanism of monetary and credit regulation in economy based on the creation of the intellectual rent in the process of innovation. This creates the innovation monetary multiplier which is part of the mechanism of monetary and credit regulation under the conditions of the global crisis and causes deflation in the countries with the developed innovation activity and, at the same time, rise in inflation in the countries with the low level of innovation activity. The purpose of the present article was to study innovation activity as a structural element of monetary and credit regulatino under the conditions of the global financial crisis. In order to achieve the goal, the authors have solved the following research tasks: - they have analyzed the essence of monetary system and causes of inflation; - innovations as the source of the intellectual rent in economy; - essence and nature of functioning of innovations as part of the mechanism of monetary and credit regulation in economy under the conditions of the global financial crisis. The methods used in the present ersearch include logical and historical analysis, systems and anti-crisis analysis, synthesis, comparative analysis, inflation and deflation risk analysis. The scientific novelty of the research is caused by the fact that the author justifies the presence of the monetary innovation multiplier related to the intellectual rent. This innovation multiplier opposes the banking multiplier in economy which decreases the risk of the inflationary development, therefore innovations can be an element of the structural anti-inflationary policy. The authors analyze peculiarities of the influence of innovations on the process of credit and monetary regulatino under the conditions of the global financial crisis.

Abstract: The subject of this research is the philosophical and cultural foundations of geopolitical control during the process of the world systemic changes when exiting the global crisis. The object is the philosophical concept of the development of geopoliticology. The relevance of this article is determined by the fact that in 2015 the global crisis is reviewed as a philosophical crisis of the world order and culture of geopolitical control. In the difficult situation of the application of sanctions and geopolitical confrontation, grows the importance of creation of an integral philosophical and cultural concept as a developed scientific theory in the area of geopolitical control. Namely, based on the advancement of the philosophy and culture, theory (methodology) of geopoliticology, the forecasting and scientific substantiation of the possible geopolitical crisis response measure become possible. The goal of this works is the development of philosophical and culturological concept of geopoliticology as the scientific foundation for geopolitical control. The main conclusions consist in the following: clarification of the notions “world order” and “geopolitical control” and their content; establishment of the philosophical and methodological foundations for geopoliticology as a science about world order and geopolitical control over geopolitical processes.

Abstract: The subject of the present article is the methodological aspects of the staff competence as well as the structure of the multichannel finance facility for increasing the corporate staff competence. The object of the research is the multichannel finance facility for increasing the competence of the corporate staff as part of the policy aimed at creating and implementing the best available technologies to increase the quality of the higher professional education. To achieve this purpose, the authors have solved the following tasks: - set the task to increase the staff competence by applying the concept of creation and implementation of the best available technologies for increasing the quality of education; - studied the contents and peculiarities of the development and implementation of the strategy of increasing the corporate staff competence; developed the finance facility and analyzes structural elements of the multichannel finance facility for increasing the staff competence. The research methods used by the author of the article include synthesis and analysis, comparative analysis, logical analysis, financial analysis and forecasting, stochastic analysis and financial studies. The scientific novelty of the research is caused by the fact that the authors develop the facility for increasing the corporate staff competence, study the goal to increase the staff competence within the framework of the concept of the best available technologies of education and maintenance of a required quality of the staff training and discuss the definition, contents, structure of the strategy for increasing the quality of education as well as study the methodological aspects of the development of the multichannel finance facility of additional training of the corporate staff including the insurance mechanism of such financing of increasing the corporate staff competence.

Abstract: The subject of this article is geoeconomics as a methodological basis of geopolitical economy. The object of this article contains the strategy of ensuring national security by developing geopolitical economy. The goal of this work is to increase the level of national security of the country via forming a strategy of establishing geopolitical economy of the country in the conditions of surmounting the global crisis. Abstract: The subject of this article is the method of management, control and diagnostics of competence, based on the financial result of an innovation project. The object of research is the innovation personnel of an organization. The goal of this article is to develop a method of innovation personnel management on the basis of control and diagnostic of the level fompetence of innovation on the global market, taking into account the complexity of the innovation projects and the risks that they carry. Under "innovation party competence", the article understands the presence of a competence as a system of knowledge and practical experience that are required for an innovation team for a competitive innovation product, or service. The authors studied the defining traits of personnel management in the innovation industry, gave the definition of competency control and diagnostics for the innovation industry, structurized the external and internal risks of an innovation project, and formulated the requirements for the innovation party's level of competence. The authors narrow down the definition of personnel management in the innovation industry, define and provide criteria for innovation party 's competence, based on the analysis of the specifics of their work, provide a method of control and diagnostics for competence levels in the innovation industry, and formulate the method for competence evaluation, based on the final result of the innovation project.

Abstract: Geoeconomicology as a methodical basis of geopolitical economy of the state is the subject of this study. The object of this study is the strategy of national geopolitical economy's development.
The gual of this article is to form a strategy for developing geoeconomicology as a methodical basis for developing the country's geopolitical economy in the conditions of exiting global crisis.
In order to achieve this, the author resolves the following tasks:
-to study the definition and content of the strategy of geopolitical economy's development;
-to study the definition, content and defining traits of geopolitical economy, considering the evident 2015 global economic crisis;
-to form the basis of geoeconomicology as a science on geopolitical economy and a geoeconomical mechanism;
-to research the defining traits of geoeconomic competition, considering the projected variants for post-crisis world order, and the influence of world order on geopolitical economy;
-to research the factors that impact the success of national economies.
The methods of this research include historical retrospective analysis, logical analysis, comparative analysis, logical projections, linguistic approach, joint analysis. THe novelty of this research is based on the fact that it sets and solves the scientific tasts of studying the definition and content of the strategy of geopolitical economy's development, the definition, content and defining traits of geopolitical economy, considering the evident 2015 global economic crisis, forming the basis of geoeconomicology as a science on geopolitical economy and a geoeconomical mechanism, researching the defining traits of geoeconomic competition, considering the projected variants for post-crisis world order, and the influence of world order on geopolitical economy, researching the factors that impact the success of national economies.

Abstract: The subject of the research is the methods of the development and analysis of the concept of higher distance education according to the principles of the value-based approach. The object of the research is the concept of value-based higher distance education. In 2015 the importance of the research is defined by the fact that the discussion on the issues of distance learning in Russia is still going on. In addition, a number of internal and external factors create the need to reform the system of higher education in our country. At the present time one of the directions of such education reforms is the intensive development of the sector of distance education based on the use of IT, media and Internet technologies. The purpose of the present article is to create methodological approaches and to analyze the concepts of distance education taking into account values of modern education. The research methods include general and special research methods such as analysis and synthesis, structural and logical analysis, retrospective analysis and projected development. The main conclusions of the research have been made after achieving the following research objectives and goals:
to study the definition and special features of the concept of education considering its influence on the innovation sector of the government and society;
to study peculiarities of the value-based education;
to study factors and technologies for the implementation of the concept of value-based higher distance education as an innovation and direction for practical develoopment of education;
to analyze various concepts of value-based higher distance education.
