The Effectiveness of Mexico's Humanitarian Diplomacy to Address the Challenges of a Pandemic

Abstract:
The article proposes to consider the humanitarian diplomacy of Mexico during the SARS-CoV-2 pandemic, which the author sees as one of the tools of the state's foreign policy. Within the framework of the article, humanitarian diplomacy is studied for effectiveness in resolving socio-economic and political challenges that have arisen or worsened against the background of the pandemic, such as racism, poverty, lack of equipment, vaccines and personal protective equipment, the vulnerable situation of women, the deteriorating situation of the indigenous population, and the decline in the authority of the government. To assess the effectiveness, the author proposed a formula that allows calculating as a percentage how much humanitarian diplomacy has helped to cope with challenges. The scientific novelty of the study is an attempt to assess the effectiveness of humanitarian diplomacy in the context of resolving specific internal socio-economic challenges posed to the state. As a result of the study, it was revealed that humanitarian diplomacy is an effective auxiliary tool that can contribute to solving the problems that have arisen against the background of a humanitarian crisis. Nevertheless, the author notes that a number of deep problems require a comprehensive approach of the government and the use of various tools in addition to humanitarian activities. It is noted that the assessment of effectiveness in solving social challenges is complicated by the inability to obtain results immediately after the end of the project. Thus, the author denies the universality of humanitarian diplomacy as a tool for solving socio-economic challenges.

Abstract:
The subject of this research is the cultivation in younger generation of respect to folk culture as a foundation of uniqueness and self-identification of the people. An intrinsic element of folk culture, along with the folksong and folkdance, is the memory of historical events as the basis for the development of folklore. Having analyzed the events of the late XX – early XXI centuries, the conclusion is made on inadmissibility of nullification of panhuman values and separate acts as crimes against humanity. Thus, it is suggested to view the culture of preservation of historical memory as an essential element in cultivation of folk culture. The author establishes correlation between the development of cultural diversity of ethnoses, peoples, nationalities and nations populating the Russian Federation and the formation of the unified national idea of the state. The result of analysis of the events related to violation of the provisions of the Nuremberg Tribunal Verdict on recognition of Nazi collaborators as freedom fighters in separate European states, led to realization of the need to cultivate the culture of preservation of historical memory and refrain the younger generation from overrating the outcome of World War II. Emphasis is made on the need to develop culture of working with the archival data as the foundation for preservation of historical memory of the population of modern Russia.

Abstract:
This article is dedicated to the problem of color perception in mass consciousness, as well as provides the results of representative sociological research on the question of selecting the preferred color by residents of one of the typical provincial cities of Russia. The author reviews the peculiarities of color selection for various socio-demographic, political, and socio-psychological groups. The acquired results are interpreted from the perspective of different methodological approaches towards the assessment of color perception: physiological and psychological. Semantic explanation of the phenomenon of color perception in the context of reasoning of Pavel Florensky is suggested. Methodology of this research is structured upon the application of general logical methods of scientific study alongside the method of interpreting the obtained data in various theories of color perception. The author attempts to illustrate that articulation of the color preferences manifests as one of the characteristics of social self-consciousness. Color palette of the preferences (triad blue-red-green) is immanently presents in any of the statistically important group of the respondents. Thus, color perception is the original element of mass consciousness that manifests as a ethno-cultural specificity of population.

Abstract:
The term of “epistemic community” is often used in the scientific literature in analyzing the work of experts and their influence upon the political processes. The subject of this research is the epistemic communities of the healthcare workers (first and foremost gynecologists) involved into the work with the victims of rape during the armed conflicts, based on the example of the German organization from Cologne (medica mondiale). The importance of this topic consists not only in the analysis of the work of the expert medical workers, but also the level of their influence on the international criminal processes that deal with sexual violence (particularly, processes in the International Criminal Tribunal for the former Yugoslavia). Despite the fact that there is a significant amount of researches on the epistemic communities (for example, with regards to the international environmental processes or integration within the framework of the European Union), the analysis of epistemic communities pertaining to the problem of sexual assaults as international crimes is absent. The author concludes that although the expert healthcare workers make a significant contribution into the fight of such phenomenon as sexual violations, their closer cooperation with the legal expert networks could become an important step in overcoming the impunity for commission of such crimes.

Abstract:
Realization of the tasks on modernization of the Russian healthcare system aimed at increasing the affordability and quality of the medical help rendered to the population requires new approaches towards planning, management, and financing. There is currently a problem of the insufficient financing of the healthcare system and the irrational use of the resources of this industry; it particularly refers to the outpatient-clinical activity. The solution to these problems requires the informatization of the management in this area. There is lack of scientific researches that allow assessing the affordability, quality, and effectiveness of the first medical assistance within the outpatient-clinical industry using the information technologies. In the course of this work, it is demonstrated that the level of informatization within the Russian healthcare system is quite low. The major problems that affect the quality of management in the healthcare system consists in the insufficient financing of the development of IT-technologies for healthcare, as well as in the imperfection of the legislative base of the digital healthcare and electronic document management. The author believes that in order to increase the quality of management of the outpatient-clinical activity, it is necessary to implement the analytical and decision-making modules, and conduct the monitoring of the results of informatization to eliminate the emerging issues.

Abstract:
The subject of the research is the peculiarities of functioning of innovative megaprojects in the scientific sphere of Russia. The objective is to determine the shape of the state scientific and technical policy through the establishment and support of major research projects. Special attention is paid to the problems of financing and evaluation of the effectiveness of Russian science, that emerged during the crisis of 2014. The mechanisms of state participation in such projects as Skolkovo and National research universities are critically considered. The characteristics of the special economic zones of innovation type as an important tool for encouraging innovation activity are presented. The article used such methods as scientific analysis and synthesis, induction and deduction. For the analysis of data on indicators of innovative activity in science and technology the method of statistical grouping is used. In the article it is proved, that the term “megaproject” can not only be used for major investment projects, but also for science and public policy in science and technology. The criteria for the megaproject are identified and the applicability of these criteria for innovative projects in the field of science is showed. The comparative analysis of the two editions of the state program of the Russian Federation “The development of science and technology” in the 2013-2020 periods is presented for the first time. The decrease in public funding for the program, correcting its target indicators, as well as the reduced requirements to some parameters of research and innovation is identified. The special contribution of the author to the study is the description of the role of three megaprojects (Skolkovo, Innovation Zones, National research universities) in innovative development of the country. It is concluded that despite the economic difficulties, Russia is seeking to reaffirm its status as the world scientific power with a high degree of international cooperation.

Abstract:
In his article Ursul discusses the beginning and development of a new stage in noospheric
researches. At this stage noospherogenesis is related to sustainable development, continued globalization,
formation of a global information society and other global processes. The modern, or non-classical,
stage of noospheric researches is being formed under the influence of noospheric researches of
the aforesaid processes. It is underlined that even though the author of the article describes the most
important factors for the development of noosphere concept, there are many other factors like that,
especially intellectual and cognitive factors. Ursul offers a hypothesis that the global civilization develops
as a result of globalization processes caused by sustainable development as well as the process
of formation of the noospheric socio-natural interaction and creation of a universal information society
which will eventually lead to creation of the first sphere of intelligence, infonoosphere, provided
that the transfer to the sustainable development will happen which prolongs the period of this stage.
According to the author, transition to the global sustainable development involves the observance of
the principle of biosphere preservation and formation of the sphere of intelligence mostly by means of transformations of the sociosphere combined with minimum anthropological influences on the biosphere.
In this regard, biosphere preservation involves implementation of the principle of co-evoluation
of nature and society, i. e. their mutual preservation and development when the humankind can
exist for a very long time and the biosphere can remain sustainable and evolve due to the significant
reducation of anthropological influence thereon. In his research Ursul has used not only evolutionaryhistorical
and futurological-prognostic but also interdisciplinary and comparative approaches. Special
attention is paid at the intensive development of integrative general scientific processes and methods
of knowledge generation and formation of new “cognitive clusters’ and conceptual-methodological
frameworks. Ursul also focuses on different approaches to studies of the future. These approaches
have been rather autonomous but now they start to have more crossing points. Human civilization has
been usually studied from the point of view of the civilizational approach but lately there has appeared
a new approach to studies of the future — noospheric-futurological approach. Based on the author,
only the combination of all efficient approaches and research methods may create an integrated image
of human future. However, in the present article Ursul focuses only on civilizational and noospheric
approaches and associated researches. The author shows that the imperative transition to sustainable
development is crucial for the future noospherogenesis but it also demands to extend civilizational
processes to the global level because such a transition would be impossible within the limits of a local
civilization or even a group of local civilizations. It becomes especially essential considering the ongoing
globalization process that is aimed at creating the universal civilization. These two global processes
shall become one and create the universal integrity of the civilization which will be influenced
by other noospherization processes as well. From the very beginning the noospheric civilization can
be only global and this is what the author of the article tries to prove to the reader using futurological
and logical arguments. Noospherogenesis is viewed as the future global process of the formation
of the socio-natural sphere of civilization existence where intellectual and information activities will
become the most important driver of evolution. According to the author, this will be the result of the
most successful implementation of rational-humanistic values, principles and ideals through transition
to sustainable development and formation of a noospheric collective intelligence. As the future global
process, noospherogenesis would be an essential stage in the global evolution that will take place in
socio-natural and socio-cultural environment on Earth at first and out of Earth afterwards.

Abstract:
The authors discuss the problem of education for sustainable development (ESD) of Russia before the UN Decade and
within its period. The authors evaluate offi cial documents of global and Russian level which are necessary for the introduction of
the concept of sustainable development in the education in Russia. Special attention is paid to the perception of the idea of sustainable
development and formation of education for the purposes of sustainable development in Russia, preparation of teaching and
teaching-methodological manuals for environmental education within the framework of sustainable development within the system
of higher education, starting with the Conference of the UN on environment and development. The authors evaluate the problem of
widening the scope of sustainable development, which has to be taken into consideration within the framework of formation of the
ESD, since it shall have to widen its range in the fi eld of scientifi c education. The authors employ historical and evolution approaches
towards the formation of education for the sustainable development in Russia, as well as a systemic comparative approach in order
to reveal the general tendencies in the global world of development of environmental education for the sustainable development.
For the fi rst time the authors reveal general and specifi c features and tendencies in education development for sustainable development
as a new phenomenon in the global community, and especially in Russia. I is shown that in addition to the globally accepted
environmental interpretation, the Russia gained a concept of preemptive education, global education and education for sustainable
development based upon the new ideas on guaranteeing security via sustainable development . It is stressed that in the future
education for sustainable development should involve wider and more systemically comprehensive concept of global sustainability,
which is not limited to the triad of economics, social sphere and environment.

Abstract:
Rapid development of modern social and humanitarian studies raises a very important question n about personal
qualities of a researcher as a person who presents his personal values when performing scientifi c work. The author
notes that the personal culture of a researcher depends on different objective and subjective factors. Among these factors
there is the relations that a scientist has with the academic community, his absorption into the subject under review and
a high level of profi ciency in theoretical and methodological concepts and research methods of scientifi c activity. The author
of the present article focuses on the need for preserving the person-centered nature of modern scientifi c work. Methodological
ground of the research is the axiological approach. The author also encourages researches in the philosophy
of science as a branch of science. Scientifi c novelty of the research is defi ned by the need for studying the phenomenon
of research culture because social and humanitarian studies impose more and more requirements to scientifi c work but
these requirements do not consider peculiarities of a personal identity formation of a scientist, his professional qualities
and other important circumstances. The present article is devoted to evaluation of different directions of the research culture
and the main conclusion made by the author is that there is a certain need for personalizing the research culture and
raising personal responsibility of a researcher before scientifi c and professional communities.

Humanitarian expertise of a patient is viewed from the point of view of effective interaction in the process of medical
aid. Opinion survey of experts (face-to-face and online questionnaire and the secondary analysis of data) showed that
medical workers believe humanitarian expertise of patients to be quite important but not always technologically possible.
Humanitarian expertise of a patient is close to defi ning the scope of his social roles and includes evaluation of values, resources
and potentials of cooperation between a doctor and a patient. The author of the article proves the dominating role
of the patient’s social dimensions in humanitarian expertise compared to creation of a psychological portrait, for instance.
The results of research can be used for planning contents of the educational curriculum at professional medical schools.

The authors view the question about possible death
of humankind that has been often raised and discussed by
many other philosophers and scientists. At the same time, the
authors discuss Tsiolkovskys views on possibility of eternal
progress of the society that was born and has been developed
on our planet as a result of space exploration. The authors
study numerous global and cosmic threats and dangers that
may arise before human in the course of his development. The
authors also estimate the possibility of the hypothesis of social
immortality. They analyze the assumption about the principle
possibility to create a higher stage of the material evolution
which would be called the post-social (or supra-social) stage.

The article is devoted to a new sphere of global research – futuroglobal studies oriented at understanding and prediction

The article provides empiric data about a research conducted at one of the universities in Siberia. The purpose
of the study was to receive results related to the infl uence of administrative structure of universities on lectures,
i.e. quality of education in general. The study involved representatives of rector’s offi ce as well as dean’s offi ces and
university departments. As a result of sociological interpretation of received data, the author fi nds out that unequal
allocation of students between faculties infl uencing low or high quality of education, is quite signifi cant. The purpose
of the article is to create a whole picture about the role of administrative structure of a university and raise of education

Abstract:
What kind of social and economic system are we having now? On one hand, we see formation of market
institutions and private property modern system of taxation, development of banking and insurance business, stock
market and etc. On the other hand, a state institution does not only perform operative administration of business
activity by public enterprises but it is also a major government structure. This creates certain problem but also forms
conditions for formation of new social technologies. The author of this particular article analyzes one of such examples,
- the target project ‘Development of Mass Non-Repayable Blood Donation’ which already started in 2008.

Abstract:
The article examines the development of education-material resources in special educational establishments
of finance-economic profile in 60-80 years of Soviet period. The paper gives the analysis of the state bodies
activity and socio-political structures in the set direction. The importance of the given investigation is evolution of
personnel staff maintenance in different branches of economy in RSFSR and its influence upon the level of specialists
training.

Abstract:
The article envisages the problem of changing of exhibition approaches and methods in regional historical
museums during the post Soviet period, connected with the complex of social processes and the phenomena. The basic
tendencies in exhibition practices of this period, connected both with search of contemporary museum language,
and with necessity of formation of new historical methodology are analyzed. The author allocates the basic processes
on institutional, conceptual and practical levels which defi ne a direction of changes in the exhibition theory and
practice, fi xing, that at all these levels during the considered period there is a transformation of understanding of
space of a permanent museum exhibition.

Abstract:
In article the author considers development of typological characteristics of the educational literature for
the higher school in 1917-1980th.
The analysis of development of typology of the educational book carried out by the author, shows that it developed
in the general logic of social and economic development of the country and book business in the whole. During the
considered period the typology of the educational book was issued in harmonous system of types and kinds of the
educational book, there is a search of specifying typological signs of the textbook and the manual, allowing to demarcate
these two concepts.
However in transition of national economy to market conditions of managing release of the educational literature
for an education system and for the higher school, in particular, has been disregarded supervising and coordinating
controls by formation that has affected decrease in quality of the let out literature.
In the conditions of transfer of vocational training into two-level system of a professional training, the role of uchebno-
methodical support of educational process where one of dominant roles is played by the educational literature
which coordination of release will make positive impact on quality of preparation of experts raises.

Abstract:
Cultural values of religious nature as well as secular cultural values can be classifi ed into ‘movable’ and
‘immovable’. Legal order of protection of movable and immovable cultural values of religious nature has its own
peculiarities. Besides the cultural element, religious cultural values also have a sacred (or sacral) component. It is completely obvious that there should be a special approach to protecting religious cultural values, too, and such an
approach should be based on interests and feelings of believers.

Abstract:
The article describes one of the major forms of social ministry of the Orthodox monasteries in the second
half of the XIX-early XX century - the charity. The author analyzes the causes of monastic charity during the period,
shows the main directions and methods of social work of black clergy. Problem charity Orthodox monasteries considered
in the regional aspect, in the Yaroslavl diocese that makes a signifi cant contribution to re-create the most
complete historical picture of the origin and evolution of such an important element of social and cultural life of the
country as a charity.

Abstract:
The article suggests the evolutionary approach to studying the world education in the perspective of unfolding global processes and globalization in the first place. Survival of the humankind will be conditioned by various forms of the global education oriented at an effective overcoming of the global anthropological crisis. Evolution of the global processes is already influencing the world education. The authors analyze the problem of formation and evolution of the subject and content of the global education as a new form of education corresponding to the epoch of globalization. It is suggested that there is a need in a drastic transformation of the modern education as an evolutionary movement from its post-industrial form to the ‘education for a sustainable development’ and further to the noospheric education

Abstract:
According to the general rules of Russian copyright law, it is permitted to use literary works by other persons only if the author grants his permission and receives his compensation. However, in order to provide access to knowledge and information about current events, there is the law allowing so called ‘free use’ of literary works. Such examples are well known all over the world and permitted by the international conventions on copyright law.

Abstract:
National framework of the Republic of South Africa (RSA) is one of the bright examples of polysystemic (mixed) law. Historically it used to be the base of the regular law but then in the 19th century institutes of the Roman and Dutch law were implemented there. Starting from the 20th century, traditional sources of the common law have been actively used in the system of law of RSA. At the present time RSA is a brilliant example of the government which is changing from the totalitarian political system with the racist’s ideology and apartheid into the government with a liberal and democratic political system.
