Abstract: In the course of the European integration the influence of the external political factors on financial and econonomical issues became more and more obvious. Furthermore, it became clear that there is need for the unified foreign policy, which meant a development from the sheer economical union to the political union among the European states. This article by Zh. M. Kembayev is devoted to the legal basis of the “second pillar” of the European Union: unified foreign policy and national security policy.
