Abstract:
The relevance of this research is substantiated by the currently growing role of financial relations in the formation and execution of budgets of the constituent entities of the Russian Federation. The formation and implementation of budgetary policy of the Russian Federation determines the economic and financial framework for functionality of the region and life of the society as a whole. The goal is to assess the factors contributing to the formation of regional budget of the Khanty-Mansi Autonomous Okrug – Yugra. The subject of this research is the revenues and expenditures of the budget of Khanty -Mansi Autonomous Okrug – Yugra. Practical importance of the conducted research lies in the obtained results that allow the regional budgets to choose the way for improving budget security. The information base is comprised of the scientific works of Russian and foreign authors, educational-methodological publications, materials of the scientific conferences dedicated to the formation of regional budgets, legislative and normative acts of the Russian Federation,, reference materials of the Federal State Statistics Service Of the Russian Federation. The main conclusion consists in determination of the factors influencing the regional budget of the Khanty-Mansi Autonomous Okrug – Yugra. The author's special contribution lies in evaluation of the specificity of formation of budget of the Khanty-Mansi Autonomous Okrug – Yugra, as well as the methods aimed at minimization of budget risks for solution of the regional budgetary problems. The formulated recommendations for increasing budget security would promote the innovative development and improvement of budgetary and tax relations of the regional budgets. The theoretical significance consists in advancement of the theory of regional economy. The acquired results can be applied in theoretical substantiation of the strategic tasks of managing regional budgets.

Abstract:
This article examines public practices of the Christian saints in the Eastern Mediterranean during the IV – V centuries, and leans on studying the hagiographic works. The traditional Roman public events in the period of Late Antiquity with the advent of Christianity gradually ceased their popularity, particularly die to the state and church policy. Along with church liturgies, festivities, and sermons, Christianity offered a new type of public events – ascetic pageantry. Publicity as an important aspect of ascetic practices practically is outside the scope of attention of the modern historians. The author reviews public practices as an informal act of impacting viewers with a profound cultural meanings. The conclusion is made that holy ascetics represented a new Christian pageantry that contributed to dynamic Christianization of the empire and fulfillment of important social functions. Public actions of the ascetic resembled the true faith, such as of the martyrs. The first crucial function carried out by the ascetic in performing public asceticism is the concentration of sizeable Christian population that had a need for such event. The second one consisted in teaching to discern who is a real Christian and how to become one.

Abstract:
The subject of this research is public and private initiatives of the population in the development of public education in the Minusinsk District of Yenisei Province in the late XIX – early XX centuries. The goal consists in studying the role of public and private initiatives in the development of public education in the territory of Minusinsk District of Yenisei Province over the period under review. The article employs the cultural-historical and historical-geographical methods; historiographical framework is comprised of the materials of pre-revolutionary periodical press (the newspaper “Eastern Review”), statistical data of Reviews of Yenisei Province, archival documents of the Minusinsk State Archive, and published documentation. Special attention is given to charitable activity of such individuals as I. G. Gusev, V. A. Danilov, F. F. Devyatov, N. M. Martyanov, I. M. Sibiryakov, and others in the sphere of public education. The article reviews the role of the Board of Regents of Minusinsk Women's Professional Gymnasium and Minusinsk Society for the Monitoring of Elementary Education on the issue of literacy of the local population. The conclusion is made that the autonomous socially important activity of the representatives of merchantry and peasantry, as well as nongovernmental organizations, contributed to an increase in the number of schools, improvement of financial situation of educational institutions of Minusinsk District, and attraction competent pedagogues to the Siberian province.

Greek demons who murdered children

Abstract:
This article describes the Ancient Greek mythological characters who were attributed with murdering children: Lamia (Λάμια), Mormo (μορμώ) and Gello (γελλώ).The ssuperstitions associated with these demons remain in Greece to this day, although their images have undergone certain transformation. The object of this research is the mythological representations of the Ancient Greeks, while the subject is demons who murdered children. The goal of this article is to determine the role of children's horror stories in life of the Ancient Greek society. The author reviews the facts testifying to the existence of characters as Lamia, Mormo, Gello and Empusa in the Greek and Roman texts, as well gives characteristics to their images based on the comparative analysis. The conducted analysis reveals the common traits of the demons who murdered children: frightening appearance, combination of human and animal traits, ability to transform, identification with Hecate, as well as the story of the failed motherhood underlying the history of emergence of the demon. The key functions of these mythological characters consisted in explanation of the sudden infant and maternal mortality typical to the ancient times, as well as teaching children and adults a lesson. The first could be frightened with such stories, and the latter had to learn from the tale that demonstrates the harm of reckless following the temptations or refusal of fulfilling the prescribed social roles, socially acceptable behavior.

Abstract:
This article discusses the events of the Seven Years' War from the perspective of supplying the troops of the Russian army with food and adapting it to the European military campaign. An overview is given to the key battles of the Seven Years' War, reflecting the nutrition of troops and activity of certain individuals on maintaining military capability of the army. The author also touches upon the fate of A. V. Suvorov and the beginning of his service as a supply officer, which left an imprint on his future career. The article is based mostly on archival materials of the Russian State Archive of the Ancient Acts, as well as literary sources of scientific nature. The article describes the time of the dawn of the absolutist Russian State, being a powerful international force. The history of food service on the example of the Seven Years’ War of 1756– 1763 is dedicated to the history of food supply of the Russian army and population throughout the Seven Years' War (1756–1763), the main type of supply changed depending on the financial situation of the state. The history of food service in Russia is one of the most remarkable pages in military history. Food service, which established with the advent of the Russian regular army, has been one of the main vectors of activity of the military department for centuries.

Abstract:
This article introduced into the scientific discourse a previously unknown document from the personal fund of the Emperor Nicholas II stored in the State Archive of the Russian Federation. The document, dedicated to manufacturing of the imperial uniform, is interpreted via examining the sources of personal origin — diaries and memoirs of the last Russian emperor and his immediate circle, authentic uniforms of the Emperor Nicholas II from Moscow and St. Petersburg museums, as well as photographic documents from the Central State Archive of Cinema, Photography, and Audio Documents of St. Petersburg. Methodological framework is based on the chronologically problematic method. In the focus of research is the dynamics of prewar events that cover June – August 1914. Emphasis is also placed on the military representative events of foreign policy nature: parades held during the arrival of the King of Saxony Frederick Augustus III to Russia, as well as the visit of French President Raymond Poincaré. The acquired materials can be valuable for in-depth research on the military history of Russia, history of Russian culture as a whole, history of its tangible culture and costume history. Another area of possible practical implementation is the research work on studying the Russian military uniform in the museum, aimed at fulfillment of its historical-cultural potential and historical uniqueness.

Abstract:
The February Revolution is one of the key events in the Russian history. Namely this event put the end to the century-long history of the Russian autocracy, and prompted an attempt of a new state structure. A century later, the attitude towards these events determines the ideological basis of multiple Russian parties existing in modern time. Within the framework of establishment of their historical policy, they proposed the original approaches towards the causes of the February Revolution. The author analyzes the perspective of modern parties on the causes of the fall of the monarchy and the advent of revolutionary disturbances. The main sources employ the official documents of the most popular parties (participants of the 2016 federal elections), speeches and publications of their leaders. The conclusion is made on the absence of uniform approach of the parties towards the causes of the revolutionary events of 1917. The author distinguishes the two groups: those who see the causes of the revolution in aggravation of socioeconomic problems; and those who perceive the revolution as coincidence that disrupted the course of history due to certain mistakes made by the government. Unlike the majority of professional historians, multiple political authors assume that the revolution was a result of conspiracy, comparing it to the “orange revolutions” of recent years. The parties also drew parallels between modernity and pre-revolutionary times. The author indicates the need for overcoming (or preventing) the gap between the government and society. as well as reducing the social stratification.

Female images in the movies of the 2010s about the World War I

Abstract:
The subject of this research is the yet poorly studied topic of representation of the female images in military media sources, namely movies and TV series of the 2010s. The choice of sources is substantiated by the new approaches towards delivery of information, new characters and patterns that correspond to the modern media trends; as well as by a wide range of projects timed to the centenary of the World War I. The key tasks of this article lie in determination of the role of women and characteristics of female images in a number of movies and TV shows of the 2010s about the World War I. The author carries out a comparative analysis of reflection of the Western and Russian cinematography associated with the representations on the gender hierarchy that is seen through interaction between men and women in the material under review. The article reveals the main patterns that are most commonly used for describing the role of women in war. The conclusion is made that a certain variety of female images that have recently appeared in cinematography indicates the interest of historians and researchers dealing with memory, gender, media and visual culture. The comparative analysis of sources demonstrated that the representation of female images in movies of the 2010s about the World War I reflects a certain difference in the officially broadcasted sociocultural and ideological perception of women and their role characteristic to modern Russian and Western society. The Russian movies are oriented towards expressing the official state concept of traditional values and women's affiliation to family and the country; while Western movies create the images typical for their cultural reality, which do not neglect the role of wives and mothers, however allow the heroines to transcend family interests.
