Abstract: The author analyzes the formation of Stavropol District Court, the normative acts, guiding its activities. The author also studies the evolution of judicial system in the region in late XIX – early XX centuries, the structure of judicial power, activities of Justices of Peace, attorneys, judicial investigators.
