The impact of China's Foreign policy on global governance - based on a study of relations between the United States and China (2013-2024)

Abstract: This article analyzes the contribution of China's foreign policy to global governance, with particular attention being paid to the impact of China-US relations on global governance. The subject of the study is the influence of China's foreign policy on global governance in various fields in 2013-2024. The object of the study is the foreign policy of the PRC. The relevance of this topic also lies in the fact that the second decade of the 21st century was marked by a new surge in the importance of the "Chinese factor" in world politics. One of its roots is the policy of relative independence of the PRC from the centers of world power, which makes the study of the conceptual foundations of the Chinese and East Asian vector of foreign policy key to the study of relations on global governance. In the course of solving the tasks set in the light of achieving the previously mentioned goals, modern methods of cognition, comparative legal, logical and other research methods were used. China has demonstrated its important role in global governance through the Belt and Road Initiative, climate governance and international security cooperation, and has put forward a number of new concepts, such as the "Community of the Common Destiny of Mankind" and "Joint discussion, joint construction and joint use" to promote the development of the global governance system in a more equitable and reasonable direction. At the same time, the competition and cooperation between China and the United States in the field of global governance has had a profound impact on the world order. The United States is exacerbating the uncertainty of global governance with its unilateral policies, while China advocates multilateral cooperation and building an international order with the United Nations at the center. Despite the numerous problems in U.S.-China relations, the two countries still have extensive potential for cooperation in addressing global challenges such as climate change and global economic stability.

Chapter 2. The Positive Side of Chinese Foreign Policy in Global Governance

As the world's second largest economy, China plays an important role in global governance; its GDP of $17.96 trillion in 2023 will account for 17.81 percent of global GDP, making it one of the main forces in the global economy[3]. In 2020, the United States criticized China's role in the World Health Organization (WHO), accusing China of hiding information about pandemic outbreaks and announcing the suspension of WHO financial support. Meanwhile, China has increased its investments in developing countries through the Belt and Road Initiative, strengthening its voice and influence in global governance. China's new concepts of global governance, such as "community of human destiny" and "common cause and common benefit," have served as a source of new ideas for global governance and have made important contributions to world peace and prosperity.

The subject of the peer-reviewed study is the role of the People's Republic of China in global governance, as well as the impact of contradictory relations between China and the United States on the process of this governance. Given China's significantly increased influence in the international arena, as well as its competition with the United States for global leadership, it is difficult to overestimate the relevance of the topic chosen for research. Unfortunately, the author himself did not bother to properly reflect and argue his own theoretical and methodological choice. However, it can be understood from the context that the research was carried out in the Neorealist paradigm of international relations, and in the process of work, institutional and historical methods were used (when analyzing the history of specific institutional mechanisms of global governance), critical conceptual and content analysis (when studying new concepts of global governance proposed by the PRC), as well as the method of statistical analysis of secondary data. The correct application of these methods allowed the author to obtain results with signs of some scientific novelty and reliability. First of all, we are talking about the revealed connection between the specifics of US-Chinese relations and the role of China in global governance. Many works have been written about the growing competition between the United States and China for global leadership. But the presentation of this process in the context of global governance has some scientific freshness. The author's conclusions about the potential of cooperation between the United States and China in solving global problems of our time: climate change, international terrorism, threats to public health, etc. are also of particular scientific interest. However, there are also unproven conclusions in the text. For example, having shown China's growing influence in the world through economic mechanisms, through environmental measures, in which China is also more active today than 15-20 years ago, the author concludes not only about China's increasing role in global governance, but also its "active participation in the reform of the global governance system." The latter is not proved in any way in the article.: The fact that the Chinese leadership is putting forward new concepts of global governance does not mean that China is involved in the reform of this governance. Therefore, a special proof is needed. However, the author's arguments in favor of China's growing role in global governance also do not look exhaustive, since they actually come down to economic and environmental aspects, which, as we know, does not always result in political influence. The same can be said about the PRC's diplomatic strategy towards the United States: the entire paragraph on this topic is written without a single reference to documents, which leaves the impression of free thinking by the author, rather than scientific evidence. Nevertheless, these annoying shortcomings cannot be considered critical when deciding whether to publish an article. But for the future, the author should take them into account in his publications. Structurally, the reviewed work makes a generally positive impression: its logic is consistent and reflects the main aspects of the research. The following sections are highlighted in the text: - "Chapter 1. The transformation of China's foreign policy in global governance", which actually plays the role of an absent (for unknown reasons) introduction – here a scientific problem is posed, the relevance of its solution is substantiated, the purpose and objectives of the study are formulated, but the methodological part is completely missing; - "Chapter 2. The positive side of Chinese foreign policy in global governance", which in turn is divided into three paragraphs, consistently revealing China's role in global governance, the new concepts of global governance proposed by China, as well as China's diplomatic strategy towards the United States; - "Chapter 3. Conflict and cooperation in relations between the United States and China – the dual impact of global governance" is also divided into three paragraphs devoted to the analysis of challenges to global governance, the potential of US-Chinese cooperation in countering these challenges and the role of other participants involved in relations between China and the United States; - "Conclusion", which summarizes the results of the study, draws conclusions and outlines prospects for further research. The style of the reviewed article is scientific and analytical. Although there are serious violations in the design of the bibliographic list: the titles are given in translation into Russian, although, apparently, the works themselves were not translated. Therefore, they should be drawn up in the original language. This shortcoming must be eliminated BEFORE the publication of the article. There is no appeal to the opponents due to the complete lack of theoretical and methodological reflection. For the future, the author should take into account that in science there are different approaches to solving the same problems, and scientific accuracy requires consideration of the arguments of opponents and justification of their own theoretical and methodological choice. The special advantages of the article include the use of illustrative material (four tables), which significantly simplifies the perception of the author's arguments. THE GENERAL CONCLUSION is that the article proposed for review, despite some of its shortcomings, can be qualified as a scientific work that meets the basic requirements for such work. The results obtained by the author will be interesting for political scientists, sociologists, sinologists, specialists in the field of world politics and international relations, as well as for students of the listed specialties. The presented material corresponds to the topic of the World Politics magazine. According to the results of the review, the article is recommended for publication after the elimination of the comments made.
