Abstract: The subject ofthe research is the indigenous education in various countries including Australia, Canada, Norway and the United States. The author of the article considers the foreign and Russian practices of indigenous education. The focus is made on the global experience of providing higher education to indigenous peoples of the North. The possibilities of modern Russian universities for the development of an internationally significant master's programs on indigenous education are examined. By analyzing the experience of the universities of Norway, USA, Australia, Canada and Russia, Sitnikova offers the challenge to develop relevant and dynamic master's programs in the field of education for the indigenous peoples of the North, Siberia and Far East. The main research method used by the author of the article is the critical analysis of university programs and curriculum in the sphere of indigenous education. Theoretical review is completed with additional knowledge obtained by the author in the course of her field trips to the places of indigenous small ethnic communities in the Krasnoyarsk Region during the period of 2010 - 2015. As the main conclusion of the research, the author emphazies the need for particular recommendations to be made for federal and regional executive and legislative authorities, local government bodies, social organizations for indigenous peoples of the North and chiefs of university educational programs. The researcher suggests to develop and implement a new educational program that would be based on international standards of indigenous education at Siberian Federal University.

Abstract: The research subject of this article is the methodological approaches to the analysis of culture as a socio-anthropological system. Thus, culture is the subject of the complex social cognition. This study presents an analysis of the methodology of cultural studies at the present stage of science advancement: the author of the article examines the current classification of cultural research methods, offers her own classification depending on the role and importance of practical cultural research in obtaining knowledge about culture and defines the place of the study of cultural concepts in the offered system of methods. In her research Sitnikova focuses on establisign the scientific rationale for the synthetic methodology in cultural research from the point of view of the socio-anthropological perspective.The main research method used by the author is the analytical and critical review of existing approaches, concepts and methodologies. Sitnikova offers her classification of methodological approaches and substantiates the most effective methodological strategies. The main conclusions of the study: 1) Theoretical methods are aimed at the development of the categorical apparatus of cultural studies. Theoretical methods are designed to build cultural studies as a science in the image of a logical system of natural sciences. 2) Applied methods are devoted to the study of certain cultural phenomena selected by a researcher. Applied methods of cultural studies are used when the problem can be solved by the methods of related humanities. Applied methods of cultural research include field expedition, opinion surveys, psychological experiments, philosophical and art historical analysis, philological text analysis, modeling of transformative cultural practices. 3) Synthetic methods for studying culture as a socio-anthropological system imply a specific structure of cultural researñh where applied research is necessarily accompanied by theoretical knowledge. The main feature of the synthetic methods of cultural research is to study culture for the purpose of learning culture of our time. Synthetic methods of cultural research include functional analysis of culture, structural analysis of culture, hermeneutics and linguoculturological analysis.

Abstract: In the present article the principles of carrying out modern forsight research are considered. In introduction the forsight research place in a circle of other operations with forecasting of the future, such as is defined: forecasting, science fiction and planning. Advantages of forsight research before them as most scientific and reliable approach to anticipation of future scenarios of development of certain phenomena in mankind life are listed.The second section of article is devoted to the description of modern techniques of carrying out forsight research. The statistics of the most used Forsythe's methods according to data of the European research of 2007 is given, the short description and a scope of the most applied methods is the review of literature, the bibliometric analysis, Delfi-oprosa, critical technologies, a method of carrying out expert panels, brainstorming, development of scenarios of the future, SWOT analysis, etc. is submitted. The scheme of the most traditional combinations of several methods for carrying out complex forsight research is provided.The third section of article is devoted to creation of strategy of use of methods of forsight research for studying of social and anthropological systems and ethnic and cultural populations. The main method of research is the analytical and critical review of scientific sources. As a result of the review of methods of the forsight analysis a certain methodological strategy of forsight research of northern regions of the Russian Federation is offered. In this part that now culturological forsight researches are at a formation stage is fixed, some basic principles of methodological strategy of culturological forsight research are formulated. In addition in article the range of the existing forsight research methods which have to be applied to studying of ethnocultural systems is allocated. In particular, the importance of carrying out civil panels that distinguishes forsight research of ethnocultural system from other areas of its application is emphasized (politicians, the industries, economies, etc.). Also in article the range is offered those for carrying out expert panels on studying of the future of ethnocultural systems.
