Abstract:
The subject of this research is the intellectual assets viewed in the context of the problems of economic development of the region and ensuring national security of the Russian Federation. The object of this research is estimate of the efficiency of measures taken by the government to support young researchers and their contribution to the development of high-tech economic sectors. The goal of this article lies in examination of the processes of formation and implementation of measures aimed at supporting young scientists within the framework of regional, intramural, and corporate programs oriented towards the new level of economic development. The article employs systemic approach, content analysis, and hypothetical-deductive method for assessing the state and dynamics of research activity in the Republic of Tatarstan as a whole, and individual scientific institutions. Analysis is conducted on the normative legal framework that lays the groundwork for scientific and technological development of the Russian Federation and regional policy documents. An overview is given on the successful foreign practices for the support of young researchers. This study complements the author's previous works on evaluation of intellectual assets of the territories in the regional aspect, and involves into the theoretical elaboration the directly related legislative initiatives on ensuring national security, which were adopted in July 2021. The author substantiates the strategically important role of human potential of the Russian Federation as the key driver of further economic growth; examines the state support measures on ensuring its effective capitalization within the country; underlines the leading role of the state research and development policy oriented towards increasing the competitiveness of the Russian economy and its resilience to external and internal threats. Special attention is given to the current level of scientific, technological and innovative development of the Republic of Tatarstan. The acquired results are valuable from the perspective of actualization of the problems of achieving leadership in research and development sector, which pose a threat to the strategically important priorities of national security.

Abstract:
In the current environment, many companies have faced the need to develop a fundamentally new approach to security, including its personnel component, which considers as a necessary condition for the preservation of the most qualified employees from competitors enticement, as well as for the protection of financial, informational and material resources of the organization. This work proposes the use of position safety profile to assess threats posed by staff and personnel security vulnerabilities. The study is based of the expert survey (а 10 interviews with representatives of various companies of Irkutsk). The experts made the selection criteria of experience in human resource management or business security, as well as the type of economic activity of the organization in which they are engaged. According to the survey a qualitative de-scription of the profile. The position safety profile can act as a separate tool to ensure organizational personnel security, and can be used as a supplement to the position profile. The article describes the purpose of position safety profile, composition of the main sections (general require-ments for position safety, possible forms and methods of threats realisation, require-ments for the presence of personal, professional-important qualities, behavior, essential for safety, vulnerabilities profile, assessment of the violating potential of personnel se-curity (violator potential), documented cases of safety requirements violation), as well as advantages and limitations in the use.

Abstract:
The subject of this research is the experience in the fight against corruption of such countries as the Unites States, Canada, and Singapore. The main components of the anticorruption policy of these countries – principle, methods, and normative documents – are being reviewed. The goal of this work of the examination of the successful methods of the foreign experience in counteracting corruption, as well as the analysis of the possibility of implementation of such instruments into the system of state administration of the Russian Federation. This work is aimed at the increase of the efficiency and productivity of the bodies of state authority in the fight against corruption in Russia. The result of this research is the determination of the methods that have positive evaluation in the system of state administration of the United States, Canada, and Singapore, as well as the description of the process of implementation of these methods into the Russian system of state administration. Scientific novelty is substantiated by the introduction of the principally new for Russia methods of the anticorruption policy. Certain methods, which are able to decrease the level of corruption and increase the efficiency of the work of the bodies of state authority in the fight against bribery in Russia, are being proposed.

Abstract:
The reformation of the military structure of a country is impossible without improvements to the legal support of the work of the federal branches of executive power, in which the federal legislation establishes military service. The comparative legal analysis of the norms of Russian and foreign legislation that regulates the issues of enlistment and selection for service in the armed forces of foreign countries, gains more and more relevance. On the example of the NATO member-states, we examine the peculiarities of the legal regulation of enlistment and selection of citizens to serve in the armed forces of the United States and Germany. At the present stage, we can observe a tendency in the foreign countries to prefer voluntary enlistment into the armed forces over compulsory enlistment in formation of professional army. Contrary to the forecasts, there are not that many volunteers to serve in the military, thus the military and political leadership of the United States and Germany devise a complex of measures aimed at attracting more recruits. This complex of measures represents relevance, first and foremost, on the background of processes of formation of the branches of federal security services in the newly re-established bordering subjects of the Russian Federation – Republic of Crimea, and the strategic city of Sevastopol.

Abstract:
This article reviews a number of important problems of modern management of
college education: emergence of new educational standards and adaptive teaching techniques;
modernization of the institutions of higher education; problems within Unified State Exam; international
educational cooperation due to Russia’s integration into the Bologna Process; educational
consequences of differentiation of the nation’s citizens; decrease in the popularity of the
instrumental value of education; innovations within educational field as a factor of Russian and
foreign investing; humanization of education and individualization of education; innovative aspects
of educational system; general peculiarities of the interactive methods of education using
cloud technologies; forming an individual who is competitive, versatile and in-demand within the
society. The following conclusions are made: from the position of cognitive analytical approach
the higher education management is not just a sum of its composing factors of management, but
something greater — an organized interconnected unity of the subjects of this system; the staff of the higher education institution is the key cognitive component of the learning environment
of a school and a factor of its development. In solving the management problems in a higher education
institution the cognitive analytics must be implemented in the course of devising and substantiating
management decisions.

Abstract:
This article is dedicated to the analysis of the social parameters of the scientific knowledge
industry within Russian military-scientific complex, which currently carries a great level of significance. The human resource potential of the military science is being reviewed with regards
to meeting the modern requirements and tasks that stand before the military organization of the
country. This work draws the main conclusions on the current state of the human resource policy
within the military-scientific complex, as well as certain specifics of the socio-demographical socioprofessional
characteristics of the human resource potential within military science. Based on the
research conducted, the article reviews the particularities of the age and gender structure of the
military scientists, scientific communication and mobility within the military-scientific complex,
social stratification and innovative work. The authors substantiate the institutional approach towards
the analysis of the human resource potential of the military science, and come to a conclusion about
the specific character of the organization and maintenance of the scientific work within the defense
subject. Their emphasis is on the fact that the military scientists carry the status of active military
service members, which affects the character of the organization and content of the scientific work;
it establishes certain type of relations within the scientific community and affects the choice of one
or another trajectory of their careers.

Abstract:
Culture is one of the key factors that define the relations between people, and its main
parameters lie in the foundation of national business culture, where industrial organizations and
relations between staff members are being formed, including those between management and subordinates.
At the same time, the society aims to form values and aspirations among the citizens that
would be necessary for a successful adaptation within the current social and socioeconomic system.
This article reviews the correspondence of social and socioeconomic values based on the example
of manipulation of staff members by Russian and British management. The subject of empirical research
is the manipulative tendencies of managers, their perception of themselves as manipulators,
and the realization of their subordinates about the manipulative tendencies of the management. The
research methods are: theoretical analysis of the scientific sources, which allow us to recreate the
fundamental principles of the Russian and British cultures; evaluations and questionnaires for management
and their subordinates. Based on the sociocultural specifics of Russian culture, it does not
provide prerequisites for manipulation; thus the acquired results can be explained first of all by the
complicated social situation within modern Russia, forcing people to elect the path of cooperation,
which contradicts their sociocultural values.

Abstract:
The death of the Russian Empire, followed
by the epoch of cataclysms in domestic policies,
caused significant changes in the life of the whole
country. One of the most essential features of a new
stage of development appeared to be the destruction
of the state apparatus including the internal
affairs authorities and subsequent rise in crime, the
latter being one of the most important indicators
of unhealthy society. Return to public order as an
essential feature of a normal course of the country
’s population life and reconstruction of internal
authorities were therefore the most important goals to be achieved by the new government. With this
consideration in mind, we choose the NKVD of
the RSFSR to be the object of our research, mostly
militia and criminal investigation department. The
subject of our research is the combination of legal
standards established by legislative and other regulatory
acts and organizational framework defining
principles and procedures of acceptance for work
and assignment for a certain position, service and
dismissal and personal guarantees. The research
has shown that the personal management at internal
affairs agencies was of quite contradictory nature.
From the one hand, it was quite obvious that they
tried to find enough officials to be assigned for
all required (and quite a limited number of ) positions.
From the other hand, there were so called
‘cleaning up’ procedures that allowed to get rid
of all the ‘undesired’ workers. At the same time,
quite a spare number of officials had rather low
professional requirements. Yet, even under such
conditions the personal turnover and constant deficiency
occurred.

The author shows the role of the system of teaching information security in the standards of school education, medium and
