Abstract:
The city has long been a focal point of the most active people seeking to build the surrounding area based on their tastes and ideas. Each person has his ideal, so the image of the city of the future sometimes differ quite dramatically: the underground, underwater and surface, orbital, and even hanging. Over the last two hundred years, the city became a source of major environmental disasters, social upheavals, a hotbed of deviations: futurists are looking for a way out of this situation, but the only true way can not be.The author critically examines the concept of cities of the future, using comparative and typological analysis to show the main trends in contemporary urban planning, based on the theory of Jean Baudrillard. The image of the cities of the future, created by sociologists and architects, often borders on science fiction. Despite the seemingly unrealistic idea of the underground, underwater and surface towns were embodied in the real world. The most important condition for the development of mega-cities is to improve the transport of the rare exceptions to the simulacra of a number of postmodern society.

Abstract:
This article focuses on the following topics: informatization of social management as a large-scale social process that directly influences the development of university education in modern Russia; impact of informatization upon the formation and execution of management and educational technologies, aimed at establishing an innovative university in Russia; adaptation of information technologies and resources for the system of creative management, including the area of university education; innovative university in Russia as the university that would be characterized by implementation and use of leading information technologies, including the sphere of management. The author devises a methodological construct of research of the effects of informatization upon the social management and establishment of innovative university, within the framework of which he signifies the paradigmal goals of formation of innovative university in Russia, as well as conditions for their realization that are based on the potential of creative (creative-innovative) management. Informatization is one of the vital elements of the strategy for establishing innovative university that contribute to improvement of efficiency of its core objectives, and an intrinsic part of its subsequent transition into the model of University of the Future.

Abstract:
The problem, which is the subject of discussion of this paper, concerns the relationship between the structure of aggressiveness, the social maladjustment of the youth and the ineffective social control from the primary groups. The one of the possibilities to the explanation of these relationships is the reference to the main theses of Travis Hirschi control theory.The study was conducted in March 2013. The hypotheses were tested on 100 students from vocational schools. In the study was used the survey research and self-report method. For the purpose of verification hypotheses was used Pearson's correlation coefficient. The results confirmed only part of the assumed relationships between variables.

Abstract:
The subject of this research is the phenomenon of protest public in the context of its effect the establishment of public civic initiatives in Russia. In the modern society, one of the causes for public gathering is protest. It is the correlation between public gathering and protest activity, with emergence of public civic initiatives within it that becomes the object of author’s research. On the example of mass protests in Russia during 2011 and 2012, the author makes an attempt to characterize Russia’s protest public and determine the level of its effect upon the formation of new or support of the old civic initiatives. The methodological base for this work consisted of neo-institutional approach, and systemic analysis of the theoretical sources. Empirical foundation for this research is built on the data from social polling and materials of applied research on the protests of 2011-2012. Emergence of the public allowed realizing the attempt for basic request of solution to pressing issues. Despite the certain level of the diversity in its participants and inconsistency of this public, we can still underline the important result of its actions – civic initiatives that have formed within the protest public, which allowed to partially get around the closed nature of Russia’s political system. The author comes to a conclusion that in the conditions of lack of channels for influencing policy, realization of alternate initiatives that are formulated based on the realistic request of the citizens, rather than the will of the branches of government, remains one of a few mechanisms of public politics within the country.

Abstract:
In the era of crisis sharply increase as forms and manifestations of various social deviations. The ratio of prostitution remains controversial in society: in Russia, for example, do not cease talking about its possible legalization. The study of this disease in our country is complicated by the impossibility of observation for researchers. Despite the fact that prostitution was ousted from the Russian streets, it remains one of the leading manifestation of shady business. Its development by modern Internet technologies.The author relies on the domestic and foreign publications on the subject, use the comparative historical method and critical analysis.Historical experience shows that the regulation of prostitution in the nineteenth century, both in Europe and in Russia had as its aim to prevent the large-scale spread of sexually transmitted diseases. Later, however, it became clear that this practice is misleading. Currently, the fight against the sex industry should be carried out as the economic levers - rising living standards, the fight against unemployment - and the revival of spirituality.

Abstract:
The subject of this study are positive and negative factors influencing prospects of becoming a nationwide independent system of social monitoring as an integral part of the strategic management of socio-economic development in the Russian Federation. Special attention is paid to the analysis of the current legal and institutional landscape within which there is a formation of different tools and technologies to enable the flow of social data in the process of making strategic and tactical decisions at all levels of government.To solve the set tasks were applied the general logical methods of scientific research, comparative legal and comparative historical analysis, system and structurally functional approaches.On the basis of the conducted analysis it is concluded that created by the bodies of state power mechanisms of feedback with society (in their present forms) were designed in the interests of a narrow departmental tasks, whereas for efficient functioning of the strategic management of social development requires the construction of the external contour of the independent social monitor. Formally, in Russia there are all necessary elements to build such a mechanism, but in practice there are a large number of objective and subjective barriers to the full implementation of this decision.

Abstract:
Abstract: the Purpose of this article is to study the process of Informatization of education management and identify the existing problems and prospects of its development in conditions of modernization of the education system.In the study, the authors analyze the normative-legal base, regulating the Informatization of management education, studying scientific papers on the problems of Informatisation of education and identify existing problems and prospects of realization of Informatization of education management in modern Russia. The article presents examples of activities in the field of Informatization of education management Department of education of Moscow and other regions.As main methods of research are used analysis, comparison, generalization, the study of legal literature, the principles of consistency and specificity. The study of problems of Informatization of education management has shown that in the conditions of modernization of the education system not only alters its structure and functionality, but also system management, which places special demands to the process of Informatization. Informatization affects not only the technical side of things, but mostly concerns the human factor. It is about the role of information culture in the Informatization of education management.

Abstract:
The object of this research is the social communication, the subject of the social and ontological features of the virtual existence of social communication. In particular, the work is considered a fundamental state of the virtual social communication as a transgression. The paper shows that the transgressive, in virtual mode of communication in social systems is demonstrated most clearly. This occurs due to the presence of virtual communication of such properties as generated, simulative, autonomy and ontological incompleteness. On a material virtual social communication is based on the idea of transgression as the mode of existence of social communication in general. The study uses social philosophical methodology, namely social constructivist and systemic approaches are also used general poststructuralism concepts. Features transgressions, including manifest and at other forms of social communication, such as printed (written) and verbal communication. The various interpretations of the phenomenon of transgressive social communication in general, including those related to the understanding of the phenomenon of transhumanist meaningful communication. The paper also outlines the way for further research in this direction.

Abstract:
This article presents the analysis of the activity of the Komsomol “Light Cavalry” in the middle of the 1930’s, and examines the structure and work of this branch of Komsomol. The main sources for this article were the unpublished archive materials from the State Archive of Socio-Political History of Voronezh Oblast (SASPHVO), as well as the materials from the “Molodoy Kommunar” newspaper from the 1930’s. Within the history of Komsomol during this little-studied period, the author examines the cooperation of this youth organization and the state apparatus, and systematically studies the activity of the “Light Cavalry” of the Komsomol in the fight against bureaucracy and mismanagement. The theory of governmentalization of Komsomol became the basis for studying the historical Komsomol issues: Komsomol is being viewed as the Soviet “Youth Ministry”; the link between the state and the youth. The experience of the Komsomol activity of being assessed from the general public and state positions. The scientific novelty of this work consists in the reexamination of the experience of the Communist Youth League in getting youth to actively participate in social activity. The author concludes the “Light Cavalry” raids (with all its negative aspects) have overall brought substantial positive results.
