Abstract: The article is devoted to the problems of creation and functioning of the mechanism of delineation of authorities between the Russian Federation and its constituents. Taking into account that delimitation of competence and authorities between a federation and its constituents is a dynamic process practically everywhere, their powers do not stay unchanged, either. The problem of delineation of authorities and responsibilities between the federal center and constituents is one of the main problems of a federation as a form of government.
