Abstract: The article includes analysis of interaction of power and government while implementing the city planning projects in Moscow. The author stresses public hearings as a form of cooperation. The studies are based on analysis of the legal field, and the author predicts possible influence of public hearings on lowering the level of conflicts among the power bodies and people, while implementing the city planning in Moscow.
