Balashova, M. V. Topical Issues of Public Participation in Local Self-Government of Russia

Abstract: The article is devoted to evaluation of the place and role of public participation in functioning of the local self-government institution. The basic tendencies are described based on the materials of the local self-government reform held in 2003. The factor of population as a subject of local self-government is shown as one of the key factors for a municipal reform and the entire system of local self-government.
