Abstract:
The subject of this research is the social design (project management) as the activity of managing changes at the macro level embedded into the system of public administration. Project management is viewed in the context of the three stages of management cycle, each of which reveals the content of its inherent functions. Particular attention is dedicated to the specificity of managerial relations between the subject and object of project management. At all stages of management cycles, the author underlines the axiological aspect of social macro management. Relevant problems regarding the implementation of functions of project management in Russia are examined. The novelty of this work consists in substantiation of the original approach towards consideration of social design not as a separate function of public administration, but as a particular type of management. The author proposes a model of state project management, consisting of the management cycle that contains three main stages characteristic to each stage of the function. Based on the theoretical model, the article describes the functions of project management, as well as demonstrates the difficulties of its implementation in the modern Russian conditions. The conclusion is substantiated on the need for overcoming chaotization of public consciousness in modern Russian leaning on the ideas and values that reflect the country’s national identity. This conclusion is of practical relevance for realization of the project that qualify as national.

Abstract:
The subject this research is the modern trends in transformation of the role of social entrepreneurship with regards to providing institutional guarantees of economic security. The article focuses on the development of the forms of social entrepreneurship; effects of rational and irrational factors on this process; interaction between business and government in the model of social governance; peculiarities of achieving potential of social entrepreneurship in solution of the issues regional development; as well as specificity of emergence of new vectors in development of social entrepreneurship. One of such vectors of social entrepreneurship in the regions is the solution of transport accessibility of the territory. Leaning on the universal methodology for institutional analysis and theory of the "institutional traps", the author concludes on the need for expanding the scope of activities of social entrepreneurship based on implementation of the national development priorities and gradual transition from the model of social governance towards the model of social regulation. The author emphasizes the need for development of social entrepreneurship in the context of building and operation of transport infrastructure in the regions, as well as sanitary and specialized aviation. The author proposes to legislate the scope of activities of social entrepreneurship at the regional level based on the objectives for improving the quality of life of the population and achieving the economic growth outlined in the National Security Strategy of the Russian Federation.

Abstract:
The subject of this article is the methodological aspects of optimization of the personnel competence. The object is the strategy for optimization of competence of the personnel of organization through increasing the quality of the higher professional education. The goal of this work consists in formulation and development of methodological aspects regarding the optimization of personnel competence as one of the key resources of organization. Methodology of this work is based on the analysis and synthesis, aggregation and decomposition, horizontal, vertical and comparative analysis. The scientific novelty is defined by the following positions: the authors examine the content and specificity of establishment and implementation of the strategy for improving the quality of education as a part of the innovation system in the economy, as well as the structural elements and impact of the strategy upon the innovation development of the state.

Abstract:
The subject of this research is the current state of health care in areas where indigenous peoples of the Krasnoyarsk region live. The traditional way of life of the indigenous peoples is closely tied to domestic reindeer herding, hunting, fishing, gathering plants, and currently does not provide sufficient opportunities to receive quality health care services. Based on field research results, critical reviews in science literature, as well as statistical data analysis the author studies ways to solve this problem, and reveals possible prospects for improving the quality of health care management for the indigenous population of the Krasnoyarsk region. The author employed his own field research experience in the compact settlements of the indigenous peoples in 2010-2015. In his analysis the author used statistical data, as well as the positions of leading healthcare management specialists for indigenous peoples of Russian Federation. The main contribution of the author is the preparation of a series of recommendations which found are reflected in the study's conclusions. Those recommendations are meant for state authorities in the regions of Russia where indigenous peoples reside, as well as for municipal authorities of the northern settlements of the Krasnoyarsk region. The success of the healthcare program for indigenous peoples will be determined by how much will the social and cultural specifics of those peoples be taken into account, including their traditions of self-government.

Professional role expectations at the base of public servant’s success

Abstract:
This article examines the influence of social ideas around a profession that influence professional success.
Public servants of varying positions are the subject of this research. Why some public servants are successful in
their line of work, while others don’t achieve as much, if anything at all; how aware are the public servants of the
system of professional requirements tied to their professional function; those questions, among others, have lead us
to researching the structure of role expectations for public servants. The authors employed role analysis, which is
seldom used in modern research practice (A. Kudashev, T. Lister, M. Loydt, M. Nuya, A.I. Solovyev), and does not reach
upon the psychological mechanisms of public servant’s role expectations. The reconstruction of existing cognitive
structures of collective consciousness that mediate professional-role expectations of public servants was the goal
of the empirical analysis conducted by the author, who also performed an analytical expert evaluation, aimed at
producing intellectual constructs that would allow the subjects (public servants of varying professional categories,
experience and success) to be scaled across a multitude of criteria (elements).

Abstract:
The article examines the influence of career advancement on key personality characteristics – career values,
self-actualization degree and self-esteem. Bank employees, working on different positions, were the study subjects.
During the last decade, theoretical and practical issues of career development become more important. Psychology
research discusses types and stages of one’s career, interrelation between career advancement and personal growth,
psychological premises of a successful career. The article demonstrates that, as career advances, it becomes progressively
more important to the individual, with positive self-image, self-esteem and self-actualization level also
improving. The methodological base of this work consists of systemic, structural and functional, comparative and
historical, geopolitical, cultural and civilization-based approaches, as well as methods of analysis, synthesis, induction,
deduction, modeling and observation. In cadre management, career management is one of the functions of
personnel management; career growth opportunities are defined by how attractive the organization is for employees
and applicants. F, Herzberg, the author of the famous motivational hygiene concept, indicated that professional and
career growth contribute to the employee’s satisfaction and motivation to work.

Abstract:
At the time of great migration flow, the Italian
approach to migration problems has obvious advantages
due to the united position, which is based upon the
Italian historical experience and European global policy,
and which is aimed not only at the use of cheap labor of migrants, but also at understanding of responsibilities
towards them. This article includes analysis of the
social vector of development in the migration policy
of Italy, which is aimed to strengthen the control over
the foreigners entering and residing in Italy, their social
adaptation and integration. The Italian experience in this
sphere and its migration policy mechanisms are worth
studying within the framework of the reform of migration
legislation in the Russian Federation. Special attention
should be paid to the considerable achievements in fighting
illegal migration by raising the social responsibility of the
migrants themselves, which may be achieved thanks to
the policy of involvement of immigrants into the pension
funds and social funds system, so that the immigrants are
interested in showing their input, etc.

Abstract:
The economic development of Tajikistan is
an important stability issue for the Central Asia, and
it is also important for the regulation of migration
flow to Russia. The principle investment basis for
the development in Tajikistan includes its primary
conditions, which aim to guarantee the functioning of
an economic sector. The free labor force, the legislative
basis for the cooperative and dekhan farmer agricultural
enterprises, and closeness to China make Tajikistan
attractive for the investments into the agriculture,
while great climatic diversity of the state makes the
livestock breeding complex the main investment bloc
for Tajikistan.

Migration policy is an object of studies for many
