Abstract: Complicated nature of local self-government in the system of public authority is conditioned by contradictory appraisals and opinions regarding its social and political nature and future development. If we apply the synergetic approach at analyzing territorial self-organization of a local community, it gives us a completely different point of view on content and orientation of the political process in modern Russia.
