Abstract:
The object of this research is the communicational practices formed under the influence of the so-called digital economy. The conducted analysis focuses on determining the key characteristics of the centers of redistribution of information and financial flows, as well as causes, according to which various network resources become hubs in the system of digital economy. The article explores data flow management processes and payments for rendering these services; as well as determines the approaches towards revelation of essence of the ongoing social changes, dynamics of which is defined by redistribution of information and financial resources. The author substantiates the thesis that the phenomenon of redistribution represents an intrinsic characteristic of the process of preparation, transmission, and sale of media content that exists within the digital economy. It includes delivery of information to an audience and redistribution of profits gained from proliferation among actors of the market. Redistribution exerts substantial influence upon modern states and civil society. Media practices are in a state of constant search for new ways of influence.

Abstract:
The subject of this research is the renewable energy trends and their role in socioeconomic development of northern regions of the Russian Federation. The conducted analysis focuses on determining the key characteristics and vectors of development of the renewable energy in the conditions of scarcity of investment, shortage of energy resources, high power rates, depletion of fossil fuels, increased spending for the development of new deposits, complicated access to new technologies. Data is provided on the development of the renewable energy sector on the global scale, as well as the regions of Northwestern Federal District. The scientific novelty consists in the advancement of methodological approach towards the scenarios for the development of renewable energy and economic security on the basis of interaction of macro- and mezzo-level. The research results can contribute to deepening of the existing knowledge on the phenomena under consideration, particularly, pertaining to the improvement of government policy instruments in the field of development of organizational-economic aspects of implementation of the regional energy policy.

Abstract:
This article is dedicated to the analysis of controversial nature of cosmopolitanism as a social phenomenon. The author traces the demand of ideology and practice of cosmopolitanism. The latter is viewed as a trend of modernity; its diverse guises are examined. The article conducts a comparative analysis of the concepts of “cosmopolitan identity” and “national identity”, determining their common and distinct features. The author describes the positive and negative aspects of cosmopolitanism; demonstrates the consequences of cosmopolitanism in its negative form for the global and national-state development; examines the threats of its unifying effect upon the fates of national cultures. The scientific novelty consists in formulation of a number of theses: 1) on the growing role of cosmopolitanism in preservation of uniqueness and creation of polycultural spaces, as well as establishment of intercultural dialogue; 2) on the controversial character of cosmopolitanism as a development trend; 3) on the homogenizing nature of cosmopolitan universalism, which imparts ambivalent features upon the modes of existence.

Abstract:
The subject this research is the modern trends in transformation of the role of social entrepreneurship with regards to providing institutional guarantees of economic security. The article focuses on the development of the forms of social entrepreneurship; effects of rational and irrational factors on this process; interaction between business and government in the model of social governance; peculiarities of achieving potential of social entrepreneurship in solution of the issues regional development; as well as specificity of emergence of new vectors in development of social entrepreneurship. One of such vectors of social entrepreneurship in the regions is the solution of transport accessibility of the territory. Leaning on the universal methodology for institutional analysis and theory of the "institutional traps", the author concludes on the need for expanding the scope of activities of social entrepreneurship based on implementation of the national development priorities and gradual transition from the model of social governance towards the model of social regulation. The author emphasizes the need for development of social entrepreneurship in the context of building and operation of transport infrastructure in the regions, as well as sanitary and specialized aviation. The author proposes to legislate the scope of activities of social entrepreneurship at the regional level based on the objectives for improving the quality of life of the population and achieving the economic growth outlined in the National Security Strategy of the Russian Federation.

Abstract:
The subject of this research is the correlation between the structural transformations of external sector and regional economic dynamics in the conditions of active endogenous and exogenous shocks. The object of this research is a constituent of the Russian Federation – Khabarovsk Krai. The research covers the period of 16 years: from 2000 to 2015. The author examines the two scenarios of structural dynamics of the external sector of the region: inertial, suggesting maintenance of the established by now proportions between the types of economic activity that conduct commercial transactions; and innovational, contributing to the increase in regional export of highly processed portion of goods. The conducted research proves that the structure of external sector is a factor ensuring minimization of risks of the regional foreign trade cooperation from the perspective of sustainable economic dynamics. The specificity of applied methodology consists in addressing the issue of the total price of export and interregional export in terms of the separate types of economic activity (in this case, price fluctuations are reflected via changing the total price of export). The scientific novelty lies in comprehensive study of the impact of structural transformations of external sector upon the overall results of economic activity of the region in the conditions of active shocks. The scenario approach is used in varying and “intersection” of the initial data: conditions for the operation of external sector (prevalence of resource-based production; development of processing types of economic sector); “sources” of shocks (markets of different localization: global, national, regional); types of shocks (price changes; variation in consumer demand, etc.); possibility of receiving quantitative assessments of the parameters of structural transformation of the external economic sector that would ensure regional growth in the conditions of active endogenous and exogenous shocks.

Abstract:
The relevant task solved in the process of managing the creation of high-technology products (HTP) consists in substantiation of the required volume of financing and implementation timeline for its design. The result of such substantiation must become the effective usage of financial resources allocated for the creation of HTP. The object of this research is the high-tech products, which imply the advanced technology products created on the basis of the unique production pipeline, or products that implement their consumer functions using the latest physicotechnical effects. The subject of this research is the methods of management techniques for the creation of HTP. The key goal lies in the development of economic-mathematical tools for managing the creation of HTP to benefit the optimization process of its technological design. The authors analyze the foreign and domestic experience in assessing high-tech products; as well as formulate recommendations on the development of economic-mathematical tools for managing the creation of high-tech products. Research methodology is based on the modern methods of estimating costs, associated with the creation of HTP and multi-criteria collective expertise, which are extensively applied in Russia and leading foreign countries. The scientific hypothesis underlying the study suggests the possibility of shared use of the new and traditional technologies for achieving the performance targets of HTP that is proved using the devised methodological tools. The developed methodological toolkit includes the following elements: functional-technological model of HTP; model for assessing the readiness, cost, and risk associated with the development of technologies used in the creation of an HTP; model of technological design of the HTP that allows formalizing its certain stages, particularly, the transition towards a specific content of functional-technological blocks. The practical importance of the proposed models lies the ability to conduct technical and economic assessment of the options for shared use of the new and traditional technologies in the creation of HTP, as well as choose options for the efficient utilization of funds allocated for these purposes. This is the primary task of this research.

Abstract:
This article synthesizes the state strategic audit of socioeconomic development and the changes in its content in the context of developing digital economy. The author examines the structuring of the state strategic audit within the system of resulting components of digital economy; as well as analyzes the fundamental principles of the impact of digital economy upon the parameters of using production factors in the conditions of digital economy. The research emphasizes the importance and problems of usage of the tools of economic-mathematical modeling, its place within the system of strategic audit in terms of implementation of digital platforms. The new technological stage in digital development of the society on the basis of the modern industrial economy requires the elaboration of tools founded on the network platforms of strategic audit of the development of sociologic system of the state. The aforementioned processes pertinent of structuring of the state strategic audit, along with its place and application of the economic-mathematical modeling in the system of the basic resulting components of digital economy, would contribute to improving the quality of state administration.

Abstract:
The object of this research is the management system as a part of transport and logistics complex. The subject of this research is the digitalization of management system. Leaning on the results of studying the transition towards digitalization, the author sets a goal to determine and substantiate the criteria and methods for assessing the efficiency of implementation of digital technologies into the logistics management system. Theoretical foundation contains the works dedicated to studying the effectiveness of transition processes from the traditional management system towards digital, as well as to substantiation of mathematical tools for quantitative assessment of its effectiveness. The author analyzes the factors influencing the logistic process management, as well as formulates the concept of operational, technical, and economic effectiveness of digitalization process of the management system. The article determines the elements of the logistic process managements subject to prioritized transition from the traditional element base towards digital. The applied set of methods of systemic analysis allows to logically structure the system of criteria and indicators for assessing the efficiency of digitalization of management system. Using the gnoseological potential of general scientific methods, the author formulates his own vision of the category of efficient digitalization of management of transport and logistics system. The scientific novelty consist in theoretical and practical substantiation of selection of the criteria, indicators and methods for assessing efficiency of management system digitalization. The obtained results lead to a conclusion that the task of assessing digitalization of management system in the logistics sector, from both, theoretical and methodological perspective, has yet to be fully addressed.

Abstract:
The object of this research is the regional job market of the Island of Greenland. The author analyzes the employment situation of Greenland as of 2010-2014, focusing on the problem of unemployment on the regional job market, its rate, structure and characteristics. Particular attention is given to the occurrence of seasonal unemployment in the job market overall, as well as separate economic sectors. The author also considers the territorial aspect and its impact on the unemployment rate. The main research method is the statistical data analysis of the StatBank Greenland, review of Danish legislation and regional regulatory acts of Greenland. Having analyzes the regional job market of the Island of Greenland alongside the unemployment problem among its residents, the author concludes on the significant dependence of employment rate on the season, including its major economic branch – the fishing industry. Another important feature is the strong differentiation in employment rate between the cities according to their size and location.
