Abstract:
This article examines the modern scientific policy in Turkey. The subject of the research is the entire system of government institutions on regulation of scientific activity in the country. Relevance of the indicated problematic is exceptional due to the constantly growing role of education and science in modern international relations. The author also considers the interpenetration between the intentions of non-state actors and state foreign policy course. In particular, the article analyzes the questions of realization of national interests of the Republic of Turkey on the post-Soviet space using the instruments of “soft power”. The largest of the structures that affect the implementation of the state’s scientific course are subjected to separate analysis. For example, the author meticulously reviews the activity of the Turkish “think tanks” and their impact upon the process of adopting the foreign policy decisions in the Republic. Particular attention is given to the role and place of a scholar in scientific policy of modern Turkey.

Abstract:
This article examines the problems in the area of procurement by state-owned enterprises (SOE). The subject of this research is the work of the monitoring agencies in the procurement area. The relevance of research in this area is very high due to undisputed interest by the state as the proprietor in increasing the efficiency of procurement by the SOEs. Special attention is given to the analysis of the concepts of “procurement”, “market” and “monitoring” as the basic and necessary aspects for this research. In doing so, the author carefully examines the aspects of development of forms of electronic procurement monitoring. One of the key conclusions made in the course of this research is the possibility of practical application of the algorithm of electronic monitoring of the purchaser registration for prevention of fraudulent activities by legal entities. The scientific novelty consists in the substantiation of the need to transition the mechanism of dispute of procurement to an electronic platform, which would allow cutting costs for the monitoring agency. The results of this research suggest that it is necessary to form a catalogue of products, work and services in order to analyze the procurement by the monitoring and auditing agencies more efficiently.

Abstract:
This article provides the results of a pilot study of the specificities of science and innovations management systems in a number of European countries (Netherlands, Germany, and the United Kingdom), taking into account the data from global monitoring of the socioeconomic and scientific-innovation development. The goal of this research is to find approaches that would enable development of national scientific-innovative “ecosystems” in all their multi-dimensionality and complexity, and subsequently, discovery of interconnection between the factors and processes, which are managed within the framework of separate strategies with unique systems of monitoring and assessment of performance. Using the specific examples alongside relevant data from the various global monitoring (2007-2017), the authors demonstrate that the expansion of the context of study of the phenomena at hand contributes to determination of the factors, crucial for the development of evidence-based recommendations on improving the techniques and methods of government administration in the area of science and innovations.

Abstract:
The subject of this research the analysis of compliance of the established system of higher education with the potential transition of the Russian economy into the phase of the fourth industrial revolution. The author pattern the long-term economic cycles of national economy, based on which conduct the analysis of cornerstone factors that generate its phase shifts. The implemented assessments, based on the methods of economic and mathematical modelling, allowed determining the prospects and time horizons in transition of the Russian economy onto the track of the fourth industrial revolution, carrying out a factor analysis and revealing the role of the higher school within the system of subsequent generating transformation. The authors were able to identify the focal problems in the Russian system of higher education from the perspective of the rates and quality of the development of Russian economy in accordance with the newly emerging global principles and mechanisms of economic growth. The scientific novelty lies in the formulated conceptual approach towards determining the key directions in development of the higher school, considering the global trends in transformation of the reproduction processes and anticipated phases of economic transformations in the national economic system. In conclusion, it is argued that the development of scientific research potential within the modern Russian economy explicitly demonstrates the change in descending trends during the period from 1996 to 2002.

Abstract:
The subject of this research is the assessment technique of efficiency of the state expenditure on healthcare. In terms of the economics of knowledge, human capital and human value are the key factor of economic growth and prosperity of the state. The qualitative characteristics of human capital are the indexes of public health. The work examines the theoretical and methodological question of comprehensive assessment of the efficiency of state healthcare funding in accordance with the set of criteria characterizing the level of economic and healthcare development in the regions of the Russian Federation. Special attention is given to correlation between the state funding policy in the area of healthcare and the socioeconomic situation in the country. The authors suggest the methodology of comprehensive assessment of the efficiency of state healthcare funding based on the indexes designating the core aspects, leek of socioeconomic development, and demographic background of the regions. The obtained in the course of research complex indicator of the efficiency of state healthcare system is based on the developed by authors system of the financial and non-financial indexes that allow numerically form the assessment of the efficiency of government spending on healthcare, as well as making conclusion on the resource provision, level of development, affordability and quality of the public healthcare. Practical implementation of such technique helps to create the ranking of territories depending on the level of efficiency of the state healthcare funding. The acquired knowledge can be applies in adopting the effective state funding decisions for achieving the affordability and quality of healthcare, focusing attention on the human capital in terms of the economics of knowledge.

Abstract:
The subject of this research is the approaches towards determination of effectiveness of the HR projects. Human resource management is a developing area of activity. Leaning on the theoretical sources and publications, the author analyzes the existing key approaches towards assessment of the performance results, as well as concludes that the use of assessment of the effectiveness of human resource management in the Russian organizations is insufficient, which is substantiated by the lack of methodological tools. It is also noted that the increasing implementation of projects methods in the work of personnel departments necessitates the development of specific approaches towards the assessment of effectiveness of HR project. In this regard, the author suggest to use the methodology of the system of balanced indexes and the concept of interested parties of a project. It is determined that it is more difficult to assess the effectiveness on non-transactional and mixed HR projects than the transactional, because they do not demonstrate a direct economic result that can be identified in the terms of financial flow. Therefore, for substantiating the effectiveness of non-transactional HR projects, it is proposed to use the “Return on Expectations” index that represents a quantitative assessment of the project performance determined based on the interests of the parties involved.

Abstract:
The subject of this research is the higher education facilities functioning in the conditions of a complicated dynamic environment, and therefore, open to changes and capable of adjusting to the various circumstances. The authors carefully examine such aspects of the topic as the analysis of transformations within the Russian system of higher education, considering the changing requirements of the parties concerned. Special attention is given to the analysis of functioning of the higher education system as an integrate, at time contradictory whole, as well as the goals, motives and interests of the parts of such whole that will determine the trajectory of development of a higher education facility. It is concluded that despite the requirements for integration of the educational, scientific and entrepreneurial activities in higher education, a situation occurs that is characterized by certain misalignment of interests of the producers of scientific knowledge and its consumers. The conclusions are illustrated by the examples of implementation of the various supportive measures for the educational, scientific and innovation activities in the universities.
