Abstract: It’s doubtless, that there’s need to form a modern political culture in Russia, as well as to form the social state. This article pays much attention to the key principles of international law, its socializing role. The authors also offer a possible model for the transformation of the traditional political culture, new type of interaction between the society and the state.
