Abstract:
Taking into consideration the zemsky territorial reforms the article analyzes the results the municipal
reform in the Russian Federation, which was started in 2003. The author shows the aims of the reform, which were
not achieved, and the ways to overcome the problems within the strategy for the further development of the municipal
self-government in the Russian Federation. The author draws attention to the federalization of the municipal reform
and strengthening of the economical bases for all of the levels of the municipal administration system. Efficient local
self-administration is among the most important institutions of modern society and states, guaranteeing its sustainability,
integrity and manageability. 10 years ago the Federal Law N. 131 of the Russian Federation in initiate d a
municipal reform, and in the last decade it became an integral part within the general trend of democratization of
society and state, modernization of the economy of the state, social sphere, public inances, etc. At the same time the
reform experience shows that there are still considerable possibilities for strengthening the input of the municipal
self-government into the achievement of priorities of social and economic development of the national economy.
However, it requires relevant economic, legal and institutional prerequisites, which may be divided into six directions:
federalization of the reform, re-institutionalization of the reform, specification of the competence of the municipal
self-government, economic reform, socialization of the reform, de-formalization of the reform in the “capital” cities
of the Russian Federation.

Abstract:
The processes of political self-organizations,
being typical for the modern post-democratic civil
society, are first of all expressed via conventional and
non-conventional forms of political participation of
citizens in the political processes at the local territorial
level. The above-mentioned mechanisms of selforganization
are present in the political practice of foreign states, showing their transfer to the level of
public management as an inalienable part of the modern
governance concept.

Abstract:
Municipal self-administration is an intermediary
between the state and society, between
central and local government. The value of municipal
self-government is due to its potential to
support a dynamic balance of state and social interests,
to develop administrative interactions and
organization practices, which most adequately
respond to complicated character and variety of
social problems. The municipal self-government
is regarded in the modern concepts for public administration
in this aspect.

Abstract:
The article concerns topicality of the term
“strategic political planning” and its scientific
value. It includes its complex definition and a
conceptual scheme for strategic planning. The
object is regarded by the author as a complex,
including a systemic point of view and its
place within the context of state administration
problems, as well as other aspects. The article
presents principles of strategic political planning,
its types, subject and object, as well as basic
interests of the society around which the planning
process is formed (identity, security, fairness,
well-being). As a result a scientific vision of an
object is formed, and it may serve as a basis for
the further studies. The article may be useful for
political scientists, sociologists, specialists in
state administration and management.

Abstract:
Based on the analysis of the current legislation, as
well as the legislation of the RSFSR, the author views the issues of land protection on the territories
of municipal units, as well as the competence
of municipal bodies in this sphere. The Constitution
of the Russian Federation enshrines and protects
municipal property, as well as other types of
property, and it provides that land and natural resources
may be part of municipal property. Therefore,
in accordance with the current legislation the
municipal bodies have broad and sufficient power
for the efficient control in the sphere of land management
and protection of lands.
