Diamond mining in the Arctic: the impact of industrial potential upon the socioeconomic systems

Abstract:
The object of this research is the diamond mining companies that operate in the territory of the Russian Arctic. The goal is to determine the impact of industrial capacity upon the socioeconomic development of the local territories with diamond mines. In the current market conditions, the relations between local authorities and mineral developers are poorly established. The problematic of the response of diamond mining companies to the budget process of the resource region is not sufficiently researched. The high increase in the costs of the industry of the Arctic regions defines the development possibility of enterprises only for high liquidity industries, one of which is commercial diamond mining. The author assesses the industrial capacity of diamond mining enterprises in the Arctic zone based on the set of quantitative indexes, and highlights macroeconomic factors impacting sales of diamond products on the global diamond market. The proposed methodological approach toward assessment of industrial capacity of the enterprises allows conducting comparative analysis of their impact upon the social sphere. The research results demonstrate that the industrial capacity of diamond mining companies carries varying impact upon the socioeconomic development of the following municipal regions: Anabarsky, Bulunsky, Olenyoksky and Zhigansky districts of Yakutia. Analysis of the industrial and financial capacity demonstrated that there are reserves available for increasing social and environmental costs.

Abstract:
The subject of this research is the higher education facilities functioning in the conditions of a complicated dynamic environment, and therefore, open to changes and capable of adjusting to the various circumstances. The authors carefully examine such aspects of the topic as the analysis of transformations within the Russian system of higher education, considering the changing requirements of the parties concerned. Special attention is given to the analysis of functioning of the higher education system as an integrate, at time contradictory whole, as well as the goals, motives and interests of the parts of such whole that will determine the trajectory of development of a higher education facility. It is concluded that despite the requirements for integration of the educational, scientific and entrepreneurial activities in higher education, a situation occurs that is characterized by certain misalignment of interests of the producers of scientific knowledge and its consumers. The conclusions are illustrated by the examples of implementation of the various supportive measures for the educational, scientific and innovation activities in the universities.

Abstract:
The object of this research is the foreign trade policy of Russia pertaining to the import and export of food products. The subject of this research is the various forms and methods that ensure saturation of Russia’s food market with domestic goods. Due to the fact that the food policy is a part of economic state policy, it is worth noting that dependence of state food policy upon the volume of imports carries a direct threat to national security. This issue became especially important after the economic sanctions introduced with regards to Russia. Therefore, it is important to analyze and understand the causes and consequences of such dependence and attempt to find ways and means of protection of supply of domestic market with domestic products. The scientific novelty consists in the complex analysis of the export and import transactions in sales of food products over the period of 2014-2015 when Russia has undergone the external sanctions and applied countersanctions. The implementation of sanctions without a doubt affected the foreign trade, as well as manufacturing of agricultural and food products in the Russian Federation. At the same time, on the background of a certain decrease in import, we can observe the manifestation of the trend on increasing the supply and approaching the domestic food market of the new importers from the countries of global community, which demonstrated the difficulty of the rapid increase of production inside the Russian Federation. Thus, the authors substantiate the positions about the necessity of changing the vector of realization and formulation of the new agricultural policy, which require significant financial and time costs. The work underlines that it is necessary to search for other ways of creating the favorable environment for manufacturers of the agricultural production, the realization of which can be performed in the context of establishment of the special economic zones of agro-industrial type.

Abstract:
The subject of the article is to examine the categories "housing need", "comfortable housing" and "comfort level." The object of research is a residential real estate market. The authors examine in detail the characteristics of the consumer residential real estate, analyze legal regulations and existing approaches to classification of objects, from the point of view of comfort, its criteria and parameters. Particular attention is paid to the target consumers of different classes of property, the comparative characteristic of Krasnoyarsk developers and their investment and construction projects to comfortable level. When conducting research and analytical factorial method, general scientific research methods were used (comparison, analysis and synthesis, induction and deduction, analogy). The main conclusions of the study is the fact that today in Russia there is no approved methodology, which allows to classify the residential real estate on the comfort level. The novelty of the research is to develop methods of classification of the main provisions of residential properties on the level of comfort that allows to differentiate objects based on their consumer qualities.

Abstract:
The purpose of this paper is to present and analyze the data of sociological research on the socioeconomic situation of the employees in the Internet, living in the Nizhny Novgorod region. Among the considered socioeconomic aspects of the Internet workers, the author focuses on the employment issues such as the degree of importance among of other earners, wage levels, and types of employment contract. The author examines in detail aspects such as income levels, the degree of importance of earnings resulting from the Internet in the structure of employment income and socio-economic risks of Internet employment. The work was based on the results of two sociological surveys: an online survey of Internet employees, living in the Nizhny Novgorod region (N = 140), and discourse analysis of professional Internet Forum (N = 2085). Internet-employment can be seen today as a major source of income, it can generate real revenue, and in the opinion of a quarter of respondents, it can generate an even higher income than that of traditional employment, which is not an axiom, since in the conditions of increasing competition in the Internet work, legal issues, and economic uncertainty, the risks of social and economic nature are also increasing.
