Ensuring government control over food safety in Russia

Abstract:
The subject of this research is the situation associated with the organization of control and monitoring over food safety in Russia. The authors consider the questions of inclusion of the particular food safety indicators into the legal and regulatory framework of the Russian Federation; analyze the data of independent inspection; characterize the need and importance of interacting processes between the federal executive authorities and the consumer rights protection agency. Information is presented on the possible damage caused by sales of products that pose danger to life, heath, or possessions of a consumer. The scientific novelty consists in the suggestions on expanding the food safety indicators, as well as comparison of the data on the determined nonconformities of food products with the safety indicators established by the Federal Service for Supervision of Consumer Rights Protection and Human Well-Being (Rospotrebnadzor), as well as the data from independent inspections presented by the Consumer Rights Protection Agency (Roskontrol). The results testify to the need for constant government control and monitoring of the food safety sold on the Russian consumer market. Rospotrebnadzor should carefully treat the data of independent inspections carried out by the consumer protection agencies, and conduct random inspections on their results in cases of evident deviations from the food safety indicators, which would contribute to growth of consumer confidence towards the authorities and services of Rospotrebnadzor, as well as reduce the volume of unsafe food products sold in Russia, and reduce the instances of illnesses caused by food.

Abstract:
One of the relevant questions of social development of the Russian Federation and its regions remains the level of social differentiation of population, which leads to profound social inequality, and thus, affects the dynamics of the coefficient of funds. This results in negative consequences for socioeconomic development and social stability, limits personal growth, and decreases the quality of labor potential. Therefore, the goal of this work lies in determining the major trend of population differentiation in Russia; as well as in revealing and systematizing the factors and methods for controlling its growth. The subject of this research is the trends of social differentiation in the Russian Federation and its regions, reflected in the dynamics of funds. The empirical base is presented by the data of the Russian Federal State Statistics Service. The author demonstrates the main reasons of the extreme social polarization in Russia and the measures for its reduction, based on the two directions of social policy – in the area of state income policy, and social and civil liability of business. The indicated set of measures will allow achieving such social affects as the reduction of poverty and expansion of the middle class, as well as strengthening of social protection policy.

Military administrative contract as an alternative to requisition in the circumstances of martial law

Abstract:
The subject of this research is the analysis of imperfection of the technical legal recognition of requisition institution in legislation of the Russian Federation regarding the questions of martial law and defense overall. The author defines the conflicts of legal regulation of requisition on such question of social life as: determining the size of reimbursement of requisitioned property to the owners; terms for repayment; and terms for evaluation of the requisitioned property. The work reveals the economic inefficiency of requisition for the state, which is burdened with maintenance, exploitation, storage, and utilization of the requisitioned property; need to prepare staff for appropriate use of the requisitioned property. In order to solve these issues, the government should sign a military administrative contract with the owners of the property it need for defense. The authors make following conclusions, which also comprise the scientific novelty of this research: 1) determined conflicts of legal regulation of executing requisition during martial law and defense of the state overall; 2) demonstrated the economic inefficiency of requisition with regards to private property; 3) proposed theoretical legal construct for the military administrative contract as an alternative for requisition, which allows avoiding conflicts of legal regulation, and represents a more economically productive option for the state owners.

Abstract:
The subject of this research is the trends and issues of mobilization of workforce into smaller towns of Far East in the context of strategic territorial development. The object of this research is the formation of labor resources in smaller cities of the region. The study is conducted on the example of the town of Bolshoy Kamen in Primorsky Krai, which currently experiences difficulties with workforce recruitment for ensuring the needs of the developing shipbuilding industry. This topic is of great relevance for the Far Eastern region, as the mobilization and retention of workforce in smaller towns of the remote territories of Russia carries a strategically important meaning for further development and population of the region, as well as ensuring national security to the Pacific Rim. The goal of the article lies in actualization of the strategies and problems related to mobilization of workforce into the town of Bolshoy Kamen in Primorsky Krai. Methodological foundation contains the current regulations of the regional economy, theories of sustainable economic growth, strategic guidelines of the development of shipbuilding industry over the period until 2035, as well as vectors of Russia’s National Security Strategy. The authors indicated the major issues in formation of labor resources in smaller cities of the Russian Federation; determines the place of the town of Bolshoy Kamen and other smaller cities within the system of allocation of labor resources in the Far Eastern region; demonstrates the factors of mobilization of workforce into the town of Bolshoy Kamen; substantiates the vectors of activity on mobilization and retention of workforce in the town. Resumption of the work of the largest in Far Eastern region shipbuilding complex “Zvezda” is the driving force for mobilization and retention of workforce in the town of Bolshoy Kamen.

Abstract:
This article carries out a comprehensive analysis of the state of the rocket and space industry (RSI) of the Russian Federation. The information sources contain the accounting, statistical, corporate and technical reporting of the companies, regulatory documents related to functionality and reforms of the organizational structure of the rocket and space industry, Federal target programs, Federal Space Program of the Russian Federation, investment project of reconstruction and technical rearmament of the companies of RSI, statistical data of global market of the rocket and space technology, raw materials and component parts essential for manufacturing rocket and space technologies, online and public media information. The author conducted monitoring, complex assessment and systemic analysis of the technical-economic, production and technological capacity of cooperation of manufacturing companies of the rocket and space technologies, output on reconstruction and technical rearmament of the RSI companies. In the course of this research, the author determined the following major issues in the state of rocket and space industry of the Russian Federation: Lack of highly qualified engineers; Closing of a number of strategically important factories used in production of rocket and space technologies Technological dependence on the Western countries Insufficient budget funding Significant price increase on component parts. The author suggest the possible ways for solving these issues. The research results are applied in formation of the Federal target programs, Federal Space Program of the Russian Federation, development of investment projects on reconstruction and technical rearmament of RSI companies.
