Abstract:
This article presents an original perspective upon the problem of creating intelligent transport systems in the conditions of using highly automated vehicles that freely move on the urban street-road networks. The author explores the issues of organizing a multi-agent system from such vehicles for solving the higher level tasks rather than by an individual agent (in this case – by a vehicle). Attention is also given to different types of interaction between the vehicles or vehicles and other agents. The examples of new tasks, in which the arrangement of such interaction would play a crucial role, are described. The scientific novelty is based on the application of particular methods and technologies of the multi-agent systems theory from the field of artificial intelligence to the creation of intelligent transport systems and organizing free-flow movement of highly automated vehicles. It is demonstrated the multi-agent systems are able to solve more complex tasks than separate agents or a group of non-interacting agents. This allows obtaining the emergent effects of the so-called swarm intelligence of the multiple interacting agents. This article may be valuable to everyone interested in the future of the transport sector.

Abstract:
The object of this research is the management system as a part of transport and logistics complex. The subject of this research is the digitalization of management system. Leaning on the results of studying the transition towards digitalization, the author sets a goal to determine and substantiate the criteria and methods for assessing the efficiency of implementation of digital technologies into the logistics management system. Theoretical foundation contains the works dedicated to studying the effectiveness of transition processes from the traditional management system towards digital, as well as to substantiation of mathematical tools for quantitative assessment of its effectiveness. The author analyzes the factors influencing the logistic process management, as well as formulates the concept of operational, technical, and economic effectiveness of digitalization process of the management system. The article determines the elements of the logistic process managements subject to prioritized transition from the traditional element base towards digital. The applied set of methods of systemic analysis allows to logically structure the system of criteria and indicators for assessing the efficiency of digitalization of management system. Using the gnoseological potential of general scientific methods, the author formulates his own vision of the category of efficient digitalization of management of transport and logistics system. The scientific novelty consist in theoretical and practical substantiation of selection of the criteria, indicators and methods for assessing efficiency of management system digitalization. The obtained results lead to a conclusion that the task of assessing digitalization of management system in the logistics sector, from both, theoretical and methodological perspective, has yet to be fully addressed.

Abstract:
This article is devoted to the issues of conceptualization of the concept of “space economy”. Currently, this term is practically unused within the Russian public discourse and is absent in both, the conceptual apparatus of the science, as well as in the official political legal documents. However, the objective need for adequate account of the changing international context in the national development strategies (increase in competition on the global space market, challenges of the new “space race”, active stimulation of space activity by national governments as the driver of socioeconomic progress) makes the subject relevant for Russian science and practice. The work demonstrates the advantages of inclusion of the concept of “space economy” into the scientific and practical discourse. It is illustrated that the discussion on the concepts is a necessary component of understanding the reality, since the absence of an adequate term often excludes important processes with long-term prospects from the sphere of perception (and thus, control and management). The author formulates a number of practical recommendations on improvements of the institutional legal provision of development of the Russian space sector.

Abstract:
The object of this research is the innovation systems of the Union State. The subject is the establishment of structural orientation towards development of the innovation system within the integration unions. The transnational Russia-Belarus union is being examined as an example of such institution. The author analyzes the historical experience and efficiency of the modern programs of cooperation and their integrity. The organizational support of such cooperation, as well as budget and private sponsorship is being demonstrated. The goal of the work consists in formulation of the directions of technical, economic, innovation, and social cooperation between the states, which would encourage the further integration and establishment of the single economic and political space. The author reveals the institutional conditions for the reforms in education system, the concept of which lies in implementation of the three-level model of education, built in compliance with the principle of the intellectual education cluster. The methodology lies in the forecast assessment and formation of the criteria of efficiency of the existing systems regarding the share achievement of the set by the projects results. The result of this work consists in the thesis that the search and creation of the “new markets” for optimization, development, and expansion of entrepreneurship activity or establishment of the new business become the current demands of the modern economy. The scientific novelty lies in determination of the structure of innovation systems of the Union State. The author proposes the development of the state projects based on the indicated directions. The conclusion consists in the analysis of development of the innovation systems within the framework of the transnational union not only for the purposed of creation of the universal socioeconomic and political space, but also determination of the factors of limitation and potential expansion of cooperation within the innovation systems of the Union State.

Abstract:
The object of this research is the infrastructure factors, which in their interaction with the resource and institutional factors determine the circumstances and opportunities for the economic growth. The subject of this research is the economic connections emerging in the process of realization of the innovation potential of infrastructure factors that create conditions for economic growth in modern Russia. Based on analysis of the resource, institutional, and infrastructure factors of economic development, the authors give characteristic to their functional in ensuring the economic growth, as well as explain the necessity of the prioritized development of the infrastructure factors, among which special role belongs to the development of logistics infrastructure with high innovation potential. The scientific novelty consist in theoretical substantiation of the mechanism of interaction between the resource, institutional, and infrastructure factors in ensuring the economic growth in modern Russia. Based on the analysis of innovation activity of the branches of local manufacturing and service industries justifies the need for prioritized development of logistics infrastructure, which considering its role in the innovation process, is capable of performing the function of the driver of economic growth. The level of impact of the logistics infrastructure upon the economic growth is also explained by means of realization of the binary approach towards establishment of the model of economic growth of innovation type, which is based on interaction between the innovative and non-innovative elements within the structure of socioeconomic system. The implementation of this model allows forming the forecasting calculation of the economic growth rates, determine the necessary for the economic growth structure of economy, as well as reveal the level of impact of the logistics infrastructure upon the economic growth.

Abstract:
The subject of this study is the process of implementation of robotics in the Armed Forces of the Russian Federation, a process which started late, compared to the majority of foreign countries with developed economies, due to a number of reasons. This paper offers an analysis of the current state of foreign and Russian military robotics, a characteristic of the system of robotics implementation in Russian Armed Forces, and demonstrates the specifics of the scientific and methodical apparatus to substantiate the goals of military robotics as well as the architecture of the system of modelling of image and virtual processing of for the application of robotics complexes, the evaluation of their efficiency, the specifics of of substantiating of the rational nomenclature, required amounts and lifecycle management, basde on integrated logistical support technologies. The methodology of this research aggregates the methods of systemic analysis, scientific projection, logistics, qualimetry, econometrics, architectonics of formation, information and logic-based planning. The major results produced by this study are the discoverd modern trends and development vectors of military robotics - the author provides a systemic view on the major (requiring attention and urgent addressing) issues of implementation of robotics in Russian Armed Forces that allow to systemize the efforts to provide a balanced development of Russian military robotics.

Abstract:
The article includes characteristics of the strategic
management models for the development of agricultural
enterprises with the provided predictability level for
the outer environment changes. The author provides
an algorithm for the choice of strategic management of
agricultural enterprise development. The author points out
the topicality of providing grounds for specific management
models, taking into account specific features of activities,
abilities and priorities of an agricultural enterprise within
the conditions of outer influences. After the study the
author comes to a conclusion that the strategic management
should be implemented via the system of strategic
models. Due to the variety of vectors and characteristics
of outer environment and individual specific features of
market subjects, there is no such thing as a progressive
or an outdated strategic management model. The further
development of social relations and management science
may produce new models, which shall be applicable for
problems solving in different conditions. The statement
of inapplicability of some existing strategic management
models may be due only to a simplified vision of outer
environment parameters, which may change under the
influence of the same factors in the same way in all of the
economic spheres.
