Abstract: During 1980s and early 1990s the administrative control of the federal government in the sphere of education lessened due to the fact that there were less regulating documents and the rights of federal bodies in the sphere of financing were limited as well. The issue of quality of education is central for the systems of professional development of all the developed states in the world. Due to this fact, there’s obvious need for mechanisms of control of quality, such as standards of education.
