State security of Israel: international and national legal aspects

Abstract:
The object of the study is Israeli international and national legal relations to ensure the defense of the country and the security of the state, the subject is normative legal acts establishing the regime of protection of Israel from internal and external threats. The article discusses the international treaties of the State of Israel concerning weapons of mass destruction and the fight against terrorism, as well as Israeli documents on defense and security management. The authors pay attention to the genesis and evolution of the Israeli armed forces and special services, the peculiarities of their functioning. The institute of military duty and conscription for military service in the Israel Defense Forces (IDF), current problems of the activities of the Mossad and AMAN intelligence services, as well as the general security service - Shin Bet (SHABAK) are considered in detail. The above practice of military administration in the State of Israel is relevant in the conditions of modern militarism. The researchers propose to use the Israeli experience of legislative regulation in the field of national defense and state security in the current Russian historical conditions. The scientific novelty of the work consists in presenting the reader with original information on the subject of the article, relevant conclusions and suggestions. The main ones are the conclusions about the presence of tactical nuclear weapons in Israel, its deliberate postponement of the application of international legal acts on weapons of mass destruction in order to develop them and deter opponents. It is proposed, by analogy with Israeli legislation, to deprive Russian citizenship for crimes against the foundations of the constitutional order and security of the Russian Federation, extremism and terrorism. The article substantiates the introduction of universal military duty for Russian citizens using, by analogy, the Israeli system of deferrals from military service. It is proposed to train ordinary and non-commissioned personnel of the domestic armed forces in working professions, as in Israel, and the official granting of unlimited powers to Russian intelligence abroad.

Abstract:
The subject of the study is the integration processes of regional security in the European space, based on the research papers of B. Buzan and O. Weaver. The paper looks at different alliances of European countries with a view to achieving cooperation on point areas common to a particular region. The chosen topic is explored through the prism of the Copenhagen School of Security theories, especially those of the regional security complex and securitisation. One of the trends in contemporary international relations is regionalisation in the field of international security. An understanding of this process will therefore make it possible to anticipate the development of state policy towards intergovernmental organisations. The focus of the scholarly article is on analysing the functioning of the Nordic Defence Cooperation (NORDEFCO), as the association of the Nordic countries serves as a model for effective progressive integration in the Nordic region. The progress of the organisation is to broaden the notion of security for political action. It now includes threats and challenges not only of a military defence nature, but also of an economic, environmental, legal, social and ethno-political nature. The scientific novelty of the study lies in the identification and analysis of Nordic Defence Cooperation (NORDEFCO) in the context of a regional security subcomplex, namely in identifying further prospects for this integration group in enhancing the defence capabilities of its member states. NORDEFCO acted as a structural prototype for many European defence alliances. However, Nordic defence cooperation has not become an alternative to NATO in Northern Europe, as evidenced by Sweden and Finland's application to join the North Atlantic Alliance in 2022. Consequently, the Nordic states have not finally achieved autonomy in establishing their own security system in the region.

Abstract:
The subject of the study is the analysis of the main areas of application of artificial intelligence technologies in the financial sector based on domestic and foreign practice, the object is artificial intelligence technologies in order to ensure economic security. The authors note that the possibilities of using artificial intelligence in the financial sector have been developing rapidly in recent years, bringing significant benefits in terms of efficiency, increased accuracy and cost-effectiveness. The development of digital technologies leads to the creation of new services that help increase the level of economic security. AI-based solutions are used in various areas of finance, including risk management, fraud detection, customer service, trading and investment analysis. This study examines the current state and future potential of artificial intelligence in the financial sector, the advantages and disadvantages of using such technologies, as well as recent trends and developments in this area. The information base of the study was made up of analytical materials of the Central Bank of the Russian Federation, scientific reports, reports of international consulting companies, studies of foreign IT corporations, scientific publications and statistical data of the Federal State Statistics Service. It is noted that artificial intelligence has the potential to transform the financial market, is an important tool for ensuring economic security. It allows you to create more secure and reliable financial management systems, as well as increase the transparency and efficiency of financial transactions. Similarly, artificial intelligence can also revolutionize tax administration by facilitating compliance and risk management, reducing errors and fraud, and increasing transparency and fairness in the tax system. The use of artificial intelligence in finance and taxation is expected to increase significantly in the coming years, with new solutions constantly emerging that can simplify and automate financial processes.

Abstract:
The article is devoted to the theoretical and methodological foundations of ensuring the information security of the state. Information wars in the global information space have become an urgent threat to the security and sovereignty of Russia. The article is devoted to the analysis of the theoretical foundations and methodology of studying the mechanism of ensuring information security, disclosure of essential features, the structure of the outlined category. Revealing the essential aspects of information security, the level of its provision in Russia is investigated. The purpose of the work is to assess the effectiveness of state program-targeted planning in the field of information security, to identify problem areas in this area. The article provides an overview of regulatory documents regulating information security issues. A special contribution to the author's research is that the specificity of the system of special methods in the topic under study is manifested in the complementarity of regulation determined by key vectors. At the same time, the key methodological function of information law is the formation of a set of tools purposefully designed to regulate relations in the information sphere in accordance with the objective laws of the dynamic development of the global information society and the existing state policy of digitalization. At the same time, the set of legal methods of regulating public relations in connection with countering threats and challenges to the security of the individual, society and the state in the information environment, based on the methods, are transformed based on the specifics of the subject area.

Abstract:
The object of the study is the future of Russian federalism in the context of the possible inclusion of new subjects into the Russian Federation. The subject of this research is the probability of the Republic of South Ossetia, the Republic of Abkhazia, the Pridnestrovian Moldavian Republic and the Nagorno-Karabakh Republic becoming parts of Russia. The analysis is carried out through examining the history of the formation of the objects of research, their relationship with Russia and the comments of public administration officials on the prospects of these relationships. This research is relevant because of global transformation processes brought about by Russia’s special military operation. The scientific novelty of the work is proved by the absence of a comprehensive analysis of potential integration processes between the Russian Federation and the members of the partially recognized and unrecognized states of the post-Soviet space, caused by the aggravation of the international political situation. Based on the results of the analysis, different approaches to potential integration processes have been developed, among them are: Republics becoming a part of the Russian Federation following a referendum, the creation of a supranational entity or inclusion of the aforementioned state entities into an existing one. Following the executed analysis, the authors came to the conclusion that currently the most optimal form of unification, taking Russian interests and the foreign policy situation into account, is the entry of some of these states into a joint supranational entity with Russia, following the example of the Union State of Russia and Belarus.

Abstract:
The author in the presented article discusses topical issues related to a number of organizational and pedagogical features of the training of polygraph examiners in modern conditions. The study draws attention to current problems and important aspects of the professional training of specialists in this field, provides opinions of practitioners and research scientists on this issue. The work of specialists in this profile is quite complex, requiring in-depth knowledge in the field of jurisprudence, psychology, physiology, pedagogy and medicine, and therefore one of the key issues requiring analysis remains the search and application of effective pedagogical technologies that allow in a short time to form a set of knowledge and skills from a trained specialist that will allow him later, when performing official duties, clearly and competently solve the strategic tasks assigned to him. The author's contribution to the study of the topic lies in the fact that in the course of the work, the conclusion was formulated that the model of training professional polygraph examiners in modern conditions should include in-depth knowledge about the technical and tactical aspects of research, psychophysiological characteristics of a person, as well as take into account a wide range of tasks and their specifics, for the resolution of which studies are conducted using polygraph devices.The object of consideration in the article is conducting research using polygraph devices, and the subject of consideration is taking into account the challenges of modern society when compiling and designing a model for training polygraph specialists.
