Abstract:
The article considers the issues of methodology
of cognition of financial law occurrences. It is underlined
that there is a certain need in a systematic approach to
understanding of all the complexity of financial law elements.
The authors of the article also gave their own
suggestions on how to develop the strategy of arranging
financial law mechanisms in accordance with the purposes
of state administration and financial activity of a
state institution.

The article analyzes the conspiracy approach
to studying organizations of consolidation of the world
elite. In the article this approach is divided into ‘premodern’
and ‘postmodern’. The author criticizes the
mentioned above approach and suggests using other approaches
instead. According to the author, we should use
approaches which do not contradict to the theory and
methodology of science.

This article deals with the question of contractual
land lease relations in Russia from the point of view of
the two Concepts. These Concepts were approved during
the meeting of the President’s Council of the RF and are
aimed at improvement of the RF legislation. The mentioned
above Concepts also concern the aspect of property
lease and are quite useful since they suggest significant
changes in the RF legislation.
