Abstract: Since the word "people" in the Russian language is initially polysemantic, and even in the Constitution of the Russian Federation it takes on different meanings, there is no universal interpretation of this term. This article discusses various approaches to this issue. At the same time, the author notes that each of the above points of view has a set of political and legal grounds and is implemented in one way or another in normative and law enforcement practice.
