Abstract: Acts of terrorism are planned, prepared and implemented by persons, and they are, in effect, aimed against life and health of other persons. That is why creation of a psychological “portrait” of a terrorist, his moral and psychological state, personal ideas is so important. Who is a modern terrorist? What are the conditions and factors, which made him be? What are characteristics of his personal “portrait”? In his article N.I.
