Abstract: The author of the article notes that in order to prevent unwanted migration flows we need not to look for isolate solutions but to determine system dysfunctions of implementation of the migration policy both in Russia and other countries having similar problems. According to Popova O. V., we need to view migration processes as socio-political processes with unpredictable dynamics and to use experience of the other countries when developing Russian migration laws.
