Abstract: The article views the questions of law making activities in the sphere of environment protection between the Russian Federation and its constituents. The article contains a brief analysis of the federal legislation and the Russian Federation constituents’ legislation in the sphere of environment protection. Based on the analysis of the environment protection laws the author suggests certain forms of law making on the matter of joint competence.
