The development and polarization of new media, which offer to members of the society new methods of interaction, are posing to social institutions, governmental agencies and commercial entities, again and again, the question of effective models for managing information and communication processing and make the communications policy one of the priority directions in research. The important task here is to understand which of the existing models of information and communications policy can successfully respond to the structural changes in the social environment and identify in which direction to move when developing new algorithms for interaction with the audience.
