Abstract:
This article provides the key positions of author’s report presented this year at the educational intensive course “Island 10-22” that took place in Skolkovo Innovation Center. The author demarcates the concepts of “social technology” and “social design”. While social technology means constant social situations as a condition for reproduction of this activity, the social design is oriented towards development of the situation, representing unique activity and unique solutions. Peculiarity of the social design and social technology is seen by author in the orientation of these types of social action towards human and their good, as well as in application of socio-humanitarian knowledge. General positions of the article are substantiated by the analysis of two cases: “technologies of restoration justice” forming in Russia and successful social project “development of mass uncompensated donorship”. As the result of the conducted research, the author was able to characterize and distinguish number of concepts important for social engineering: traditional and nontraditional design of three types of technologies – social technology, social design, and socio-humanitarian knowledge. Additionally, analysis was conducted on two interesting cases of social engineering, which should have made the theoretical distinctions of the author more understandable.

Abstract:
This article is dedicated to evolution of the concept of “development” and its examination in the Russian Federation. Having analyzed the works of the foreign and Russian researchers, the author formulates the two conceptual approaches towards development management as business activity: “entrepreneurial” and “administrative”. This allowed determining the priorities of each of the approaches, which would become the foundation for the efficiency evaluation system of development management. The author also systematizes the set of factors that maintain sustainable growth of business structures in the sphere of development. The conducted analysis and further synthesis of methodological groundwork in the area of development management allowed revealing the factors that ensure the efficient implementation of development projects, and this, sustainable growth of business structures in the sphere under consideration. The scientific novelty consist in formulation and substantiation of the two conceptual approaches towards development management capable of increasing the efficiency of the government goal setting in the sphere. Qualitative determination of the long-term priorities and indicators of development management, as well as enabling sustainable growth of business structures in the indicated sphere, must become an intrinsic part of realization of the modern urban development strategy of the Russian Federation.

Abstract:
The subject of this research is the development trends of automobile manufacturing in China. The object of this research is the automotive industry in China viewed in the context of global internationalization of this sector. The relevance of this topic is substantiated by its scale and the impact produced upon the development of the country’s national economy, as well as the world market of automotive products. The main scientific-practical problem is the uncertainty of future development of the national automotive industries alongside the high level of their interdependence. The goal of this research is to actualize the general trends of automotive manufacturing development in China on the background of global internationalization of the industry. The authors substantiate the main factors of development of modern global automotive industry, highlight the trends of development of automobile production in China in comparison with current global leaders in the industry. The article also examines the factors of development and internationalization of the automotive industry in China at its present stage, namely: the role of foreign investments into development of China’s automotive manufacturing; and the key features of import and export of automobiles in China.

Abstract:
The subject of this research is the innovations viewed as the basis for sustainable development of national economies of the modern developing countries and examined on the example of the largest developing nation – China. The object of this research is the national economies of developing countries that reach relatively stable rates of growth due to establishment of innovative economy. Change from industrial development strategy towards postindustrial is characterized by the increase in production of the high-technology products and is an intrinsic feature of the leading developing countries of the world. The main scientific practical task for this article consists in the yet insufficient realization of the innovation potential, needed in order to ensure sustainable development of the developing countries. The goal of this research revolves around the actualization of the trends of implementation and determination of the key features of innovations as the foundation for sustainable development of national economies of the developing countries (on the example of China). The article substantiates the relevance of the research of issues pertaining to development of innovations on the level of national economy, as well as determines the general characteristics of the global process in development of innovations and projected onto the Chinese economy. The work also examines the stages of formation of China’s innovative economy, as well as provides broad statistical base for implementation of innovations in the China’s research and development sector, scientific educational field, and business innovations.

Abstract:
This article examines the development of the Arctic Zone of the Russian Federation in the context of realization of the principles of sustainable development of the territory, including the aspects of ensuring national security of state and society. The object of this article is the Russian Arctic Policy; while the subject is the economic, organizational, and legal mechanisms that ensure sustainable development of the Arctic territories within the framework of implemented policy. Special attention is given to the aspects of realization of the Arctic Policy in foreign countries, as well as the key challenges and opportunities of sustainable development of the Arctic Zone of the Russian Federation. In conclusion, the authors determine the priorities and prospects of implementation of state policy in Arctic, taking into account the importance of preservation of socioeconomic interests of the state alongside the potential of strengthening the national security. The scientific novelty consists in identification and systematization of the key challenges and opportunities of implementation of the state policy, which ensures the sustainability of development of the Arctic Zone of the Russian Federation. This allows concluding that at present stage, Russia’s strategy in the Arctic must be oriented towards the search for resources and opportunities for ensuring the sustainable socioeconomic development of the territory, as well as the preservation of its status as a world’s territory and constructive international cooperation, fortified by the military presence that establishes the balance of powers within the region and the state’s national security.

Abstract:
This article is dedicated to the evolution of the concept of “sustainable city” proposed by the United Nations in the early 1990’s, as well as opportunities for its implementation in Russian practice. Over the recent years, based on the UN concept of “sustainable city” we can observe the emergence of other approaches towards the balanced socioeconomic development, such as “sustainable city” of the European Union, “sustainable city in the aging society” of the Organization for Economic Cooperation and Development, “smart city”, “digital city”, “information city”, etc. These new approaches make accent on implementation of the modern technologies, transition to the knowledge economy and democratization of managements; the head of the concepts is human – his ability to create. Some positions of the concepts of “sustainable” and “smart” city are being gradually implemented in the Russian practice. However, their popularization is constrained by the lack of the necessary institutional conditions and management practices, such as the procedure of assessment of the regulatory impact of planned solutions (and not just draft bills that contain barriers for the business), compliance with the civil liberties, actual democratization of management, and others. The foreign experience can be useful in strategic and tactical planning of urban development, as the management practices will be changed diligently.
