Shepenko, R.A. Offshore financial centers – tax harbors

Abstract: The term «offshore financial center» is a rather modern term. Most such centers are regarded as tax oasises, while these terms are not synonymous. The definitions of these terms are subject to discussion. Lack of clear definition often leads to mixing up the terms. In spite of growing internationalization of capital there is no according growth of international legal regulation, and there are no clear and generally accepted definitions. In this article the author presents a number of patterns, regarding the offshore financial centers and tax oasises.
