Abstract:
This article emphasizes that the issues of modern Russian higher education cause direct damage to socioeconomic development of the country, thus there is a need for optimization of the system that will consider the interests of all participants of the educational services market. Accent is made on the necessary change in the approach towards understanding of goals of the educational process, tasks of the government and boards of the higher educational facilities. The author analyzes the erroneous and questionable decisions in the field of state policy as a whole, as well as the actions of the boards of the universities at the local level in particular. In the course of this research, the author applied personal organizational-pedagogical experience, methods of analysis and synthesis, information from the open sources, including modern monographs of the national and foreign experts in the area of organization of higher education. The main results are the following: introduction of the concept of “stakeholders of educational process”; determination of six groups of such stakeholders, each one has its own goals, interests, and demands. At the same time, the author indicates that the key problem at the present stage is the disagreement between the knowledge and skills of the university graduates and the requirements of the current job market and innovation economics. Solution of the aforementioned problem lies in the aligning of interests of all groups of stakeholders through identification, analysis, and overcoming of the problems of each group. The author conducted a comprehensive analysis of the first two groups, which allowed formulating a number of conclusions and particular recommendations.

Abstract:
This article review the conceptual structure of regional society and its connection with the university culture. It is determined that the participation of a university in the structure of modernization potential of regional society is important for the development of the regional social space. The article analyzes the model of formation of the university space as a universal structure that will be responsible for the development and modernization of a region. The authors examine the questions of emergence of the effective grounds and forms of realization of interaction between the university and regional society. The goal of the work consists in formulation of the concept of optimization of a regional university, as well as socio-philosophical analysis of the expected results from the perspective of their purposefulness. Methodology for this study is based on the generalization of scientific research works dedicated to the analysis of various models of regional university. The authors’ main contribution consists in combination of all analyzed elements into the unified structure by means of establishing a basic space (university) as the overall control subsystem for the elements of regional society. Without the developing regional culture, all achievements of a university such as trained specialists, technologies and innovations will bypass into the other developing cultural centers within the country or abroad. Therefore, a university faced the task of forming the bases of multifacetedness within the surrounding social space and regional culture through the educational and scientific activity.

Abstract:
Under the conditions of establishment of the knowledge economy and high technologies, especially increases the role of universities as the drivers of innovation development of the Russian regions. The national higher education facilities experience the need for formation and development of the innovation environment. In such situation, the adoption of efficient scientifically substantiated decisions is impossible without the comprehensive objective assessment of the development level of innovation environment and the contributing factors. It gives special relevance to the problem of research. The goal of this work consists in formulation of methodology for assessing the innovation environment of universities and its testing. The authors applied the analysis and generalization of results of the scientific studies alongside the Russian and international experience in the area of assessment of innovation activity of the universities. The article suggests the criteria and methodology of assessing the innovation environment of the higher education facilities; provides the results of assessment of innovation environment of the Far Eastern Federal District; substantiates the recommendations on development of the innovation environment. In conclusion, the authors justify the need for further theoretical-methodological development of scientific approaches towards assessing the innovation environment of Russian universities.

Abstract:
This article examines the issues of creation and application of electronic resources of the open academic libraries. Special attention is given to the questions of advanced training of the employees of the information library facilities. The author observes the problems of creation of central electronic catalogue of the information library facilities and ways of their solution. The article underlines certain mistakes made in formation of the database of electronic catalogue. At the present stage of social development is noticed the tendency of establishment of the information library corporations and consortiums, reflected in formation of a unified library information structure, in terms of which at the modern organizational, technical and technological levels cooperate the libraries of facilities of the diverse departmental affiliation. Active work aimed at automation of the library-bibliographic processes in the regional academic libraries alongside the expansion of the content of the library funds actualizes the formation of the unified corporate catalogue. The goal of this work lies in the methodological, organizational and educational substantiation of the problems of establishment of the model of systemic corporate catalogization of the libraries under academic lyceums and colleges. The implementation of the proposed conceptual model of the corporate electronic catalogue will result in decrease the labor coefficient of the informative and technical processing of documentation in the libraries, as well as increase in the quality of electronic catalogue and bibliographic service.

Abstract:
This article provides the results of examination of the forms, methods, and means of pedagogical support of independent work of the medical residents through the means of electronic education in a modern medical university. The goal of this work lies in substantiation, development, and approbation of the forms, methods, and means of pedagogical support of independent work of the medical residents through the means of electronic education. Practical importance consists in the potential implementation of the structure of pedagogical support of organization of the independent work of medical residents with application of electronic methods of learning in educational process of medical university. The scientific novelty is defined by the development of the structure of pedagogical support of organization of the independent work with application of electronic methods of learning, as well as experimental case study aimed at approbation of the acquired result. The authors conclude that in the context implementation of the system of electronic methods of education, the indexes (formed motivation towards learning; content with educational activity level of involvement into educational process; coefficients of the quality of gained knowledge) have increased. The authors prove that the application of electronic systems of learning do not eliminate the risks in the system “educator-computer-medical resident”, but their potential occurrence is considered in development, implementation, and realization of the electronic learning and methodological complexes of independent work. The authors assume that the presented structure of pedagogical support of independent work of the medical residents in the post-university education in terms of electronic learning is reasonably efficient and can be realized within the educational practice of medical universities.

Abstract:
This research is dedicated to the search of pedagogical factors for the successful adaptation of participants of the programs of international academic mobility. The article analyzes the experience of students’ participation in the programs of academic mobility, as well as determine the pedagogical factors of the successful adaptation of participants of the programs of international academic mobility. The subject of this work is the pedagogical factors of students’ adaptation to the programs of academic mobility abroad. The object is the adaptation of the participants of educational process under the conditions of academic mobility. The peculiarities of adaptation of the Russian and foreign students abroad are detected through the specifically developed questionnaire. In accordance with the acquired data, the author analyzed the factors that positively and negatively affect the adaptation process. For solution of the set task was conducted the theoretical analysis of philosophical, sociological, psychological-pedagogical literature; examined and generalized the pedagogical experience; applied the methods of psychological-pedagogical diagnostics (observation, conversation, testing, surveying). The main conclusion lies in the statement that for the successful adaptation it is necessary to comply with the following pedagogical factors: depending on the level of adaptation of a student, his communicative and cognitive orientations, develop the individual adaptation programs; it is necessary to increase the level of language competency, form tolerance towards the foreign culture, eliminate the cognitive dissonance and stereotypes; correct the relationship of foreign students in microcommunity.

Abstract:
This s article describes the stages of content selection in the process of establishment of the fund of assessment tools on the academic discipline of "Biology”. The authors provide the theoretical substantiation to implementation of the process of establishment of the fund of assessment tools on the academic discipline of "Biology" in terms of a modern university. The proposed by the authors hypothesis regarding the efficient approaches towards establishment the fund of assessment tools on the academic discipline of "Biology" in a modern University is proven. The research describes the actions aimed at creating a set of control measurement materials and guidelines that demonstrate the modalities, procedures, tools, criteria for assessing the formation of student competences for each stage of mastering the academic discipline – the funds of incoming, current and intermediate controls, terminal and final tests. The authors characterized the stages of modeling, engineering, and construction of the controlling materials meant for measuring and assessment of the dynamics of development of student competencies. The object of this work is the process of assessment of educational results of a modern university. The scientific novelty consists in engineering of the fund of assessment tools of academic discipline of “Biology”, as well as presentation of methodological recommendations on the matter.

Abstract:
The relevance of this topic is substantiated by the tendency of development of the corporate training of staff members of the mining and engineering enterprise of Russia, which in turn, stipulated the establishment and advancement within the corporate structure of the special departments – educational centers that are responsible for personnel training considering the specificity of the company and systematization of the corporate training of stuff members. The subject of this research is the continuous process of corporate training of personnel of the mining and engineering enterprise of Russia. The object is the system of corporate training of personnel of the mining and engineering enterprise of Russia. Systematization of corporate training of personnel in terms of the educational departments of the mining and engineering enterprise is possible through the development of a three-components invariant model, which, depending on the category of personnel, patterns the professional competency of the employee, educational technology of establishment of the professional competency of the employee in the conditions of corporation of organization of the learning process within the outside the enterprise, taking into account the specificity and vector of its activity. The scientific novelty consists in creation and application of the invariant model of professional competency and development of the modular technology of formation of the professional competency of the employee of the mining and engineering enterprise. The main conclusion lies in substantiation of the high pedagogical efficiency of the developed system of corporate training of personnel of the mining and engineering enterprise of Russia.

Abstract:
The object of this research is the education systems of various countries, particularly Russian Federation, United States, Great Britain, Switzerland, Finland, and Japan. The subject is the structure of education system of each country, as well as its key peculiarities. The author meticulously reveals the concept of the system of education of each country at hand, examines the positions of the state held in global rating of the quality of education systems over the period of 2013-2015, as well as provides the results of comparative analysis of separate aspects of the education systems of the aforementioned countries for determining the similarities and differences. The main conclusion consists in the statement that the education system of each of the examined countries represents a unique form of educating citizens that has established as a result of historical specificities of the country, as well as affected by the mentality and level of government control. The scientific novelty lies in studying of certain aspects of the education systems of Russian Federation, United States, Great Britain, and Switzerland from the new perspective. Comparative analysis of the initial level of education and policy of state exams, led to determination of the strengths and weaknesses in each system. Practical significance of this work is defined by the increased level of knowledge of the population on the structure and peculiarities of education systems in several countries, as well as potential application in various circumstances.

Mastering silent reading in native Russian and foreign German languages

Abstract:
Primary education is the period when a student masters the aloud and silent reading. The skill of silent reading proceeds much quicker, because a reader is able to retain more information, comprehension of which can be better without sounding out than in reading aloud (L. S. Vygotsky, M.F. Gnezdilov, M. R. Lvov, T. G. Ramzaeva, N. N. Svetlovskaya). Therefore, the silent reading is socially significant (M. I. Omorokova, L. S. Vygotsky). The article provides the results of study of the silent reading among students in their native (Russia) and foreign languages. The subject of this research is the specificity of formation of the technical and semantic aspects of silent reading in Russian and German languages among the students of primary school; 48 students participated in experimental case study; the experience of reading in Russian language was the same as in German, and comprised three years. The research allowed determining the common factors of formation of the silent reading skill in native and foreign languages, close connection between the technical and semantic aspect of silent reading in Russian language, and lack of such correlation in reading in the foreign language. The demonstrated by the students results of silent reading in the native language are noticeable higher (despite the absence of target teaching of silent reading in both, native and foreign languages); it can be explained by the fact that in early and preschool age they were listening to the adult reading in native language, and since the beginning of school practiced reading aloud on their own.
